Rice Canal must be stopped: Citizens demand

Staff Reporter

December 20, 2021

LARKANA - The stone pitching of both Rice Canal embankments has been very badly damaged
due to unlawful sand lifting for commercial purposes by contractors through tractor trolleys
using heavy machinery showing sheer negligence and ignorance of Sindh Irrigation Department,
traffic police, district administration and other relevant officers. The tractor trolleys which are
overfilled with sand also create massive environmental pollution and spread deadly eye, ear,
nose, throat and chest diseases as the sand continues to fall down on roads and keep on flying in
the air when speedy vehicles pass over it causing tremendous hardships for the people. Many
residents have also been suffering from chronic asthma.

DUBAI – Fatima Fertilizer has promoted Pakistani agriculture on Kissan Day at Dubai Expo
2020, to celebrate farmers‟ role in their contribution to the national economy.
In order to recognise the hard work and dedication of Pakistani farmers and to promote the
agriculture of Pakistan, Fatima Fertilizer paid tribute to its farmers by celebrating the National
Farmer Day at the Dubai Expo 2020.
The week-long celebrations, aimed at showcasing the rich agricultural heritage of Pakistan and
highlighting the importance of farmers for global food security to global visitors at the Pakistan
Pavilion of Expo 2020 in Dubai.
Fatima Fertilizer organized a range of activities, whereby, the entire pavilion was decorated with
various agricultural produce from Pakistan, split into two key seasons of Rabi and Khareef.
It also shared complete details of Pakistan's ranking in crops such as cotton, rice, and fruits with
the visitors along with delicious deserts from rural Pakistan, which are famous amongst farmers.

Traditional pottery from Pakistan was also showcased where visitors could get their names
calligraphed on the pottery to keep as a special memorabilia.
A special cultural show was arranged to showcase all provinces of Pakistan along with their key
agricultural produce and national contributions. This cultural show proved to be a major
attraction for visitors at the Pakistan Pavilion.

need for Pakistani companies to actively participate in international forums and aggressively
work towards promoting Pakistan's soft image around the world. He said, "Farmers are the
backbone of our nation and Fatima Fertilizer is the first company to have come forward to pay a
glowing salute to them by coining 18th December as Kissan Day".

hardworking farmers.”

What’s so golden about Golden Rice?

TOWARDS the end of 2020, I tuned in to a webinar on so-called Golden Rice, the beta carotene-
enriched rice touted by the Philippine government as the solution to Vitamin A deficiency
5|www.ricepluss.com , www.riceplusmagazine.blosgspot.com
Daily Global, Regional & Local Rice E-Newsletter

(VAD) among Filipino children. Led by the Agriculture Department‟s Philippine Rice Research
Institute, the project appears to have the backing of the entire agriculture bureaucracy, not to
mention the International Rice Research Institute and Swiss agrochemical giant Syngenta, owned
by ChemChina.

Far less enthusiastic were the farmers, it seemed. The contentious rice tariffication law was
signed just a year earlier, wiping out some P80bil (RM6.77bil) in income for rice producers after
palay prices plummeted. Already one of the perennially poorest, most marginalised sectors in the
country, our farmers were contending with a market flooded with imported rice when the
pandemic hit. The push to put Golden Rice into our soil and markets thus struck me as misguided
at best and opportunistic at worst.

Zen Soriano, national chair of the Amihan National Federation of Peasant Women, traced the
problem of malnutrition to more fundamental issues, like poverty and landlessness.

“It‟s true that we don‟t get enough vitamins from the food we eat and food that are rich in
vitamins are all around us, but the problem for the poor is not having access to land,” she said.

The poor, who don‟t have the privilege of choice and are prone to Vitamin A deficiency, are of
course among the target consumers of Golden Rice.

Daily Global, Regional & Local Rice E-Newsletter

As hunger hit record numbers during the pandemic, the push for it continued despite seemingly
more pressing matters. In another webinar this month, lawyer Joya Doctor, a former policy
officer for the Southeast Asia Regional Initiatives for Community Empowermen, said the revised
Joint Department Circular 2021 that lays down the rules and regulations on the release of GMOs
into the Philippine environment unfathomably shortened the period for the public to comment on
any such planned release from 60 days to a measly 10.

This is inadequate, she said, especially for indigenous peoples and local farmers in far-flung
areas whose lives are most threatened by such a development.

“They don‟t farm in the city where they can always go online. They are in the provinces,
sometimes with no internet. How do you expect them to comment if you are giving them 10 days
only?” she argued.

The “trojanistic” JDC, Doctor added, also doesn‟t provide for traceability in terms of
contamination, nothing on liability and redress or penalties, nothing on labeling that will help
consumers make informed choices, and, most critically, no stipulation regarding an independent
risk assessment. Indeed, there have been no independent, long-term, and meaningful safety tests,
allergenicity assessments, and toxicity tests on Golden Rice.

Even its claimed efficacy against VAD, its raison d‟être, is riddled with doubt. Per the
computation of Dr. Chito Medina, national coordinator of farmer-scientist group Magsasaka at
Siyentpiko para sa Pag-unlad ng Agrikultura, the amount of beta carotene in Golden Rice
degrades so much during storage and cooking that near-negligible quantities will ultimately be
absorbed by the body.

This means that a child has to eat 4.4kg of cooked rice to get the recommended amount of
Vitamin A from Golden Rice (double for adults). Otherwise, it can provide only 18% of
someone‟s daily requirement, which they can readily get, without the uncertainty and risks, from
familiar sources such as carrots, kamote, malunggay, and many others.

With so many objections left unanswered, there is a jarring disconnect between the smug
celebratory tone of Golden Rice proponents about the push for its commercialisation – the
Philippines in July this year became the first country in the world to approve its commercial
cultivation – and the continuous but unheeded demand by farmers and other stakeholders for
more transparency and rigor in the process.

The least that proponents can do is to be open and transparent about something that may pose a
very real threat to our food systems, our food sovereignty, and the lives of our farmers and
consumers – which is to say every single person who eats the staple without which no Filipino
meal is complete. – Philippine Daily Inquirer/ANN

Maguindanao farmer coops receive agri-machineries

from agriculture ministry

By Julmunir Jannaral

December 19, 2021

More than 4,800 farmer cooperatives (co-ops) and associations in the Bangsamoro Autonomou

Region in Muslim Mindanao are expected to benefit from the mechanization program of the

Ministry of Agriculture, Fisheries and Agrarian Reform (Mafar). Mafar distributed P34 million

worth of agricultural machinery to farmer co-ops in Maguindanao on Friday. "We are very

thankful to the Department of Agriculture national, specifically to Philmech (Philippine Center

for Postharvest Development and Mechanization) on this farm machinery assistance, which is

surely a big help to our farmers in increasing their farm productivity and could possible alleviate

their poverty living status through this mechanization process," Mafar Minister Mohammad

Yacob said. The machinery turned over to the farmers were 12 units of four-wheel tractors, 18

units of hand tractors, 10 unites of floating tillers, 1 unit precision seeder, 6 units of walk-behind

transplanters, 10 units of reapers, 3 units of combine harvesters, 10 units of axial flow threshers

and 1 unit of recirculating dryer. Yacob hoped that with the help of the farm machinery,

Maguindanao would soon be one of the top rice-producing provinces in the country.

ThE then Jalalabad MLA and Deputy Chief Minister, Sukhbir Singh Badal, had promised to set
up a rice hub in the town, which is dotted with as many as 30 rice mills.

Sukhbir, the SAD president now, had represented Jalalabad thrice before he got elected from the
Ferozepur Lok Sabha constituency in the 2019 General Election. Ever since he vacated the
Assembly seat, the project hasn‟t got the due attention and is on the backburner. A large number
of rice mill owners have been incurring huge financial losses due to fluctuation in prices of
basmati in the international market.

The newly elected MLA, Raminder Singh Awla, announced a big private industry to create
employment opportunities for the border belt‟s youth. However, both the representatives failed to
honour their promise. A large number of unemployed youth have allegedly indulged in drugs and
illicit liquor trade. In some of the villages, distilling of illicit liquor popularly known as “lahan”
has virtually acquired the status of cottage industry in the absence of jobs.

Besides, Sukhbir had gotten constructed 100-bed civil hospital in Jalalabad during his tenure, but
neither he and nor his successor was able to arrange adequate number of doctors for it. Apart
from it, the demand for a railway over-bridge over Mannewala road rail track remains
unfulfilled.

Past trend

SAD chief Sukhbir Singh Badal was elected MLA from here in 2009, 2012 and 2017. He had to
vacate the seat after getting elected to the Lok Sabha from Ferozepur in 2019. Congress‟
Raminder Singh Awla won the bypoll by defeating SAD‟s Raj Singh Dibbipura.

Specific diets are less important than previously thought

for IBS (Irritable Bowel Syndrome).
BY ALANIS HAYAL
ON DECEMBER 18, 2021HEALTH
Dietary restrictions are less important than previously thought for IBS (Irritable Bowel
Syndrome).

Many IBS sufferers avoid certain foods, including gluten.

However, a large new study from Uppsala University in Sweden found no link between high
gluten intake and worsening IBS symptoms.

Although the researchers discovered that a type of carbohydrate known as „fodmaps‟ can
aggravate intestinal problems, the overall findings suggest that they have less influence than
previously thought.

“IBS is a complex disease involving many factors, but our findings suggest that the effects of
specific diets are not as strong as previously thought,” says Elise Nordin, a PhD student in Food
Science at Chalmers and lead author of the scientific paper published in the American Journal of
Clinical Nutrition.

Irritable bowel syndrome (IBS) is a condition that affects three to five percent of the world‟s
population and causes stomach pain, diarrhea, and constipation.

The researchers looked at how serving rice puddings prepared in various ways affected people
with IBS in a new study that included 110 people with the condition.

One variety had a lot of gluten, while the other had a lot of „fodmap‟ carbs, which are
fermentable carbs like fructose and lactose chains.

Dairy products, certain types of bread, and certain fruits and vegetables are high in fodmaps. In
addition to the specially prepared rice puddings, the researchers served a neutral one as a
placebo.

The study‟s participants ate rice puddings high in fodmaps, gluten, and a placebo for one week
each.

The study was conducted in a double-blind fashion, which meant neither the participants nor the
researchers knew who ate which rice pudding at what time.

“It‟s difficult to conduct double-blind diet studies because it‟s often obvious to the participants
what they‟re eating.”

This is a significant stumbling block because knowing what has been added or removed from the
diet can have an impact on the outcome.

“Our study is unique because we were able to create completely blind diets and had such a large
number of participants,” says Elise Nordin. The subjects‟ gastrointestinal systems were triggered
by high doses of fodmaps or gluten (1.5 times daily intake in a normal population).

The fodmaps did worsen the symptoms, but not to the extent that the researchers had predicted
based on previous research.Gluten, on the other hand, had no discernible negative impact on the
participants‟ perceived symptoms.

“It‟s critical for us to achieve our objectives…

One-pot or one-pan cooking is great for all sorts of reasons. Not only does it save on the washing-up, but
it also leads to really tasty dishes, because all the different flavours have the time to come together and
really mingle, rather than meet for the first time on the plate. Which makes it a win-win particularly right
now, what with all the hosting we‟ve got to come.

and boiling water are added) to do before you serve up. To make this dish vegan, swap the butter for three
tablespoons of olive oil.

Prep 25 min
Cook 1 hr 15 min
Serves 6
500g leeks, trimmed, white and light green parts cut into 1½cm-thick rounds
4 shallots, peeled and sliced into 1cm-thick rounds (240g net weight)
6 spring onions, trimmed, white parts cut into 1½cm lengths, green parts thinly sliced (60g)
1 cinnamon stick, broken in half
2 fresh bay leaves
2 tbsp olive oil
Salt
3 garlic cloves, peeled and thinly sliced
2½ tsp cumin seeds, toasted
250g basmati rice, rinsed until the water runs clear
For the pine nut burnt butter
50g unsalted butter
2 fresh bay leaves
20g pine nuts
Heat the oven to its highest setting, or 240C (220C fan)/475F/gas 9.

Put the leeks, shallots, spring onion whites, cinnamon, two bay leaves, oil and a teaspoon of salt in a
30cm x 20cm baking dish. Mix well, cover tightly with foil and bake for 40 minutes, stirring once gently
halfway, until the leeks are soft but still hold their shape.

Lift off the foil, stir in the garlic, cumin and rice, then pour in 500ml boiling water. Replace the foil,
secure it tightly and return the dish to the oven for 25 minutes, or until all the liquid has been absorbed.
Remove from the oven, then leave, still covered in the foil, to steam gently for 10-15 minutes.

Meanwhile, make the pine nut butter. Put the butter and bay leaves in a small frying pan on a medium-
high heat. Melt the butter and cook for five minutes, until it‟s nicely browned and starts to smell nutty.
Add the pine nuts and cook, stirring, for a minute, until golden all over. Transfer to a heatproof bowl to
stop the cooking.

caperberries

Yotam Ottolenghi‟s braised cod with winter tomatoes, fennel and caperberries.

Winter tomatoes such as black iberiko are well worth seeking out for this, but if you can‟t find any, use
the same amount of crushed tinned tomatoes instead. Swap the cod for any other firm white fish such as
hake, or for other seafood such as mussels or prawns. Serve with the allium rice above or with lots of
crusty bread.
Prep 30 min
Cook 1 hr
Serves 4

400g fennel (about 1 large bulb), trimmed and cut into 8 wedges
1 onion, peeled and cut into 6 wedges (180g)
105ml olive oil
2 tbsp tomato paste
3 garlic cloves, peeled and crushed
250g winter tomatoes (ie black iberiko), roughly grated and skin discarded, or 250g chopped tinned
tomatoes
200ml chicken stock
75ml dry white wine
½ tsp chilli flakes
1 tsp sweet smoked paprika
100g caperberries, stems removed (or 30g regular capers)
Salt and black pepper
600g cod loin, skinned and cut into 4 x 150g pieces
3 tbsp (10g) basil leaves, finely chopped
2½-3 tbsp (10g) flat-leaf parsley leaves, finely chopped
1 lemon, zest finely grated, to get 1 tsp, then cut into 4 wedges, to serve
1½ tsp fennel seeds, toasted and lightly crushed in a mortar
Put the fennel and onion wedges in a large bowl with a tablespoon and a half of oil and toss gently to
coat. Put a large saute pan for which you have a lid on a high heat. Once hot, lay in the fennel and onion
wedges and brown on each cut side for three minutes; do this in two batches, if need be. Transfer the
wedges to a plate and rinse out and dry the pan.

Return the pan to a medium heat with the remaining 80ml oil. Once hot, add the tomato paste and garlic,
and cook, stirring occasionally, for two minutes, until fragrant. Add the fennel and onions, along with the
grated (or tinned) tomatoes, stock, wine, chilli flakes, paprika, caperberries, a teaspoon of salt and a good
grind of pepper, then cover the pan and bring to a gentle simmer. Once it‟s bubbling, turn down the heat
to medium-low and cook for 20 minutes, until the fennel and onion wedges have softened but still keep
their shape.

Sprinkle the cod pieces all over with a quarter-teaspoon of salt, then gently push them into the sauce, so
they‟re submerged. Replace the lid and cook for another 10 to 12 minutes, until the fish is just cooked
through. Use a spoon to coat the top of the cod with the sauce.

Meanwhile, mix the basil, parsley and lemon zest in a small bowl.

Sprinkle a third of the herb mixture and a third of the fennel seeds on top of the cooked cod, and serve
warm with the remaining herb mixture, fennel seeds and lemon wedges alongside.

as possible, while they‟re still crisp.

Prep 10 min
Cook 35 min
Serves 4 as a side
600g parsnips, trimmed but unpeeled, and cut in half lengthways
Salt
3 tbsp olive oil
¾ tsp freshly cracked black pepper (not too coarsely)
2 tsp maple syrup
20g grated parmesan
1 lemon, cut into 4 wedges
Heat the oven to 240C (220C fan)/475F/gas 9. Fill a medium saucepan with a litre and a half of water and
bring to a boil. Once boiling, add the parsnips and a tablespoon and a half of salt, and cook for five
minutes, until the tip of a small knife easily slides through but the parsnips still hold their shape.

Drain the parsnips, then transfer to a large bowl, add two tablespoons of oil, half a teaspoon of the pepper
and all the maple syrup, and toss gently to coat. Transfer to a 30cm x 20cm baking tray and roast for 20
minutes, until lightly golden. Remove, scatter half the grated parmesan on top and return to the oven for
five minutes, or until the parmesan is golden brown.

Spoon over the remaining tablespoon of oil, top with a snowy dusting of the remaining parmesan,
sprinkle over the last quarter-teaspoon of cracked pepper and serve straight from the tray with the lemon
wedges alongside for squeezing over.

Satrang Indian Cuisine in Haʻikū Offers Glimpse Into

Maui’s Food Truck Scene

Long before they decided to open their popular food truck in Haʻikū Marketplace, Harpreet and
her husband Jason Murthi would play a little food game. “I love to cook and I would ask, „hey,
would you pay for this,‟” she said referring to recipes she would experiment with.

Years later, the answer from both locals and visitors is a resounding “yes.”

The couple has been operating Satrang, the only Indian cuisine food truck on Maui for the
past six years.

The truck is colorfully painted and offers both northern and southern Indian cuisine.

Harpreet said Satrang is a Punjabi word that translates into “seven colors. „Sat‟ meaning seven
and „rang‟ being colors. Being on Maui with an abundance of rainbows showcasing seven
colors we decided to tap into the brilliance of (the) rainbow Mana.”

Harpreet and Jason Murthi in front of their Satrang food truck in Haʻikū, Maui. PC: Andy Gross.

They arrived on Maui in March of 2012. Both had food and hospitality backgrounds but the food
truck was still an idea whose time had not yet arrived. That would take a combination of kismet,
mentoring, luck and initiative.

Harpreet‟s parents owned an Indian restaurant in California. “My mom was a real foodie,” she
said.

Meantime in the middle of the country, Jason was earning his entrepreneurial bona fides working
at a gym in Michigan preparing smoothies and bagels, practically managing the place. By the
way, he was between the ages of 12 and 15 at the time and an avid gym goer.

Jason and Harpreet would make the rounds on Maui selling at farmers‟ markets and doing some
catering.

They were also selling Indian food a few days a week at the counter of an adjacent taco truck.

As fate would have it, a Thai food truck next door decided to leave. Sam Ballout, a neighbor at
Haʻikū Marketplace, was in the process of buying two food trucks from the mainland. The
couple was asked if they would like to lease one truck and make it their own and again the
answer was another resounding “yes.”

“It was like the coconut wireless and word of mouth took over,” she recalled as they got
their start. “We didn‟t know we would have a truck. We knew people wanted Indian food,
everyone would ask us.”

Ballout owns and operates the popular Middle Eastern food truck next door.

As Jason noted the only thing to expect as the operator of a new food truck business is the
unexpected.

As Ballout, who became a mentor to them, explained in what they would eventually view as a
business mantra, “the business will teach you.”

Some of the lessons have been difficult.

Her: “It‟s a day by day learning process. Everything is a lesson.”

Him: “ There is no control with a food truck.”

Menu for the Satrang food truck in Haʻikū, Maui. PC: Andy Gross.

Which means they cannot predict how many customers will show on any one day, what
the Haʻikū weather might bring and other factors, such as power outages. Or COVID-19 which
has driven up prices and resulted in creation shortages including spices and even Basmati rice.

But remember, the business will teach you.

“The night before we opened we were expecting a big opening so we were up all night cooking,”
he said.

“We cooked as if we had a catering order,” Harpreet recalled.

As per County regulations, the food is prepared in a commissary kitchen in Wailuku. There is
about three to three and half hours of prep work and the food is put in pans and then transported
to the truck.

The menu is consistent with three curry plates, one meat and two vegetarian, combo plates and
an assortment of side dishes. There are also traditional and hard to come by favorites like
Masala Dosas, a classic southern Indian dish.

Some of the dishes are organic and all are labeled for dietary restrictions such as gluten-free and
vegetarian.

Satrang has a loyal and large following on social media with many rave reviews.

The truck is closed on Thursdays and Fridays.

The actual food truck was outfitted for coffee and has two burners which can make getting the
food out stressful.

“Space is an issue, and we are not fast food. We are more gourmet,” Harpreet said, “it takes time
to cook but it‟s worth the wait.”

Also, when they sell out of something, that‟s it, it‟s gone.

The duo, who have been together about 15 years, admitted there can be tense moments in the
kitchen with food orders pending and other pressures.

“It can be hard to turn work off, but we enjoy each other‟s company,” she said, while Jason
added they can always hug out a tense moment.

Over the past decade there has been a proliferation of food trucks all over the island.

If you park it, they will come, and they will eat.

The county does not have a precise number on exactly how many trucks there are.

The Haʻikū parking lot location is more open and varied compared to other venues. There is a lot
of foot traffic as well as a steady stream of people waiting for buses, disembarking from bike
tours and existing businesses in the cannery looking for lunch options.

Jason said he is quite satisfied with the location of the business. The couple live just up the road
which is convenient if they forget something.

“We‟ve been lucky here. A lot of people want to support local business and we have a lot of
loyal Indian tourists who come from the other side of the island.”

Tejas Agarwal is among them. The visitor from northern New Jersey said, “I‟m a vegetarian. We
came from a sunrise (bike) tour and saw the food truck. It‟s a place we want to go.”

Kimberly Klewe, another diner, also praised the cuisine. “I just like Indian food for its rich
flavors. It‟s unique and comforting and filling. I like to support local businesses.”

According to the website bizfluent, there are hurdles to clear before opening a food truck.

Hawaiʻi has a number of restrictions and permits for mobile food businesses. If you prepare food
elsewhere for sale from the truck, the food must be stored and cooked in a facility approved by
the health department for the city or county where it is prepared. You will need to get a food
services permit, pass a safety inspection of your vehicle, and take a food safety course at one of
two offices on the Big Island.

Then, one files for a business license at city or county offices, gets a tax identification number
from the federal government and secures a license to collect Hawaiʻi‟s general sales tax from the
state. Depending on the location, you might need to apply for city or county permits and
environmental and/or health departments for each location where one plans to sell food.

Back in the day, Jason and Harpreet flirted with the notion of opening a Thai-Indian restaurant
in Haʻikū. But in the true spirit of the business will teach you, the overwhelming cost and likely
creative differences ended that idea early.
Jason still has his entrepreneurial streak marketing their Chutney Swamy Food sauces to
purveyors like Mana and Down To Earth among others.

In a perfect world, if they were to open a second truck they said the most likely locations would
be Kīhei or Kāʻanapali.
Much of Jason‟s family has relocated to Kīhei while Harpreet‟s parents remain in the
Sacramento area.

But for now, the couple is content with their Haʻikū home. And philosophical and cautious too,
even given their success.

“We are still in the land of the unknown,” Jason said reflectively, the business still teaching them
even as they go and grow.

Christmas has always been the best part of the year for me. Not only do I look forward to
spending time with the family, and snuggling up to old movies, I also look forward to home-
cooked meals. The old recipes from mama, the smokey flavours, the unending dishes to
wash(not my favourite part), all these and then some make it the most wonderful time of the
year.

And what‟s a Christmas without rice? Good ol‟ Jollof, fried or rice and stew with chicken and a
side of orange juice.

This time, I decided to switch it up, go for the Oriental rice. The dish looks like a party cause it is
adorned with meat, toasted nuts and raisins. And loaded with flavours from aromatics and warm
Middle Eastern Spices. Chef Salma gave us this recipe to try out.

Let‟s make Arabic Oriental Rice

Ingredients

 2 cups Basmati rice.

 ¼ cup peeled, boiled almonds.
 ¼ cup peeled hazelnut.
 ¼ cup raisins.
 1 small chopped onion.
 4 Tbsp veg oil.
 2 Tbsp unsalted butter.
 1 tsp salt.
 ¼ tsp fresh pepper.
 ¼ tsp powdered cinnamon.

Instructions

1. wash rice well and soak it in warm water for 20 minutes.

2. heat oil and butter in a deep pan.
3. now add hazelnuts and almonds and stir until golden.
4. keep them aside then add onion and raisins in the same pan.
5. stir until nicely golden.
6. keep all nuts with onion and raisins in the strainer aside.
7. in the same pan add one Tbsp of oil.
8. now add rice, salt, pepper and cinnamon.
9. add chicken stock and stir one more time.
10. cover the pan and keep it on low heat for 15 minutes.
11. serve rice with mixed nuts and fresh dill and parsley.

Now, you can serve this with any protein of choice. You can also ditch the nuts if you‟re not
feeling it but I promise, it bangs.https://www.thenews-chronicle.com/oriental-rice-switch-u

Why MSP is central to farmers’ issue

What's the future of farm reforms?

The farmers‟ agitation, which went on for over a year and cost the nation more than 700 lives, has ended.
But not many in New Delhi have cared to judge the pulse of the farmers. One of three controversial laws,
on which the agitation continued for so long, concerns the central question of minimum support price
(MSP). To understand this, one must go back more than half a century in Indian agriculture.

It is important to note in this context that the principle of MSP was put in place by New Delhi in 1966-67
to ensure that dwarf wheat varieties imported from the International Centre For Maize and Wheat
Research (CIMMYT), Mexico, and crossed with the native ones, was widely cultivated by Indian farmers.
Hence, the crop was only wheat, to start with, and the MSP fixed was Rs 54/quintal (100kg). Later, this
principle was extended to rice, where dwarf varieties imported from the International Rice Research
Institute, in the Philippines were crossed with the native ones and farmers were coerced to cultivate them.
This was the beginning of the green revolution campaign in India.

The Price Support Policy of the government is directed at providing insurance to agricultural producers
against any sharp fall in farm prices. The minimum guaranteed prices are fixed to set a floor below which
market prices cannot fall. Until the mid-1970s, the government (Commission for Agricultural Costs and
Prices, CACP- an apex body for pricing policy under the Ministry of Agriculture, Government of India)
announced two types of administered prices: Minimum Support Prices (MSP) and Procurement Prices
(PP).

The MSPs served as the floor prices and were fixed by the government in the nature of a long-term
guarantee for investment decisions of producers, with the assurance that prices of their commodities
would not be allowed to fall below the level fixed by the government, even in the case of a bumper crop.
Procurement prices were the prices of kharif and rabi cereals at which the grain was to be domestically
procured by public agencies (like the FCI) for release through PDS. It was announced soon after harvest
began. However, these provisions were not strictly adhered to by the government as we shall see below.

Situation on the ground:

27 | w w w . r i c e p l u s s . c o m , w w w . r i c e p l u s m a g a z i n e . b l o s g s p o t . c o m
Daily Global, Regional & Local Rice E-Newsletter
The farmers are worried that the new legislation may eliminate the minimum support price (MSP) on their
yield.

A Union government committee report states that only 6 per cent of the country‟s farmers take advantage
of MSP. Punjab and Haryana farmers only benefit from the MSP provision. A 2016 Niti Aayog report
states that 100 per cent of farmers in Punjab sell their crops at MSP, no data are available for Haryana.

Despite the promise of the PM and Minister of Agriculture about the continuance of the MSP regime, the
following questions linger:

How many farmers benefit from MSP every year?

The government has no data on this. Under the PM Kisan Yojana, 14.5 crore farmer families get Rs 6,000
every year. This shows that there are at least 14.5 crore farmer families in the country. But, how many
farmers get MSP benefit?

On September 18, the Minister of State for Food and Public Distribution told Rajya Sabha that as of
September 9, there were 43.33 lakh farmers taking advantage of MSP on wheat during the rabi season.

Of these, 10.49 lakh were from Punjab, and 7.80 lakh were from Haryana. That is, more than 42 per cent
of the farmers were from Punjab and Haryana.

The number of farmers selling paddy on MSP in the kharif season was 1.24 crore. Of these, there were
11.25 lakh farmers from Punjab and 18.91 lakh farmers from Haryana. More than 25 per cent of the
farmers were from Punjab and Haryana. No data is available from Telangana, the current „Rice Bowl‟ of
India.

According to the government, the number of farmers selling paddy crops at MSP in the kharif season
increased by 70 per cent in 2019 compared to 2015. Similarly, the number of farmers taking advantage of
MSP on wheat during the rabi season also increased by 112 per cent in 2020 compared to 2016. The
procurement has not yet started for the kharif season 2021.

But the government does not buy even half of the yield every year. Statistics show that the government
did not buy even half of the wheat and paddy yield in the last five years.

According to the Food Corporation of India (FCI), in 2015, 1.044 lakh tonnes of paddy were produced, of
which 342 lakh tonnes, i.e., 33 per cent, were purchased by the government. Similarly, in 2019-20, paddy
yield was 1,179 lakh tonnes, of which the government purchased 510 lakh tonnes, i.e., 43 per cent.

Along with this, 923 lakh tonnes of wheat were produced in 2015, out of which the government
purchased 230 lakh tonnes, i.e., 25 per cent. Whereas, 1,072 lakh tonnes of wheat was produced in 2019,
of which 390 lakh tonnes, i.e. 36 per cent of the wheat was purchased by the government.

Daily Global, Regional & Local Rice E-Newsletter
The above data clearly show that there is a clear disconnect between what the government professes and
what it practices.

What should now be done?

Indian soils, in particular in Punjab, are degraded due to the environmental hazard of the chemical-centric
green revolution. The carbon levels, the most important index of soil fertility, have steeply declined. The
only route by which this could be corrected is to introduce soil-enriching legumes like beans. But the
stranglehold of the wheat-paddy rotation comes in the way because of the MSP lever. The key to crop
diversification is the MSP, in other words, ensuring that MSP provision is extended to all crops. This has
been succinctly put forth by a Punjabi farmer during this author‟s field trip to the state, when he said,
“Why would I spend Rs 3 lakh on a borewell and deplete groundwater further from my fields if I can be
assured of MSP for other crops?”

Will New Delhi listen?

Thailand targets 7 million tonnes in rice export for 2022

Thailand has set a target of rice exports of 7-7.5 million tonnes next year, up from an estimated 6

more competitive.

Bangkok (VNA) - Thailand has set a target of rice exports of 7-7.5 million tonnes next year, up
from an estimated 6 million tonnes this year, helped by sufficient water supply and a weak baht,
making Thai grains more competitive.

Speaking after a discussion with senior Commerce Ministry officials, Charoen Laothammatas,
president of the Thai Rice Exporters Association, said in 2021, Thailand is projected to remain
the world‟s third-largest rice exporters, followed by India and Vietnam, Bangkok Post reported.

It is expected to finish the year with rice exports of 6-6.3 million tonnes, slightly higher than 5.72
tonnes last year. Thai rice production is expected to increase in the 2021/2022 harvest season,
with milled rice production estimated at 20 million tonnes due to plentiful water supplies, up
from 17 million tonnes in the 2020-2021 season.

Abundant water supplies and a weaker baht are expected to boost Thailand's rice exports next
year, according to Charoen. The baht‟s weakness has made Thai rice export prices more

competitive, with the free-on-board prices of 5 percent white rice now offered at 390 USD per
tonne, lower than 405 USD per ton of Vietnam.

However, he said container shortages and a lack of shipping space are expected to remain key
risk factors, likely to persist until the first half of 2022.

To upgrade Thailand's ranking in the world rice export market, it is a must for the country to
speed up developing Thai rice varieties, Charoen said adding that Thailand also has to develop
new varieties of fragrant rice and promote them vigorously to compete with other producers.

Thailand has limited the supply of rice varieties to serve customer demand, especially soft-
textured white rice.Chookiat Ophaswongse, honourary president of the Thai Rice Exporters
Association, recently said rice export volume is likely to gradually drop if Thailand fails to
improve Thai rice varieties to meet customer demand, such as offering soft-textured rice and
ignores improving productivity.

Thailand's average rice productivity is 450 kilogrammes per rai which equals to 0.16ha,
significantly lower than Vietnam's at 900kg per rai and India's at 800kg.
He said Thailand hasn‟t tackled the problems at their root, focusing instead largely on price
support, either via rice pledging or price guarantee schemes. Vietnam focuses on R&D to
strengthen its rice industry./.

KCR abusing Centre because of Huzurabad

defeat: Kishan
SPECIAL CORRESPONDENT

HYDERABAD, DECEMBER 19, 2021 23:59 IST

CM urged to call for a meeting of parties, farm bodies

Union Minister for Tourism, Culture & North East States Development G. Kishan
Reddy urged the State government to expedite paddy procurement for the season as
another 14.25 lakh metric tonnes are yet to be procured with 30.50 lakh MTs done till
date.

“We have already extended the date till December 31 and if necessary, provide more
time so that the paddy reaches the Food Corporation of India (FCI) centres here,” he
said, on Sunday.

“Instead of rushing his ministers to New Delhi and abusing the Centre day in and out, it
will be better if Chief Minister K. Chandrasekhar Rao focuses on procurement for the
season. The government here has signed an agreement for procurement of 27 lakh MTs
and this was enhanced to 44.75 lakh MTs., including raw rice as well as boiled rice, on
its request,” he told a press conference at the party office.

The Minister said the Centre has not yet decided any procurement targets for the next
agriculture season and it will be taken up between April-June, therefore, there is no
point in taking up cudgels against the Centre based on “false assumptions” as there will
be no winners in this attritional war, but farmers will suffer as a result, he said.

“The problem is with the boiled rice and FCI has stocks up 20 lakh MTs. Not a single
family in Telangana consumes this variety, and other States like Kerala and West
Bengal have become self-sufficient, but we are ready to assist the government in
finding a solution and in crop diversification. Let Mr. Rao call for a meeting of political
parties and farmers organisations," he maintained.

Mr. Reddy said the rice research institute here is working on a new variety seed which
germinates faster and gives more yield. Technology upgrade of the rice mills too is
necessary. "Is the TRS government ready with necessary infrastructure if raw rice is
grown everywhere?," he questioned.

The Chief Minister has begun to target the Centre as soon as his party faced a historic
defeat in Huzurabad. Unable to digest this development, MR. Rao has been resorting to
a vicious propaganda war against the BJP government at the Centre, not even sparing
Prime Minister Narendra Modi. I have never seen a Chief Minister speaking against the
Centre in such terms,” he said.
