Fire Safety and Emergency Communication Philosophy

Hazard Communication
 All hazardous (such as flammable, oxidizer, explosive and toxic) chemical storage
tanks, containers and pipes are to be labelled in accordance to OSH (Classification,
Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013.
 All hazardous chemical piping shall be colour coded and standard used shall be
effectively communicated and displayed at site.
 SDS (Safety Data Sheet) for flammable, oxidizer and explosive shall be made
available at site in Malay and English. A copy of these SDS shall also be made
available at Emergency Management Centre for BOMBA and other emergency
response team or authorities.
 All equipment, storage and piping hot surface shall be labelled in accordance to
international standards.
 All explosive proof pumps and equipment shall be labelled EX in accordance to
international standards.
 Ignition source control signages such as “no-smoking”, no “naked flame” and “no
mobile phone” shall be displayed based on international and national standard.
 Hazardous Area Zoning shall be indicated and communicated.
 Fire Safety critical valve open/close position shall be visually indicated.
 Equipment or Tank abnormal pressure shall be displayed at location and DCS
 Equipment or Tank abnormal temperature shall be displayed at location and DCS
 Flammable and Toxic Gas/Vapour level shall be visually displayed at identified
potential leak area.
General Fire Safety Communication
 All portable fire extinguisher’s location shall be labelled.
 Location of fire fighting equipment shall be indicated in plant layout and displayed at
strategic location.
 All fire water storage and piping shall be labelled and colour coded.
 Fire pump room shall be labelled.
 PTW or Hot Work Permit status shall be communicated at site.
 LOTO system shall be established and communicated.
Emergency Communication
 Shall maintain emergency communication with BOMBA including automated system.
 Shall establish and communicate plant emergency alarm system.
 Shall establish and communicate neighbours and public emergency alarm or
communication system
 Emergency PA shall be made available.
 Shall display and indicated emergency evacuation route.
 Shall label and communicated emergency assembly area.
 Refuge Area shall be labelled
 Wind Socks shall be placed at appropriate location to indicate wind direction.
 Emergency Alarm Points/ Break Glass shall be placed at appropriate places based on
standards and risk assessment outcome.
 Shall establish and maintain “Emergency Control Centre” emergency communication
system.
