Cabinet Mission Plan

Announced by Clement Attlee in Feb-1946


Three member commission
Members:
● Lord Penthick-Lawrence, Secretary of State for India,

● Sir Stafford Cripps, President of the Board of Trade &

● A.V Alexander, First Lord of Admiralty.

Cripps was again sent to India,Sochkar ki firse bhejte hai isko and he
was very Happy
Mission Reached Delhi on March 24’1946
and met Gandhi as well as Jinnah
Mission put forward the constitutional Plan to solve the crisis
Mission Proposals
● Clearly rejected the demand of Pakistan
● Grouping of existing provincial assemblies in three groups A,B &

C depending upon alike features


1)Section A:Madras,Bombay,CP,UP,Bihar & Orissa:Hindu Majority
Areas
2)Section B:Punjab,NWFP & Sindh:Muslim Majority Provinces
3)Section C:Bengal & Assam(Muslim Majority Provinces)

● Constituent Assembly members should be elected from


Provincial assemblies by Proportional Representation
● All the three sections will have separate constitutions like USA

and also the provinces will have their separate constitutions


● All these three sections will come together to form a Union

Constitution
Province Const—>Section Const—>Union Const

● There should be one Common centre having control of


Defence,Comm and External Affairs
● Provinces have all autonomy and residual powers(Weak Centre)
● Three tier Executive and Legislative system for Union,Section
and Provinces
● Princely states will no longer be under British control ,they will
have option to join Indian system or can have separate
agreement with British
● After 5 years any Province can come out of the allotted
Section(Can ask for change in section)
● After 10 Years,Province can call Union for reconsideration of the
Section or Union Constitution(Can even ask for the change in
Section/Union constitution)
● Interim Government will be formed from Constituent Assembly
Both Congress and Muslim league interpret the things as
they wanted

1)Congress Points:
● Provinces should not have to wait for first general election to

come out of Section


● Compulsory Grouping contradicts the system of Provincial

Autonomy

2)Muslim League Points:


● Grouping should be compulsory (Part A & B can get separated

after 10 years) to form Pakistan

British Clarify that Grouping is optional

Assembly(Partially elected and Partially nominated members)
•Muslim League boycott elections and called for Direct Action..
We will take what we want without asking British and talking to
Congress:16 August 1946

Riots hote hai bahot around 5000 log mare jate hain,Uske baad 10
Sep-1946 me Nehru Forms Interim Govt,26 October Muslim league
joined the govt with an aim to obstruct its functioning and was
successful

mera time kharhe ho an mai ek final deadline deraha hu June
30’1948 ,,Iske bad mai power transfer krdunga jisko bhi krni hai wo tum
decide krlo bas lado maro fir...Agr nahi hota to Provinces ko power
dekar hum apni zimmedari khtam kardenge aur British Control over
Princely states will be over and new viceroy Mountbatten will be sent to
India replacing wavell

Concept ye tha ki British ko laga date fix krege to ye serious honge
