Inspection works on existing/new facilities, viz., Tank farm, Product pipelines, Oil Storage
Tanks, Electrical facilities, Control room instrumentation jobs, SIL related jobs, Fire hydrant vis-
a-vis existing Layout plan and roof top drawings for installation of :ROSOV,HVLR Monitors
Construction ofStorage tanks& installation of associated pipelines
MEFG - Medium Expansion Foam Generators is to be provided to arrest vapour cloud
formation from spilled volatile hydrocarbons.
Rim Seal fire protection system - Rim seal fire detection and protection system shall be
installed in all class A products in the terminal.
HC Detectors ,Radar Gauges ,Tank overfill protection shut down system - Overfill protection
shutdown system shall be SIL 2 Scheme and appropriate nozzle shall be provided.
Modification of existing floating roof tanks to install new Hi Hi level switches.
Integration of ROSOV, DBBV,MOV,HC detector etc in safety PLC .Rerouting of existing
MCP,ESD from existing process PLC to Safety PLC etc
Jockey pump, Fire water pump and their manifold system,Installation and execution of
pneumatic system, compressors, shed, piping etc for pneumatic valves and manifold, Electro
hydraulic actuators etc.
Installation of new emergency circuit panels with required cables to designated areas,
modification of existing electrical panels, cable laying, load transformer, DG set capacity
augmentations ( or new DG set installation ,commissioning with required modification in
panels), Transformer loads capacity augmentation ( wherever required ) or replacement of
new transformer and associated cabling,paneling
Integration of new systems with existing Terminal Automation System
Prepare project schedule and project planning for smooth implementation of the project in
time.
Planning, Organizing & controlling the project for timely execution of Project Take
corrective action in case of any deviation to correct the project path.
Administration, on behalf of HPCL, of all contracts placed for execution of the
Project;
Develop & Update Project Bar Chart for each location
Developing Project implementation procedure & Cost control method
Monthly meeting with the Vendors & HPCL to ensure smooth progress & iron out
issues, if any.
Submission of Monthly Progress report as listed elsewhere in the contract along
with the 'S' curve & updated bar chart. The progress report needs to be presented
every month to HPCL at their Mumbai office. The visit pertaining to presentation
of progress report shall not be counted as visits for payment purpose and shall be
considered as part of PMC jobs rate.
Regular follow-up & coordination with the Vendor to ensure desired progress.
Monitoring the execution of quantities. Immediate intimation to HPCL in case any
change in quantities along with the reasons for processing the Change PO.
Timely release of "Approved For Construction Drawings" to enable contractors to
maintain agreed schedule of work;
Timely review & approval of all design, data sheets, documents etc required by the
Contractor/ Vendor for placement of the Purchase Order for the bought out items
and execution of the Project as per the agreed schedule.
Timely decisions for smooth progress of the work.
Monitoring, appraising and reporting to HPCL on the cost estimation and cost control
performance and scheduling. Development and maintenance of an appropriate
system for control of documents relating to the Project including drawings,
specifications, Technical & commercial papers, letters, memoranda, Statutory records
and other administrative records.
Regular Quality & Safety Audits, once in every quarter, at each location during Project
execution.
Monitoring, appraising and reporting to HPCL on the quality and safety aspects of
engineering, design and construction by contractors involved in the Project;
Visits at the OEMs & Vendors works, as required, for expediting the manufacturing
On behalf of HPCL administering changes in the scope, if any, of contractors
andreporting on the same to HPCL
Receiving and reviewing invoices and administering/certifying payment
toContractors/ Vendors involved in the Project. Assisting HPCL for preparing reply to
various Auditors & other agencies.

Arrange and coordinate with clients inspection unit all QA/QC inspection requirements prior to start –
up of any welding /piping jobs.
Conduct ocular shop and field pre-welding inspection such as check of welders , job approved
WPS/PQR, correct filler metals, weldpreparations, weld fit –ups, pre heat requirements, etc.
Arrange, coordinate, monitor and document with the independent laboratories and clients inspection
all projects shops and fields NDT/NDE s requirements such as X-rays UT, LPEs,MPIs etc.
Conduct periodic short refreshers lectures on welding and fabrication (for welders and fabricators only)
in accordance with the clients and industry codes, standards and specifications.
Perform welding inspection and supervision of sub –contractor’s activities including tie –INS and hot
tapping works.
Initiate action to prevent occurrence of any nonconformities relating to the welding/piping works
activities and quality systems.
Ensure that a quality system is established, implemented and maintained in accordance with clients
and industry codes, standards and specifications.
Monitor QA/QC for all welding/piping works based on clients checklist and company prepared QA/QC
plan.
Prepare necessary reports and data and submit to clients for review and approval prior to final
completion of the projects.
Check appropriate documents are available at all job sites where operations essential to the effective
functioning of the quality systems.
Update, asnecessary, of quality control, inspectionand testing techniques.
Co-ordination to the NDT third party.
Monitor and control of calibration testing equipment.
Prepare and issue of Non conformance reports.
Prepare /set –up inspection plan to monitor projects compliance to quality plan and procedures.
Conduct site inspection (welding, electrical, civil, mechanical, instrumentation, material and painting).
Submit daily quality control reports to the quality control supervisor.
Coordinate Quality Control (QC) inspection and testing with independent Laboratories.
Monitor Progress of quality control (QC) works prepare reports and maintain records.
Submit daily Quality Control (QC) reports to the project engineer.
Perform mechanical inspection, test results interpretation and approval.
Function as quality inspector and stand for quality supervisor in his absence.
Coordinate Quality Control Reports to the Quality control supervisor.
Responsible for all interfaces between Sub –contractor & Clients and other Existing contractors in our
pipe line route.
Reviewing and Approving Layouts, MTO, Isometric, Pipe Rack Designing, Selection of Pipe support
,Knowledge of Stress analysis.

Preparation & Review of Welding Procedure Specifications as per ASME BPVC and applicable
standard(s) / specification(s).
Design of Procedure Qualification Weld Coupons, Supervision during preparation and welding of test
coupons, identification of required mechanical test(s), liaison with mechanical laboratories for
mechanical test (s) and verification of test report(s).
Review of all Welding Consumable Test Certificates & comparing compliance with code and client
requirement.
Supervision of welder qualification as per ASME SECTION IX and Indian Boiler regulations &
maintenance of all Welders Qualification Test Records and Continuity Log Sheets.
Monitoring of all Welding activities during project execution in compliance with qualified and
approved welding procedures.
Preparation, Analysis and Documentation of Weekly Welder Performance Analysis Reports.
Participation in Quality Review Meetings regarding Root Cause Analysis of weld defects.
Calibration and maintenance of Welding Machineries.
Plan, Perform and Report the Non Destructive Examination (NDE) as per Quality Assurance
Plan (QAP). Carry out all final stage inspection like NDE during stage inspection, final
inspection before PWHT, NDE after PWHT etc as per QAP.
Updating the Daily Progress Report (DPR), Monthly progress Report (MPR) & Manpower
Report Weekly.
Implementation of incentive scheme for increasing production rate.
Material management planning, co-ordination with design teams and day to day supervision
of fabrication and erection activities at site for all mechanical works.
