BCA Hillview Market Protest - ABRA - 2021 12 24 Redacted
On December 20 2021, during a duly called meeting (“December Meeting”), the Bloomingdale
Civic Association (“BCA”) voted to protest Hillview Marker, LLC’s (“Applicant”) application for a
Substantial Change to a license from a Class Change Retailer “B” to Retailer “A” Liquor Store.
Proper notice of the meeting was given in the form of internet notice and written notice during
November monthly meeting. The Applicant was present for the December Meeting as well as
the November BCA meeting.
During the December Meeting, Commissioner Dianne Barnes, commissioner for ANC 5E09
Single Member District (“SMD”), represented the following actions were taken to resolve issues
related to the applicant’s request for a Substantial Change to a license from a Class Change
Retailer “B” to Retailer “A” Liquor Store:
Commissioner Barnes surveyed residents of the SMD. The vast majority of responses
were in opposition of the application.
The matter was discussed during Stronghold Civic Association, ANC5E ABRA Committee
(Settlement Agreement), and ANC5E public meetings, in addition to the BCA meetings
indicated above.
The BCA protests the above-referenced application on the grounds that approval of the
application would:
Have an adverse impact on the peace, order, and quiet in the surrounding
neighborhood;
Have an adverse impact on residential parking and safety, including traffic safety; and
Have an adverse impact on real property values
