OME time ago, the Re-
serve Bank of India (RBI)
came out with the rule
that card merchants, or any
agent for that matter, cannot
store sensitive information of
credit or debit cards such as
card number, CVV and expiry
date etc, for processing online
transactions. This will be effec-
tive February 1, 2022. Accord-
ingly, RBI has directed all mer-
chants from Amazon to Zomato
to delete the earlier stored infor-
mation to enhance the security
of online card transactions.
However, the regulator has
allowed card networks like Visa,
Mastercard and RuPay to issue
tokens on request on behalf of
the card-issuing banks or com-
panies. This system has led to
what is known as tokenisation.
The primary reason for the reg-
ulator to come out with this rule
is the safety of individual card
details.
Although this will inconven-
ience many people who have
left standing instructions with card
companies and banks to pay
their utility bills etc. But consid-
ering the safety associated with
tokens, the new method seems
to be preferred by authorities.
For most people, tokenisation is
something that is beyond their
scope of easy understanding. So
here are some general questions
and their answers.
What exactly is
tokenisation?
Tokenisation is the process of
replacing sensitive data with
unique identification (ID) symbols
that retain all the essential in-
formation about the data without
compromising its security. To-

of ‘Consumer is King’, the Cen-
tral government has transitioned
from ‘Consumer Protection’ to
‘Consumer Empowerment &
Prosperity’. The consumers
should demand good quality
and protection of their rights,
said Piyush Goyal, Union Min-
ister for Consumer Affairs, and
Commerce & Industry.
Inaugurating an event on
the occasion of National Con-
sumer Rights Day, 2021 on the
theme ‘Consumer – Know your
rights’, in New Delhi, the minister
said that from ancient times,
consumer protection has been
an integral part of the gover-
nance. Hence, the Centre aims
to strengthen five pillars of con-
sumer rights – Awareness,
Choice, Quality, Grievance Re-
dressal and Feedback.
The demand by consumers
for high-quality products have
spurred Indian companies to
be bigger & better and the
focus of the companies should
be on quality. India should take
lead in ‘One Nation, One Stan-
dard’. The Bureau of Indian
Standards (BIS) is already
working on standard setting
and ensuring quality standards
for consumers. It’s a myth that
quality means high price of the
product. Good quality means
good manufacturing practices
which lowers rejection rate and
increases demand which in turn
increase scale of operation,
said Mr Goyal.
By bringing stakeholders un-
der one roof, the hallmarking
and essaying was simplified.
Similar steps should be taken
to simplify the procedures of
filing complaints, thereby en-
suring time-bound redressal of
the complaints. The Centre has
set the tone for a stronger and

five major initiatives: Direct Sell-
ing Rules, Mediation Rules, Mis-

Over the past year, 255 cas-
es were registered under the
LM Act, 2009 and 80 companies
compounded their offences.The
Department of LM has made
remarkable strides by taking
strong enforcement measures
to enhance consumer grievance
redressal mechanism. This in-
cludes, expansion of e-Daakhil
facility across 23 states/UTs;
adding frequently asked ques-
tions (FAQs) on digital payments
and cybercrime published on
the National Consumer Helpline
(NCH) portal to alert consumers
against such activities.

the helpline number ‘155260’
of the National Cyber Crime
Reporting Portal on the NCH
portal for filing grievances re-
lating to financial cyber frauds;
empowering consumers to ver-
ify authenticity of standard mark
on products, checking details
like name and address of man-
ufacturer, validity of license etc;
and registration of grievances/
complaints on sub-standard
quality of standard marked prod-
ucts, misuse of mark etc,
through BIS Care Mobile App.
Meanwhile, measures are
also taken in the interest of con-
sumer welfare for prevention of
unfair trade practices, such as
hallmarking. The hallmarking

consumers using online pay-
ments. However, it is not manda-
tory for all cardholders. A cus-
tomer can choose whether or
not to allow merchants to store
card details. Customers, who
had earlier allowed merchants
to store sensitive details, will
have to register their card details
afresh while the card networks
would issue tokens against these
details. Consumers who don’t
want their card details to be
stored or enter their details for
a one-time purchase don’t re-
quire to follow this.
But then who will
issue the tokens?
The card networks like Visa,
Mastercard and RuPay will issue
tokens and will inform the card-
issuing banks. Some banks told
the card networks to take ap-
proval before issuing tokens
against specific cards.
Can one token be used
with all merchants?
This is not how it works. Tokens
will be unique for a combination
of card and merchant. For ex-
ample, if a consumer has a
single card but makes online
purchases from, say three dif-
ferent merchants, then three dif-
ferent tokens will need to be is-
sued. That means, tokens will
be merchant specific.
But if a cardholder has four
different cards, does he or
she require to generate four
different tokens with the
same merchant?
Yes, if he or she allows the mer-
chant to store the details.
What about international

fees of jewellers has been com-
pletely waived off and registra-
tion once done is now valid for
lifetime.
More than one lakh jewellers
have taken a registration from
BIS for selling hallmarked gold
jewellery and artefacts, while
987 BIS-recognised Assaying
and Hallmarking Centres (AHC)
Guidelines have been approved
for setting up of offsite hall-
marking centres in deficient dis-
tricts by AHC which are hall-
marking more than 500 articles
per day.
Provision is being made for
allowing consumers to get the
non-hallmarked gold lying with
him tested by a BIS-recognised
AHC with test report to be ac-
cepted by the jewellers in BIS
app, wherein a consumer after
entering HUID (Hallmark Unique
Identification) can view the de-
tails of hallmarked article such
as type of jewellery, purity, name
of AHC, name of jeweller, date
of hallmarking etc.

will facilitate all-round develop-
ment in metrology services to
the region. With the accurate
measurement during the pro-
duction process, the efficiency
in the production especially in
exports will be greatly improved
and enhanced.
With the inauguration of two
equipment, ultra-high perform-
ance liquid chromatograph (UH-
PLC) and ion chromatograph
(IC), the Packaged Drinking
Water Test Facility at NTH-
Ghaziabad has added a quality
testing facility for water. UHPLC
is helpful for quantification of
different organic compounds,
especially residual pesticides
in water samples.

for domestic transactions.
Is there any charge
associated with this?
Absolutely not.
Is the new system
completely fraud-proof?
RBI has told merchants to create
‘token reference number’ against
each token as a second layer of
security. According to regulatory
direction, only these reference
numbers are allowed to be stored
by the merchants. Tokens will not
be stored. Hypothetically, even
stored token details can be
hacked and misused. But once
the fraud is detected, the same
token cannot be used again. Con-
sumers will have to request for a
new token, without discarding or
deactivating the card like earlier.
What are the benefits
of tokenisation?
Tokenisation makes it more difficult
for hackers to gain access to card-
holder data, compared with older
systems in which credit card num-
bers were stored in databases and
exchanged freely over networks.
The main benefits of tokenisation,
include the following: It is more
compatible with legacy systems
than encryption; it is a less re-
source-intensive process than en-
cryption; the risk of the fallout in a
data breach is reduced. It makes
the payment industry more con-
venient by propelling new tech-
nologies like mobile wallets, one-
click payment and cryptocurrency.
This, in-turn, enhances customer
trust because it improves both
the security and convenience of
a merchant’s service.

uct Certification activities through
‘manakonline’. Further, Labo-
ratory Information Management
System has been implemented
to automate the entire workflow
of BIS laboratories. Standardi-
sation activities have been mi-
grated to digital platform to pro-
mote greater efficiency, speed,
skill and scale. BIS are available
free of cost in downloadable
version for non-commercial pur-
poses.
To attain the One Nation,
One Standard vision of the
Central government, BIS
launched a scheme which pro-
vides for recognition of Stan-
dards Developing Organisa-
tions (SDOs). Recently, the
Research Design & Standards
Organisation of Indian Railways
has become the first institution
to be declared an SDO under
this scheme.
Standardisation Cells have
been created in Central and
state government departments
and industry associations. So
far, 80 Cells have been created.
Over 300 products have been
notified under Compulsory Cer-
tification of BIS (ISI Mark)
through QCOs issued by various
ministries/departments. Out of
these, 41 QCOs are issued dur-
ing 2020-21.
More than 730 products are
brought under simplified proce-
dure. Manufacturers of these
products can obtain licence with-
in a month. Additional conces-
sion in minimum marking fee
are also provided for start-ups,
women entrepreneurs and mi-
cro-scale units.

state achieve its ambitious vision
of becoming the first state in
India with three cities having a
city-wide reliable and continuous
safe water supply.

aburagi are in districts that are
‘extremely highly’ water-stressed.
Hubballi-Dharwad is considered
highly vulnerable to cyclones
and wildfires. It is likely that the
existing water stress will only
be aggravated by climate im-
pacts. The additional financing
will enhance the cities’ capability
to respond promptly and effec-
tively to emergencies and crises.
