JANAKALYAN: A Team Committed for People’s Empowerment 3

From Director’s Desk

It is matter of pleasure for me to share the 22nd Annual

Report of Janakalyan to its stakeholders! Today is 22nd
foundation of Janakalyan and we are beginning the
operations for 23rd years after completing 22nd year in rural
India. The year 2018-19 was a successful year though
there was lot of constraints in terms of resources but
succeeded to touch all its 7Es to serve 4 holy mothers viz.
Manvimata, Bhoomata, Gomata and Gangamata.

What is more important for the year is that we have succeeded to

make Consumer Rights as a cross cutting issue across all our program more prominently than
earlier, though it has been practicing for last 5-6 years.

We faced constraints in terms of resources from the formal funding agencies but the years was a
successful year because we could sustain our activities, especially the water bank creation, with
community contribution.

Identity crisis of our target groups is an issue got importance during the year. Introduction of
NRG in Assam and failure to pass the Citizenship Amendment Bill 2016 in Rajya Sabha
frightened the Hindu Bengali communities across the country who has crossed the border after
1971. Similarly, losing the original identity of some of the tribal and dalit communities are getting
prominence in some of the remote villages of Sindhanur.

Janakalyan, with its vast knowledge and experience in handling the refugee issues, putting its all
round efforts at appropriate levels. Thus, we have added another precious year in our history of
service to the mankind.

Therefore, at this juncture, I extend my heartfelt gratitude to all the stakeholders including donor
communities, target beneficiaries, staffs and board for their wholehearted support and cooperation
for bringing Janakalyan to this height!

E
mpowerment – Retaining the identity of vulnerable communities through critical support
Sri Nirmal Jhunjunwala of USA supported initiative through give2Asia

Identity Crisis: In this part of the country, the major victims of losing their identity are Dalits
(SC) and Tribes (ST); we have a huge population of these communities in our targeted villages.
Our strategies are unique and different to retain their identity.

How We Work: We identify vulnerable families who are susceptible to lose their identity
through our door to door survey/interaction. We try and understand the reasons why are they
inclining to lose their identity. Majority of these vulnerable families lose their identity as they are
provided / promised with some kind of financial support especially during crisis/ marriages/
health problems/etc. Lack of earning sources at their family level is also one of the major
reasons. We help them with some critical inputs to stop such decision before implementation.

Where: Hulagunchi is a village where only SC & ST families are living; it is displaced village
after the flood in 2009-10; Janakalyan played a crucial role in making their lives sustainable with
Save The Children, Goonj & Sri Ramakrishna Ashram (Infosys Foundation) supports in the
aftermath of the flood.
Achievement: During current year, selected families have been supported with various kinds of
critical inputs so that they do not lose their ancestral identities. The statistics are furnished-
Artisan kit Sewing Machine Hygiene Kits Education Kits Total Beneficiaries
3 2 25 10 40

Netaji – the 1st PM of India: A series of events in all the 4 Bengali colonies of Sindhanur were
organized on 29-30 December 2018 to make them aware about the contribution of Netaji
Subhash Chandra Bose and why Sri Narenda Modi government has declared him as 1 st Prime
Minister of India.

Consumer Rights: All our target groups are consumers of one or the other goods and they have
hundreds of grievances about the products they use. Therefore, from our years of experience,
CONSUMER AWARENESS is adopted as CROSS CUTTING issue and across the length abd
breadth of our programs, consumers rights are discussed as a mandatory subject. The tools like
video shows, social media, IEC material distribution, public addressing system, SHG meeting,
etc are used to educate the consumers. Competitions on poster making, painting, quiz, debate,
essay writing for the school and college students and award of prize and outreach through
community engagement are also conducted during the year. However, one-to-one interactions
with the women, who actually purchase and are the end-users of the products, are given more
emphasis in terms of consumers’ awareness. Therefore our focus remains more with rural
women and school/ college students during the year. After the consumers awareness programs, it
is seen during the handholding meeting that many of the trained women have gained lots of
skills, especially in terms of consumer rights and are bargaining on every aspect of their rights as
consumers. We not only discuss the consumer rights but also fight for their rights at appropriate
levels so that our target beneficiaries get their deserved rights.

E
mployment – Creation of Water Bank is the permanent solution to farmers suicides
National Rural Horticulture Mission of Government of India

Deep rooted work with the farming communities of Karnataka made us to learn that farmers’ suicides are
not due to debt but because of lack of irrigation in right time to their standing crops. Janakalyan,
therefore, designed a concept of “Water Bank” in the year 2001-02 and successfully demonstrated in
Sindhanur taluk to
uproot the cause of
farmer suicides. The
model introduced
with the support of
Sir Dorabji Tata
Trust and continued
with the support of
Hivos, The
Netherlands and
thereafter with
NABARD. Today, it
is a sustainable
model as the farmers
are taking up water
bank creation with
their own resources
or bank finance. An
impact assessment of Janakalyan team revealed that about 59 more water banks have been created by the
farmers of the operating villages after withdrawal of Janakalyan intervention in 2014-15. There is huge
demand for the water bank as all the farmers realized its importance in these years through practical
demonstration of Janakalyan. Under National Rural Horticulture Mission (NRHM), Janakalyan conducted
interstate training to 10 farmers during the current year with support of Government of India initiative.

E nvironment – Farmer ensures nations food security–nation to secure their livelihood security
National Rural Horticulture Mission of Government of India

Petition: Farmers of the country take the pain of ensuring food security to the country taking all risks at
their own cost throughout his/her life. They work day and night, in hot sun or in rain, without bothering
about their own health. The motto is to ensure food security to the nation. On the contrary, the
government employees (excluding armed forces), live a happy life throughout their tenure of service at
the cost of taxpayers (a great chunk of them are these farmers). After their retirement also, they enjoy the
same benefits so that their spouse, children live a happy life; why? Why not similar retirement pension
shall not be fixed for every farmer who live a selfless life for ensuring food security of the nation?

Impact: The above petition was submitted to Government of India on 22.10.2018 through
http://chng.it/qM2MPxKmgj and about 4829 persons signed this petition. Fortunately, Government of
India announced pension to the farmers above 60 years of age.

Water Banks: In addition, to smoothen the production process of the farmers, Janakalyan developed a
sustainable model to
ensure irrigation
security and about
175 water banks have
been created in
Gadag district
through Give2Asia
(DF Fund) support.
Later, the farmers
realized the
importance of the
same and started
creating the water
banks with their own
resources as per the
following chart.

NRHM: Government of India initiated National Rural Horticulture Mission and Janakalyan was assigned
the task of conducting interstate training to 10 farmers of Sindhanur taluk. These farmers were taken to
Agriculture Technology Information Center, Maharastra for 2 days.

E ntrepreneurship – rural artisans skill development and self employment generation
GiveIndia supported initiative of Janakalyan

Major challenge for rural youths is getting gainful employment to support their families. Janakalyan is
supporting such rural artisans with skill improvement and tools support to increase their income levels.
Hundreds of rural
youths have been
helped to create job-
creators and not job-
seekers. Ramappa is
one among them,
who has been
provided a mason kit
worth Rs.13080. He
used to earn Rs.250-
300 per day without
the kit and is now
earning Rs.500 or
more every day. He
has agreed to support
another artisan with
the same amount as
he is earning
gainfully with the kit provided by Janakalyan. The total supported artisans in last few years are presented
in the chart.

Jan Shakti
E nergy – every citizen is responsible to mitigate climate change & global warming
Self supported awareness initiative

Janakalyan, as response le organization, continued its efforts to mitigate climate change and global
warming without any funding support during the year. We have continued our efforts to educate the
farmers and women with various tools and techniques. The approaches of Janakalyan to mitigate climate
change and global warming remained the following-
 The farmers are trained and motivated not to burn crop wastes/residues but to incorporate / recycle in
the soil.
 The women are made aware about the use of clean energy for cooking and other household
requirements.
 The youths are educated to use more bicycles and less energy consuming vehicles; advocacy is also
continued with concerned officers that one-family one-vehicle policy shall be introduced.
 Like kerosene, natural gases (fuel) shall be rationed with a per capita ceiling limit; anything
purchased over and above this limit, shall be levied with a heavy environmental surcharge and
without subsidy to discourage fuel use.
 Age restriction shall be put on use of private vehicle; only senior citizens and physically challenged
could use private vehicles.
 No private vehicle shall be allowed wherever there is public transport facility except for senior
citizens, physically challenged and patients.
 Complete withdrawal of subsidy from fuel used for vehicle could also be thought of except for
agriculture purposes.
 Use of renewable sources of energy shall be propagated by government widely in all sectors
including agriculture.

E nsuring health – Ensure usage of toilet at par with construction in rural India
Swacch Bharat Abhiyan

Janakalyan initiated the actions to make Raichur district in 2005 with the support of UNICEF & Zilla
Panchayat, Raichur. It has designed and implemented various tools like Community Led Total
Sanitation(CLTS), Nirmal Gram Puraskar (NGP), Total Sanitation Program (TSP), Sanitary Park (SP),
Open Defecation
Free (ODF), etc.
are some of the
initiatives of
Janakalyan to
make Raichur
district open
defecation free.
Social
engineering part
of the Swachh
Bharat Mission
is completed by
Janakalyan long
back and the
result is seen
today in terms of construction of toilets.

However, more than the construction of toilets, sustaining the ODF (Open Defecation Free) status is
important. Janakalyan realized that long back and thus initiated this initiative to provide critical inputs and
regular training to the family members about use of toilet and maintaining hygienic condition at home.
The efforts are also on about hand washing, breast feeding, drinking water management, etc.

JANAKALYAN: An Institution for Innovation Integrated Inspiring Interventions 13

Impact Assessment
Impacts on primary target group of Janakalyan

The primary target groups of Janakalyan are facing few rehabilitation specific issues & few rehabilitation
generic issues. While the fight for the rights of these rehabilitation specific issues commenced soon after
the inception of Janakalyan but the results are not as tangible as that of rehabilitation generic issues. The
generic issues like employment generation, livelihood security, women empowerment, education, road
and transport, etc. have been dealt in very systematically and today there has been tangible progress.

However, the rehabilitation specific issues, which can only be seen in these rehabilitation colonies, are
also taken up systematically but yielded result slowly as there is a long battle to achieve these. These
issues are-
1) Mother tongue education right of the displaced families, 2) Citizenship right of the displaced families,
3) Land rights of the displaced families & 4) Scheduled Caste recognition

The efforts initiated on these issues in 1997 by birth of Janakalyan. These issues have direct impacts on
the primary target group of Janakalyan. The present status of these fights is –
1) Mother Tongue Education: After more than 2-decades of continuous effort by Janakalyan and the
communities, Government of Karnataka has issued an order vide ED 34 PMC 2012 dated 31.12.2012
whereby the displaced families can study Bengali as SECOND language in 8 schools of Sindhanur
Rehabilitation Project. However, Government has yet not recruited the permanent teachers in these
schools to teach Bengali except guest teachers. More than 3000 students are now studying their
mother tongue as a constitutional right.
2) Citizenship: These displaced families have offered their ancestral properties to Pakistan (now
Bangladesh) for freedom to India. Government of India has the moral responsibility to rehabilitate
them in India as per the agreement during partition of the country. Accordingly, many have got their
due rights while there are a big chunk of the communities, who are yet to get the citizenship. Several
rounds of advocacy and meeting with top leaders like Sri Rajnath Singh, Sri Nitin Gadkari, Sri
Ramdas Attawale helped us to convince the government to introduce the Citizenship Amendment Bill
to the parliament and passed in Loksabha but not in Rajya Sabha. Our efforts will continue to get it
done in forthcoming sessions of the parliament.
3) Land Rights: Freedom at the cost of the ancestral properties of these teaming millions made them
victim of partition; though Government of India compensated the loss by providing 4-5 acres of land
in India but yet the entitlement is not transferred to them. Long battle of several years by Janakalyan
convinced the government machineries and finally Sri Shashikanth Senthil, IAS, DC, Raichur issued
an order to prepare the survey sketch of the land so that the ownership could be transferred. The
process initiated and survey of R H Colony No.4 was completed by the special survey team appointed
by DC, Raichur. However, after completion of the survey in R H Colony No.4, some miscreants
intervened from within the communities and stopped the process. Now, Janakalyan has stopped
intervening and thus nobody is there to peruse the matter.
4) Scheduled Caste reservation: Majority of the communities rehabilitated in Sindhanur Rehabilitation
Project are from Namasudra, Pod/Poundra & Rajbanshi communities. Years of efforts of Janakalyan
succeeded to convince the Government of Karnataka to resolve in the cabinet to propose the issue to
Government of India. Accordingly, Dr B R Ambedkar Research Institute was assigned the task of
preparing the socio-anthropological report. But, at this stage some community leaders played dirty
politics and thus Janakalyan was not involved in proposal preparation. As a result, the report
submitted to Government of India returned the proposal to Government of Karnataka stating that
these communities are not eligible for reservation as per the information submitted in proposal. The

Ideas in Incubation
Journey ahead to Janakalyan – support sought from donor communities
Janakalyan, in partnership with many kindhearted donors from within the country as well as from foreign sources,
has done tremendous job in bringing changes into the lives and livelihoods of its target communities for all these 22
years. However, there is a long journey ahead to accomplish its vision & mission for which we seek the support
from all our stakeholders in more generous ways than in past.

Journey ahead of Janakalyan is very long and thus the resource requirements. We have already developed many
proven tools which can be replicated / scaled in various other parts of the country in similar context. All these
proven models are across our 7Es i.e. Empowerment (Jan Sanghatan), Employment (Jan Krishi), Environment (Jan
Jal), Education (Jan Shiksha), Energy (Jan Shakti), Entrepreneurship (Jan Udyog) and Ensuring health (Jan Raksha)
to serve 4 holy mothers viz. Manvimata (Woman), Bhoomata (Soil), Gomata (Cow) and Gangamata (Water).

Replication of Proven Model: The proven models of Janakalyan like Water Banks for livelihood improvement of small and
marginal farmers, Wage Earners (WE) Groups, Agriculture Interest Groups (AIG), Neighbor Hood Groups (NHG), GNAN
(Garibi Nirmoolan Avartan Nidhi), ARP (Accelerated Reading Program), 3R (Reading, wRiting & aRithmatic), decentralized
rural education model, etc. need to be replicated / scaled up in the years to come.

Displaced Community Issues: Issues related to displaced communities, the victims of partition, in India are many and peculiar
which demands special qualities to understand and address. Janakalyan began its development journey through these
communities and acquired expertise in handling their issues. There is a great demand for bringing all refugees of India under a
common umbrella and Janakalyan believes that it is the single agency in India which can strategically address their valid issues in
due course of time. The issues includes citizenship to those deprived, land ownership, mother tongue education, social
reservation, revenue village status to these camps/ colonies where they have been rehabilitated by governments, etc.

Samuday Samarthya Soudha: Unless the rural communities are made aware about their rights and responsibilities, various
schemes and programs of governments, eligibilities and process to obtain the benefits, the true benefits will never percolate down
to the real and deserving beneficiaries. Therefore, Janakalyan propose to build a Samuday Samarthya Soudha (Community
Capacity Enhancement) to achieve this goal.

Learn and Earn: Janakalyan believes that India lives in villages and until village youths and women are gainfully employed, the
true development of India is not possible. Therefore, a rural training cum production centre is proposed to build wherein the
youths and women shall get opportunity to learn and earn. Rural skill improvement of the youths of rural India shall be its major
goal.

The Annual Action Plan of Janakalyan for 2019-20 approved by General Board includes the following major activities, which
seeks your support in translating them on field.

20 Annual Report 2018-19 : Another successful year in the history of Janakalyan

Footsteps of Janakalyan…………….
More than 2 Decades in the service of mankind
22nd year (2018-19) was a year of community contribution. Lack of resources from the formal funding

agencies to carry out the activities of Janakalyan was experienced. Lots of efforts were put to generate

resource from government, CSR, donors and foreign sources but yielded no result. However, the prime project
of Janakalyan, i.e. creation of water banks did not stop for the want of funds from the donors. The farmers
themselves came forward to create many water banks with their own contribution using our earth excavator.
21st year (2017-18) of www.jankalyana.org confined most of interventions to vulnerable communities like

muslims women, refugees rights, etc. and most of its time has to be spent to legal battle which also reached to

Supreme Court in the case of Subodh Biswas and 53 others in the Silapathat case of Assam. The legal battle

initiated for refugee rights in terms citizenship, mother tongue education, land rights, etc. A case is filed in
Karnataka High Court also for eviction of illegal encroachment of public roads. Therefore, could not
concentrate on fundraising and the result was drastic drop in resources and thus activities.
20th year (2016-17) was fully meant for refugees. In addition, the government of India supported Nai Roshni –
leadership development of minority women, empowerment of leprosy affected communities continued during

the year. Although, there was a setback in terms of financial growth and accordingly the staff strength was also
trimmed out. However, meeting with high level dignitaries like Union Home Minister, Parliamentary Affairs
Minister, Former Chief Minister of Karnataka, several MPs, MLAs, IAS officers of topmost ranks continued
to obtain the citizenship rights, social reservation, land rights, mother language education rights, etc.
19th year (2015-16) was a meaningful year for the target groups of Janakalyan. We realized that the concepts,

which have been in execution by Janakalyan, have been announced by Government of India. These are More

Crop Per Drop, Intensified Integrated Farming System (Bunch of Crops in Inch of land), Post-metric education
of adolescent girls (Beti Bachao Beti Padao), Rural Entrepreneurship Development (Skill Development), etc.
Therefore, the year is termed as Year of Adoption.
Janakalyan completed 18th year of operation in 2014-15! Whole efforts were concentrated in ensuring post-
metric education to rural children through its own institute to avoid child marriage / child labor. In addition,

language education through government schools was another effort. Government of Karnataka recommended
to consider Bengali communities to consider as SC in Karnataka. In addition, the regular initiatives continued.
The year 2013-14 being 17th year of Janakalyan, it is termed as year of Paradigm Shift; shift is seen in

diversification of activities within its programmatic framework of 7Es (Environment, Education, Employment,

activities with the support ICSSR, leadership training to minority women with the 1st ever GoI fund to
Janakalyan, entrepreneurship among leprosy affected beggars and many more. However, more time was also
spent for refugee rights during the year while more investment was on the education institute initiated by
Janakalyan. It has also integrated payment gateway for online donation.
The year 2012-13 is 16th year of Janakalyan existence! It was earmarked for fighting for the rights of its
primary target groups, the Bengali refugees. Accordingly, succeeded to ensure Bengali teaching in government

160th Birth Anniversary of Holy Mother Sarada. Government of Karnataka issued a gazette notification to
consider providing reservation to these Bengalis.
The year 2011-12 being 15th year of existence of Janakalyan, to make it meaningful it is declared as “Child
Care Year” and accordingly the activities were focused on child empowerment. Supporting refugee girls’

education, providing education kits to the children, major operation of a cute girl and above all, opening a new

2011 and relooked at all operational policies of Janakalyan like Service Rules 2001, Procurement Policy 2005,
Gender Policy 2007, and Investment Policy 2011. Credibility Alliance accredited Janakalyan under desirable
norms of highest standard in governance, accountability and transparency. The new website designed with

intervention in Gadag district. Similarly, the other major initiative taken up during the year is towards online
fundraising through GiveIndia registration, accreditation by Credibility Alliance, affiliation to Bharat Welfare
Trust, lifetime renewal of 80G of IT Act, etc.
The year (2009-10) marked completion of 13 years in the sector of rural development; in its history of these 13

Raichur district during previous year but due to an emergency call of the nature in the operational area,
Janakalyan had to initiate disaster management activities in the flood affected villages of Sindhanur on
humanitarian ground. The intervention concentrated on ensuring rights of children and women in flood
affected villages and successfully implemented in 10 villages.
The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan board felt
Year of New

that Janakalyan needs to compress its activities in Raichur and move in some other area. It started trimming its
2008-09

staff-size from the beginning of the year as well as programs. Study in other districts of Karnataka as well as
Era

research on potential donors started during the year. Janakalyan also done major surgeries to its operational
strategies, amended its byelaws, changed its board structure and composition and many more. To sum up, it
could be said that Janakalyan took new birth with new spirit.
The year (2007-08) is the year of expansion both in terms of area of operation as well as its role change.
Year of Expansion

UNICEF appointed Janakalyan as the nodal agency for its programs in Raichur district and the prestigious
national flagship program viz. Total Sanitation Campaign (TSC) implementation through the NGOs was
2007-08

assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks of Raichur district
through local NGOs. Janakalyan also participated in various national and international programs, activities,
meeting and workshops. The state level CRC convention was hosted by Janakalyan and represented Karnataka
in National level CRC convention. Janakalyan celebrated 10th Foundation Day on 12th January 2008 as mark
of 10 years of contribution to the society.
The year (2006-07) is the year of recognition wherein Janakalyan built a strong network with government as
well as non-government agencies. Government assigned many planning tasks to Janakalyan in the district such

Janakalyan was appreciated in the state level meetings by Sri Srinivas Murthy, the Principal Secretary of
RDPR in Hotel Atria, Bangalore. Janakalyan was also invited to train the NGOs of Mandya district in
preparation of perspective plans for Suvarna Gramodaya. In the district also, it could build an image and for
any developmental initiatives, Janakalyan is provided with the first opportunity. Janakalyan has developed a
corpus during this year. Janakalyan also established a campus of its own.
The year 2005-06 could be termed as year of HRD wherein Janakalyan had to recruit more than 150 staffs at

various cadres and train them in various sectors to carry out the activities undertaken in the district. The staffs

are recruited in each and every village of the Sindhanur block. Similarly the project inflow was also very high
and many activities had to be implemented in parallel.
The 9th year (2004-05) is recorded as the year for diversification. Janakalyan has expanded its area of

operation and reached each and every village of Sindhanur taluk as well as neighboring taluks also. Further,
the activities have also been diversified to health, education, sanitation, nutrition focusing child and mother.

Linkages with UNICEF established and it became the major donor for Janakalyan.
The year 2003-04 is the year of confidence building. An organization working with all sections of society as
target communities for the past 8 years has developed self-confidence in achieving maximum success in its

target. Looking to our professional management, dedicated team of human resource and judicious use of
financial resources another two big projects JSYS and HIVOS were added in our list. We also see considerable
change in conditions of our target community resulting because they have started believing in themselves and
our propositions.
The year 2002-03 is the year for sustainability of the organization. Sustainability of an Organization is nothing

but having a dedicated professional team of Human Resource and a constant flow of Financial Resources.
Towards this, Janakalyan put all the effort to have a competent team by recruiting a set of fresh graduates
because they could be tuned according to the vision and mission of Janakalyan. Many efforts were put to see
that the programs as well as the organization become sustainable. Janakalyan received FCRA and exemption

under section 12A of IT Act, 1961. We received first foreign grant for Cotton Based Integrated Farming
System development program. Janakalyan got lot of publicity during the year through NABARD supported
Jana-Udyog program. The area of operation was extended to outside the block as well as district. The
administrative Office was established at Marutinagar, Jawalgera.
The year 2001-2002 is the year of transformation. After proper training of the top management, it realized that
Professionalization

till date Janakalyan was functioning without proper planning. Planning Meeting was introduced for the first
time in the organization to organize the activities in a systematic way after assessing the needs of the

community in a participatory way. The organization also gave emphasis on professionalizing the approach by
recruiting the qualified employees like B.V.Sc., M.Tech., MSW, M.Com., MA graduates. A detailed Service
Rules for Janakalyan was also adopted during the year. A few sets of innovative programs also got introduced
during the year. The year is termed as Mass Mobilization Year because lot of efforts was put to organize the
community in demanding their rights from the concerned authorities.
The year 2000-01 is an important year for Janakalyan wherein the top management of the organization
undergone various training at renown Institutes. Therefore, the same programs were continued during the year
Year of Self

without much difference. However, the major step initiated during the year was formation of a Cluster Level
Initiative
2000-01

Federation of SHGs and starting a Milk Marketing Center at Sindhanur through this Federation. Kitchen
Garden Program was another innovative program to recycle the water to grow vegetable in the house-yard.
Most of the activities / programs got hindered during this year due to improper management as the staffs were
deputed for higher studies. However, a research study was undertaken during the year in the Rehabilitation
Project by the staff. The area of operation got extended to outside Rehabilitation Project.
The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort was put to
train the staff of Janakalyan at various NGOs and Institutions through training and exposure. Awareness
Year of Capacity

generation, training and exposure for the community (woman & farmers), relation building with local officers,
etc. were the major activities during the year. Fund flow also started from this year. Women Development &

1999-00

Empowerment Program, Mahila Arthika Swavalambane Yojana, Participatory Technology Development in

Cotton, Dairy Development Program, and Child Labor Elimination Program were the programs of the year.
The important innovation of Janakalyan was Sansar Pathshala, Kishori Vikash Program, Shree Shakthi Sabha
and Sangha Darshini Samittee. The fourth mata i.e Ganga Mata was added to the objective upon suggesting it
by most of the distinguished visitors to Janakalyan.
Year 1998 began with new hopes. The concept of raising income level of the farmer was added with land

reclamation (soil fertility / health management and preserving it for the generations to come). It also worked
out for subsidiary sources of income for these communities and found animal husbandry as a viable option;

started promoting the same along with agriculture. By the end of the year it realized that raising the income
level through its different approaches would not serve the purpose if proper mechanism is not adopted to save
the earned income; thus, started promoting Self Help Groups of men and women. And thus the objective of
Janakalyan was formulated as “to serve 3 holy mothers i.e. Manavi Mata, Bhoo Mata & Go Mata”. It also
started working with children, keeping education as the focal point through ASHA & Child Labor Schools.
Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise their income
level through intervention in the field of agriculture. It started working with farming communities with its own

resources. The strategy adopted to work with these peasant communities was ‘awareness generation’ among
the mass about the mistakes that they have already done and the ways to rectify it. Training & exposure were 2
tools adopted to convince these farmers about the proposition that Janakalyan was propagating about organic
farming.
