Write up on Disbursement Section (As on 28/09/2021)

Reference: Chapter IV of OM-II Vol. I

Objective: Objective of Disbursement section is to arrange promptly for

disbursement on behalf of the Defence Services and D.A.D. in the allotted spheres, safeguarding the
interest of Govt.

Primary Functions and Duties:

a) To arrange for cash assignments or treasuries and the Bank in favour of disbursing officers
authorised to make payments
b) To indent for cheque pads and cheque books and to arrange for
their custody and accounting
c) Scrutiny of DP sheets and bills and to pay all passed bills received from other sections
d) To dispatch cheques and cheques slips to all Cash Assignment holders/Sub-Offices under
CDA control who are authorised to issue cheques.
e) To maintain a daily record of the reconciliation made between
the totals of Daily payment sheets and schedules III to furnish
Local Audit Officers, M.E.S. AO/AAO, or to other PCsDA/CsDA
with duplicate cheque slips in respect of the cheques issued to
units and formations in the audit areas
f) Forwarding of Specimen Signatures of DAD Officers to bank/Treasuries on 1st
April/October each year as directed by RBI
g) Implementation of E- Payments (SBI FAST PLUS Portal) in CDA, Chennai (M.O.) and
process the request for user credentials received from sub offices under CDA, Chennai
h) To process the request for Issue of IAF CDA -13(due to SBI CMP Rejection) received from
AAO(DAD), Trivandrum and AAO(Army), Kochi

Achievements during the past one year in addition to the primary duties:

 During the peak of Covid-19 Pandemic, this section successfully handled the
processing of DVs received from other sections for payment in FY 2020-21 without
any delay and also successfully migrated from SBI CMP(Old) to SBI FAST PLUS
Portal in r/o CDA, Chennai (M.O.), 13 DPDOs and 35 AO GEs offices under CDA,
Chennai.
 Successfully uploaded 3000 DVs for payments on PFMS
