Background
Assessing an Institution’s Population-Resource ratios is a task that can be daunting at
tertiary educational level due to its inherent nature. Students annual statistics and Full-
Time-Equivalent (FTE) computation emanated out of the need to assess students and
staff population in equitable terms for planning and resource allocation purposes. It is an
indispensable yardstick for allocating resources among departments in Federal University
Lokoja, taking due cognizance of the actual courses offered by the departments and the
headcounts (HC) of students registered for such courses from both within and outside the
department. It also measures the workload carried by any single department at a point in
time.
In its simplest term, the FTE depicts the student-teacher equivalents expressed in the
relationship between the number of students enrolled in a program and the number of “full-
time equivalent” teachers employed by the institution for that program. For example, an
FTE of 50:1 indicates that there are fifty students for every full-time equivalent teaching
position. In some universities, the term full-time equivalent is a standard measure of
teaching capacity that represents both full-time teachers (each full-time teacher is counted
as one FTE) and part-time teachers (two half-time teachers, for example, would count as
one FTE). The practice in Federal University Lokoja is to exempt all part-time teaching
positions including graduate assistantship in the FTE computation. Only full-time teaching
positions are included.
Student enrolment measures the number of seats filled in an institution. Enrolment data are
either presented by headcount - HC or full-time equivalent - FTE. Head count is the
ordinary enumeration of all students. As the most basic form of student enrolment
information, headcount represents an unduplicated count of students enrolled in at
least one credit course in a program (Osagbemi, 2014). Therefore, headcount student
enrolment in a department is the enumeration of unduplicated heads in the department
studying for a degree in that department. Full-time equivalent on the other hand is a
statistical representation of the number of students undertaking their courses or receiving
tuition within a department as opposed to the number for certificates/diplomas/degrees in
that department.
A student in Geology for example, does not take all his courses in the department of
Geology. He probably has to take some courses in Computer Science or Geography and
certainly he needs some courses in Chemistry department. While such student is counted
as one headcount in Geology, he certainly does not spend all his time in the department of
Geology and therefore he contributes less than one fulltime equivalent to the department of
Geology. In the same way, some students in History and Political Science could be taught
in some courses in the department of Geography, in that case the fraction of their time
spent in the department of Geography would be credited to the department. FTE therefore
reflects how students register and spread in academic programs in accordance with the
arrangement by institution for inter-disciplinary course offering.(Osagbemi, 2015) It should
however, be noted that because student-teacher FTEs are a general way to measure
teacher workloads and resource allocations in an institution, as well as the amount of
individual attention a student is likely to receive from teachers, student and teacher FTEs
are often used as broad indicators of the overall quality of an institution. The basic rationale
is that departments with fewer students will be able to devote more time and attention to
each student, which will increase their chances of achieving their set-out learning
objectives.
Averages, frequencies, and ratios were used to analyze the data. More detailed analysis of
the data collected focused on determining the average credit registered by students by
levels in the department. That is the total number of credit units registered by all students in
a level divided by the total number of students in that level. This was used to compute their
FTE. The data are presented in tables and graphs for quick comparison of values.
