1 START-UP DESCRIPTION
Prior to the start-up of the main process units, all utilities Units must be in service.
For the CPF start-up and to perform the Mercury De-sorption Operation, the plant shall operate
below normal flow capacity. At the end of the procedure, once operating conditions and export
sales gas specification are reached, raw gas flow rate to the plant will be ramped up to normal
capacity.

2 PRECONDITIONS
Before the CPF start-up, all process units are commissioned and filled with nitrogen at pressure
0.5 1.0 barg and fully isolated.

The hereafter general routine checks must be followed before performing the start-up of each
unit:
Verify that fire extinguishers are located in corresponding areas.
Conduct a safety walk-around inspection. Check for any unsafe mechanical condition.

All temporary blinds are removed.


All man ways, flanges, plugs and other openings are securely closed.
All equipment/pipelines/flanges/spectacle blinds are reinstated as per P&ID
All safety valves and their relevant block valves are tested and installed.
Drain systems are in service.
Firefighting facilities are ready for operation.
All drains and vents are closed.
Control valves are in manual mode, lined up and bypassed are block-in,
correspondingly
All manual valves are in operation position as per Marked-up P&ID.
Equipment in stand-by are correctly isolated.
Ensure that all lamps and indications are healthy in the DCS control room.

REMARK: CPF will be re-started by using only ODZ Gas Wells, in this case HP Inlet manifold
could be either used for Gas pressurization at the beginning of operations, or isolated instead.
With the aim to have a flexible operation along with the booster compressor, HP Separator
100-VA-001, will be isolated at Gas inlet SDVs (100-SDV-0103/0104), thus, to have available
the overpressure control valve 101-PV-0503, at Gas outlet stream from separator, therefore
valves 101-SDV-0502 and 101-SDV-0504, shall be OPEN. See image below in Figure 1.

3 MERCURY DESORPTION OPERATION


Desorption procedure, is consisting in flowing the Process units (102 & 103, 104 and 105), one
by one with warm gas directed first to the flares then on recycle measuring the mercury content,
at the outlet out of each corresponding unit, and continuing to the next unit only once the
mercury reading outside of a unit is confirmed to be less than 100 ng/Sm3 of Gas.
The purpose of above operation is to prevent flowing gas with high mercury content to the cold
box, 105-GX-001

Summary of Desorption operation is described below:

Phase 1: Flaring gas from Unit 103 outlet

Using ODZ Gas wells, with Booster compressor at minimum flow, setting temperature
controller as high as possible
Baseline mercury measurement at various plant locations
Allow plant warm up
Initial flaring will prevent saturation of the mercury bed if the mercury content of the
mercury bed is found high due to mercury desorption from steel

Phase 2: Recycling gas from Unit 103

Further cleaning of U102 and 103 until mercury concentration at the MRU bed outlet
remain stable below 10 ng/Sm3 and mercury content at the outlet of the unit is below
100ng/sm3.

Phase 3 & 4: Flaring gas from Unit 104 outlet and Recycling from Unit 104

Repeating procedure performed in Unit 103

Phase 5: Flaring gas from outlet of Unit 105

passing the cold box and the Turbo Expander to allow desorption of mercury. As
previous steps, the gas will be flared instead of recycled, to avoid saturation of the
mercury bed until samples are taken.
Gas will be routed via the JT valve (100% open to avoid temperature loss) to the cold
separator and then routed to the flare via the cold box bypass and recompressor
bypass.

Phase 6: Recycling gas from Unit 105

Gas will be recycled from outlet of Unit 105, back to the Booster Compressor suction,
using the same gas flow configuration described in Phase 5, with JT valve and
bypassing Cold Box and Re-compressor
Once Gas recycle flow is stablished, then Turbo Expander & Recompressor could be
started or desorption could continue in JT mode (recommended if GR5 pressure is
lower than 67 barg), by increasing correspondingly the recycle gas flow. If both cases,
the TX or JT valve should be operated with the minimum pressure drop possible to
avoid temperature loss. The cold box will remain bypassed until two consecutive Hg
readings are below 100nG/Sm3.

Phase 7: Resume normal start-up procedure

Once the desorption process is deemed achieved the normal start up procedure will
resume to ensure export specifications are met before exporting. During this phase it
is important to ensure that within unit 105 and more particularly around the cold box,
any temperature changes are controlled at a rate below 0.5°C per minute to avoid
thermal fatigue of the cold box.

4 BASE OPERATING CONDITIONS


Gas Flowrate for the duration of Desorption operation should be kept at a maximum of:
4.3 MSm3/d (Approx. Turndown Capacity of Mercury Removal Unit 102-VW-001)

Recommended ODZ Gas Wells:


ODZ-04, ODZ-15, ODZ-23 and ODZ-06

Operating Temperature for Gas stream at Booster compressor discharge, to be


controlled between 55ºC and 60ºC (as much as possible), depending on the steps of
the Hg Desorption operation

Operating Pressure for High Pressure side of CPF, to be controlled at 90barg

Mercury reading at each unit should be confirmed as below:

150µg/Sm3 of Gas at the inlet of the MRU bed


10 ng/Sm3 of Gas at the outlet of the MRU bed

Mercury content at the outlet of each unit below the mercury content of the
inlet bed to allow transition from flaring to recycling Samples taken hourly until
3 x consecutive samples are below specification are required to confirm
readiness to move to next stage

INITIAL START-UP OF CPF PROCESS UNITS
GENERAL CONSIDERATIONS

When Touatgaz production wells, and especially for the nearby ODZ (unit 013) wells connected
directly to the CPF have reached stable operation, the CPF pressurisation can begin.

All utilities shall be in service prior to the start-up of the main process units.

Process gas must purge the nitrogen from all process lines and process equipment.

when all CPF Process units (102, 103, 104, 105 up to Gas Fiscal Metering skid) have reached
70 barg.

The amine circulation in unit 103 and the TEG circulation in unit 104 must be established before
starting the inlet booster compressor.

With Amine circulation and TEG circulation in service, Booster Compressor could be started-up. In
order to reach Minimum start-up flow for Booster Compressor, increase Gas flow to CPF to about
2 MSm3/d (Approx. 70,000 Kg/h or higher Gas flow, read at MP Separators Gas flowmeters,
100-FT-0201/0301)

REMARK. Stronger ODZ Gas wells should be used for the Start-up of Booster Compressor.
Recommended ones are: ODZ-23, ODZ-04, ODZ-15 & ODZ-06

The Inlet Booster Compressor 101-KA-004 must be started as follow
Antisurge valve (101-FV-0201) is fully open.

Normally Booster Compressor start up sequence:


Booster compressor auxiliaries (lube oil system and seal system) are in operation
Compressor is ready to start up. The operator receives a start-up permissive signal.
The compressor starts up and reaches the synchronizing rotational speed.

The ASV closes partially, approaching the compressor operating point to the safety
antisurge line.
The operator decreases the variable inlet guide vane angle. Then the compressor
discharge pressure is increased till a pressure higher than 84 barg and lower than
91 barg.
The operator, manually, adjusts the ASV opening to maintain about 90barg discharge
pressure.

The fan motors of the Gas Inlet Air Cooler 101-GC-001 and the Compressor Discharge Air Cooler
101-GC-005 are started if required.
Temperature control loops 101-TC-0103 and 101-TC-0501, will be set as high as possible, to satisfy
the Desorption operation by flowing Warm Gas through CPF. No Air cooler fan is forecast to be
required

The gas flows from Booster compressor through the Mercury Removal Guard Bed 102-VW-001,
the Amine Unit (Unit 103), the Gas Dehydration Unit 104 (TEG Unit 104) and Dew Point Unit (Unit
105), up to upstream JT Valve 105-PV-0202, which at this moment shall be closed (at 0%), for
pressurizing the CPF to an operating pressure of 90barg.

Recycle lines are provided in unit 103 at the outlet of the Treated Gas KO Drum 103-VD-008
(equipped with 103-FV-0601) and in unit 104 at the outlet of the Dehydration Unit 104 (equipped
with 104-FV-0601) in order to facilitate start-up operations.
Both valves can be controlled through the manual controller 101-HC-0601 and the flow controller
101-FC-0601 located at the Gas outlet of the Booster Compressor Discharge Coalescer
101-VJ-006 in unit 101.
Next to each Recycle valve
Gas to the HP1 Flare and HP2 Flare, respectively. These manual operated valves will be used to
Flare the gas at outlet of each Process units 103 & 104, during the Desorption operation.

Once High pressure side of CPF is pressurized to normal operating pressure of 90barg, Gas flow
from Booster compressor shall be directed to the flare by means of Pressure Control Valve
101-PV-0503, at gas outlet of HP Separator 100-VA-001.

Phase 1: Flaring gas from Unit 103. CO2 Removal (Amine unit)

As soon as flow through the MRU bed is established take sample at inlet and outlet of Mercury
Removal Unit, 102-VW-001, by means of sampling points 102-SC-001 and 102-SC-0101.

If mercury content at the inlet of MRU exceed 150 µg/Sm3 hold operation and seek for DOP
instructions.

Record the mercury content at the inlet of the MRU bed. The measurement will represent the
mercury content coming from the well and will be used further as a criterion. Recommend this
sampling is performed by Expro prior to start up in order to safeguard the GTG sampling
equipment from possible contamination. Three samples per day and take average of 3 results

With the Amine circulation in place, Gas could be treated at Unit 103

Hg Desorption operation will be initiated by establishing Gas flow through Unit 103, directed to
the Flare at the outlet of this one.

In order to avoid sending Gas with high Hg content to downstream units, it is recommended to
manual ball valve and valves 103-SDV-0803 & 0804, located at downstream
103-FV-0201 (Gas stream outlet of 103-VD-008). See Figure 2

Adjust Gas Flowrate through CPF, by manipulating Booster compressor IGV (101-PV-0441) and
Anti-Surge Valve 101-FV-0201. Maximum Gas Flowrate of 4.3 MSm3/d, will be considered

If necessary, manage the Gas flowrate through Unit 103 by adjusting Flow control valves
Unit
103-FV-0201 (at 100%) and 103-FV-0601, in manual control mode, reading Gas flow meters,
103 101-FI-0601 (Gas outlet from Booster Compressor Discharge Coalescer 101-VJ-006) and
103-FI-0201 (Gas outlet from Filter Coalescer 103-VJ-002).

Adjust operating temperature of Gas inlet to Absorber (103-CA-003) at a maximum of 60ºC, by


means of Air cooler 101-GC-005, at discharge of booster compressor and temperature control
101-TC-0501

Adjust Lean Amine Temperature entering the Absorber (103-CA-003), at 10ºC above Inlet Gas
temperature. To accomplish this, set the Lean amine recycle to storage tank temperature control,
103-TC-1903, at 72ºC.

Keep monitoring mercury content by taking Gas Samplings at inlet and outlet of Mercury Removal
Unit, 102-VW-001, by means of sampling points 102-SC-001 and 102-SC-0101. Gas Sampling
shall be taken also at outlet of Treated Gas KO Drum 103-VD-008, using sampling connection
103-SC-0003. Once Hg content at outlet of unit 103 is lower than the mercury content measured
at the inlet of the MRU bed gas can be routed to recycle instead of flaring.

Confirm the mercury content at the inlet and outlet of the MRU bed is stable.

Monitor permanently the Flow control valve 103-FV-


to the flare, to check potential Hydrates formation. If hydrates formation if present, operating
pressure of Unit 102&103 will increase, then overpressure control 101-PV-0503 (upstream
101-VJ-006), will react by releasing pressure to the HP1 Flare. If 101-PV-0503 does not react
fast enough to prevent further hydrates formation the valve should be put in manual and open to
50%. The pressure control valve at the inlet of the booster compressor shall be monitored as
well. If need be the overall feed from the wells shall be reduced.

Phase 2: Recycling gas from Unit 103

Once Hg content at outlet of unit 103 has decreased to values lower than the mercury content
measured at the inlet of the MRU bed, recycling operation can be performed.

The treated gas is recycled back to the inlet of Booster Compressor 101-KA-004 via control valve
103-FV-0601. The recycling operation will be performed until the mercury content at the inlet of
the unit is lower than 100ng/sm3. In the meantime, the Amine Unit 103 will stabilize to reach Gas
specification, in regards of CO2 content.

Once the CO2 specification has been met at the outlet of the Amine contactor 103-CA-003 and
the mercury content is below 100ng/Sm3, gas can be routed to the next unit.

To establish Gas recycling path, ensure the opening of the 103-ESDV-9004. Pressure balance

Line- Manual ball valve, at downstream recycle valve 103-FV-0601, to direct the gas flow
from Unit 103 outlet to the suction of Booster Compressor. Once totally open, establish recycle
Gas flow adjusting control valve 103-FV- lve downstream
103-FV-0601, shall be closed. See Figure 4.
In case of overpressure, use control valve 101-PV-0503 at Gas outlet of HP Separator

Monitoring of Mercury content shall be performed by taking Gas Samplings at outlet of Treated
Gas KO Drum 103-VD-008, using sampling connection 103-SC-0003. Once Hg content is lower
than 100 ng/Sm3, desorption operation could progress to the next phase.

Phase 3: Flaring gas from Unit 104. Gas Dehydration Unit (Glycol unit)

IMPORTANT:

Before start circulating warm Lean Glycol through TEG Contactor 104-CA-003 verify that TEG
Contactor, has been pressurized up to 70 barg.
Unit
104 In order to avoid sending Gas with high Hg content to downstream units, it is recommended to
close Gas inlet valves to unit 105, 105-SDV-0101 & 0102, located upstream Cold Box, in Unit
105. Valves 105-SDV-0201 / 0203 and 105-SDV-0207, located at Turboexpander inlet line and
upstream Joule Thomson Valve 105-PV-0202, shall be closed as well. JT Valve to be kept Closed
(0%).

During the start-up stage, the Gas/Gas Heat Exchanger 104-GA-001 does not operate until Dew
Pointing Unit 105, is started. Cold gas from Cold Box 105-GX-001, flows through Gas/Gas Heat
Exchanger 104-GA-001 after Dew Pointing Unit 105 is started.

During the start-up stage, the gas treated in the Glycol Contactor 104-CA-003 is not yet on-spec
with respect to water content, therefore the treated gas will be first Flared and afterwards, it will
be recycled back to the inlet of Booster Compressor 101-KA-004 via recycle control valve
104-FV-0601.
With the TEG circulation in place, Gas can be treated at Unit 104.

Hg Desorption operation will be initiated by establishing Gas flow through Unit 104, directed to
the Flare at the outlet of this one. Ensure proper line-up for Gas flow passing through 104-GA-001
(tube side), 104-VD-002 (line-
-CA-003, 104-VJ-004 & 104-GA-005.

Manual ball valve to direct Gas to the HP2 Flare. See Figure 5.

Adjust Gas Flowrate through CPF, by manipulating Booster compressor IGV (101-PV-0441) and
Anti-Surge Valve 101-FV-0201. Maximum Gas Flowrate of 4.3 MSm3/d, will be considered.

If necessary, manage the Gas flowrate through Unit 104 by adjusting Flow control valve
104-FV-0601, in manual control mode, reading Gas flow meter, 101-FI-0601 (Gas outlet from
Booster Compressor Discharge Coalescer 101-VJ-006). Ensure flow control valve at Unit 103
outlet, 103-FV-0201 is open 100%

Adjust operating temperature of Gas inlet to Glycol Contactor (104-CA-003) at a maximum of


55ºC, by means of Air cooler 103-GC-005, at Unit 103 Absorber gas outlet and temperature
control 103-TC-0802.

Adjust Lean TEG Temperature entering the Contactor (104-CA-003), at maximum 5ºC above Inlet
Gas temperature. To accomplish this, set the TEG Air cooler temperature control, 104-TC-1601,
at around 69ºC.

Once the temperature has stabilised across the unit, the gas inlet temperature can be adjusted
to a warmer set point. Ensure the temperature at the outlet of unit 104 does not exceed 60°C.
This will prevent routing gas to the cold box above 60°C (cold box design temperature) in the next
phase.

Monitoring of Mercury content shall be performed by taking Gas Samplings at Gas outlet of Lean
TEG Cooler 104-GA-005, using sampling connection 104-SC-0501. Once Hg content at outlet of
unit 104 is lower than the mercury content measured at the inlet of the MRU bed gas can be
routed to recycle instead of flaring.

Monitor permanently the Flow control valve 104-FV-

Phase 4: Recycling gas from Unit 104

Once Hg content at outlet of unit 104 has decreased to values lower than the mercury content
measured at the inlet of the MRU bed, recycling operation should be performed.

The treated gas is recycled back to the inlet of Booster Compressor 101-KA-004 via control valve
104-FV-0601. The recycling operation will be performed until the mercury content at the inlet of
the unit is lower than 100ng/sm3. In the meantime, the gas Dehydration Unit 104 will stabilize to
reach Gas specification, in regards of water content.

Unit Once gas from Dehydration Unit is on-spec, below 15 ppm of Water in Gas, measured at Water
104 Content analyser, 104-AI-0301, at Gas outlet stream form Glycol Contactor, 104-CA-003, and the
mercury content is below 100ng/Sm3, gas can be sent to Gas Dew Pointing Unit 105.

To establish Gas recycling path, ensure the opening of the 101-ESDV-0102.

Line- -FV-0601, to direct the gas flow


from Unit 104 outlet to the suction of Booster Compressor. Once totally open, establish recycle
Gas flow adjusting control valve 104-FV- al ball valve downstream
104-FV-0601, shall be closed. See Figure 6.
In case of overpressure, use control valve 101-PV-0503 at Gas outlet of HP Separator

Monitoring of Mercury content shall be performed by taking Gas Samplings at Gas outlet of Lean
TEG Cooler 104-GA-005, using sampling connection 104-SC-0501. Once Hg content is lower
than 100 ng/Sm3, desorption operation could advance to the following phase.
Phase 5: Flaring gas from outlet of Unit 105 - Gas Dew Point Unit

When gas from Gas Dehydration Unit 104 is on-spec with respect to CO2 content, water content
and mercury content at the outlet of unit 104 below 100 ng/Sm3, gas then, should be directed
Unit
to U-105, by passing the Turbo Expander and the cold box (in the cold side stream) to allow
105 desorption of mercury.

In order to bypass the Cold Box on the cold side stream, Temperature control 105-TC-0105,
shall be in manual, with control valve 105-TV-0105A, fully closed (0%) and 105-TV-0105B, fully
open (100%), both in manual mode. See figure below:

Same configuration shall be applied in the Gas/Gas Heat Exchanger, 104-GA-001,
Temperature control 104-TC-0101, shall be in manual, with control valve 104-TV-0101A, fully
OPEN (100%) and 104-TV-0101B, fully CLOSED (0%), both in manual mode.

Start-up in Joule Thomson (J-T) operation mode. Ensure proper line-up of JT Valve,
105-PV-0202. Open valves 105-SDV-0101 and 105-SDV-0207 (upstream JT Valve), keeping
closed 105-SDV-0201&0203, at inlet of Turbo Expander.

Adjust CPF Pressure controller 101-PC-0505, in manual mode. Also, operate JT Valve,
105-PV-0202, in manual mode with an output of 100%. For controlling discharge pressure of
booster compressor, keep using overpressure control 101-PC-0503

Re-Compressor, 105-KA-005, shall be Isolated, maintaining in CLOSED position the listed


below valves:

- 105-SDV-0501 and 105-SDV-0504 at Re-


upstream those, shall be closed.

Bypass Re-Compressor, 105-KA-

Ensure proper Line-up of overpressure control valve 105-PV-0507

In order to minimize Pressure Drop of Gas stream circulating through Unit 105, adjust control
105-PC-0507, by introducing a set point of 75barg. Be aware of the very high Pressure alarm
at the Cold separator Gas outlet, 105-PAHH-0402 (configured at 105-PTS-0402), set at 78barg,
triggering shutdown interlock for Unit 105, closing Gas inlet valves (SDVs) to the unit

Establish Gas flow path to the HP2 Flare, directing the gas from recompressor bypass via
control valve 105-PV-0507. Ensure recycle valve 105-FV-0502, is properly isolated

Maximum Gas Flow to be flared at Unit 105 via 105-PV-0507, is about 4.1 MSm3/d
REMARK: Pay special attention on the Operating Temperature for the Gas entering to
Cold Box, from Dehydration Unit 104. Gas temperature shall be always below 57ºC. Cold
Box 105-GX-001, Design Temperature is +60ºC. Check management of Gas operating
temperature in Unit 104 at Phase 3 of this procedure

200-ESDV-0101, is OPEN, and MOVs on each Metering train A/B/C at inlet and outlet are

Once Hg content is lower than the mercury content at the inlet of the MRU bed, desorption
operation could advance to the following phase
Phase 6: Recycling gas from Unit 105 - Gas Dew Point Unit
Gas will be recycled from outlet of Unit 105, back to the Booster Compressor suction, using the
same gas flow configuration described in Phase 5, with JT valve and bypassing Cold Box and
Re-compressor. Operating parameters should be kept similar.

Once Gas recycle flow is stablished, by means of recycle control valve 105-FV-0502, this
configuration shall be maintained until the mercury content at both sampling points is below
100ng/Sm3.

Once this mercury content has been reached then Turbo Expander & Recompressor could be
Unit started, by increasing correspondingly the recycle gas flow. Minimum Gas Flow for Starting-up
the Turbo Expander is about 4.5 MSm3/d but if the GR5 pressure is low enough (below 67 bar)
105
, then it is recommended to remain in JT mode to allow for more flexibility to reduce flow if there
is an upset somewhere else in the CPF.

In case Turbo expander is not started and desorption continue in JT mode (recommended), it
should be operated with the minimum pressure drop possible to avoid temperature loss and the
cold box will remain bypassed until two consecutive Hg readings are below 100nG/Sm3

possible the pressure drop through it, rotating speed of the machine shall be permanently
monitored, trying to avoid operating close to the very low speed alarm (105-SALL-0300), set at
3580rpm, that triggers a Trip of the machine.

Phase 7: Resume normal start-up procedure

When Hg Desorption operation has reached mercury readings below 100 ng/Sm3 on 2
successive readings, Dew Point Unit can be normalised and stabilized by Gas Recycling
operation, until Export Gas specifications are reached, at this moment Export Gas Fiscal
Metering could be then lined-up and Gas Flowrate entering CPF ramped-up slowly, meanwhile
recycle control valve 105-FV-0502 is getting closed.
During that time, if mercury spikes again, the following procedure shall apply:
o For one reading above 2000ng/Sm3 immediately isolate unit 105 and circulate through
unit 104
o For one reading between 1000 and 2000ng/m3, immediately open (progressively) the
cold box bypass (B stream) to heat back to unit 104 exit temperature. Upon a second
reading between 1000 and 2000ng/m3, immediately isolate unit 105 and circulate
through unit 104. Else keep circulating and restart cooling only after 2 successive
readings below 100ng/Sm3
o For readings between 100 and 1000ng/Sm3, cooling is allowed as long as temperature
stay above -20°C to seek achieving export specifications for dew point, water and
calorific value. At least 3 sampling per day shall be conducted in that case.
o If the export specifications are met, except the mercury content, export can commence
subject to having a mercury reading below 100ng/Sm3.

To reach the export specification the gas (Cold side stream) will need to be routed to the cold
box, 105-TV-0105 A and B as well as 104-TV-0101 A and B will need to be adjusted
correspondingly. Ensure the temperature of the gas entering the cold box (Hot side stream)
does not change at a rate exceeding 0.5°C per minute.

The discharge pressure of the JT or turboexpander will need to be adjusted as well to meet the
required outlet temperature. Ensure that the temperature change rate does not exceed 0.5°C
per minute.

Once all the export specifications have been met and the plant is stabilised gas export can
commence.
