SUBJECT : REQUEST TO BE RELIEVED FROM DUTIES AND

DESIGNATION AS HEAD, RBAC SECRETARIAT

DATE : 27 OCTOBER 2021

I wish to tender my resignation as Head, Secretariat of the Regional Bids and

Awards Committee (RBAC) of Region V and to be relieved of my duties as RBAC
Head Secretariat. Said resignation is requested to be effective after the issuance of
Notice of Awards of all on going procurement projects as of this date, particularly
the Procurement of Voter Information Sheets and Lease of Venues for Training of
Trainers which are vital procurement activities in preparation for the 09 May 2022
National and Local Elections (NLE).

This request is being made for the following reasons:

1. To comply with Sec. 11.2.6 of the 2016 Revised IRR of RA 9184 on

renewal of appointments of RBAC Members considering that the
undersigned has been a member of the Secretariat for almost three (3)
years;

2. In view of the approval of the Commission En Banc of the proposed

appointment of the new Assistant Regional Election Director of this region
which shall later give opportunity to request for re-composition of new set
of RBAC;

3. To give chance for other Region V personnel to serve as RBAC Secretariat

to gain knowledge and experience on procurement processes;

4. To create opportunities for some other ideas and innovations that could be
harnessed out from a newly constructed committee;
 5. To devote fully on the preparations for the 2022 National and Local
Elections considering that she is assigned in City where there is sizably
larger number of voters compared to other assignments; and

6. To have more personal time specially that the undersigned is the one who
is taking care of her father who, aside from being of advanced age, is
having frail health condition. It bears to note that the undersigned has to
travel (back and forth) for more than three (3) hours whenever there is an
RBAC meeting, not to mention the resources she utilizes; and

7. To promote professional growth for some other opportunities.
