GENERAL:

The President of Civil Aviation Authority – Macao, China, in exercise of his power under
Paragraph 89 of the Air Navigation Regulation of Macao (ANRM) and Article 35 of the
Statutes of Civil Aviation Authority, approved by the Decree-Law 10/91/M, establishes this
Aeronautical Circular (AC).

The AC/SEC/001R06 establishes and implements according to SARP 3.1.1 of Annex 17 to


the Chicago Convention on International Civil Aviation, a written civil aviation security
programme to safeguard civil aviation operations in Macao SAR against acts of unlawful
interference, through regulations, practices and procedures which take into account the
safety, regularity and efficiency of flights.

APPLICABILITY:
This Aeronautical Circular (AC) updates the Macao SAR Civil Aviation Security Programme
(MCASP), by including the recommendations made by the AVSEC expert of ICAO CASP-AP
during the support mission conducted in June 2018, and incorporating changes of the new
amendment to Annex 17 to the Convention on International Civil Aviation.
The Amendment 8 to the MCASP (Third edition) was unanimously agreed on 22 February
2019 by the members of the Security Programme Taskforce under the Facilitation and
Security Committee. The MCASP was homologated on 26 February 2019 by Macao SAR
Government according to the paragraph 1 of Article 6 of Decree-Law 36/94/M, published on
11 July.

All agencies involved in the provision of civil aviation security are to implement, adhere to or
be guided by, as appropriate, the provisions detailed in the Programme.
