1 PURPOSE

The purpose of this procedure is to:

 Outline the process for identifying the HSSE related training needs and accessing the relevant training
 Identify the HSSE training plan and approved providers of training courses
 Establish the responsibilities of those staff involved in facilitating HSSE training

2 SCOPE

This Manual forms part of the HSSE Management System and covers all DEL ENTERPRISES LTD activities carried out at
any of their locations in the field or office; this includes activities carried out on DEL behalf by contractors and
subcontractors.

3 PROCEDURE

3.1 INTRODUCTION
The behaviour and competence of all DEL’s employees are two key factors contributing to the success of the company's
overall HSSE performance. Training is a fundamental tool to be used in shaping and developing such key behaviour. An
effective training programme will help staff to recognise and respond to hazardous situations in their daily work lives, as
well as drive compliance with the requirements of the HSSEMS.

The training programmes selected must adequately address the different organizational levels, risks, ability, literacy and
language skills of the target audience. The HSSE Department has documented a training needs assessment in the form of
a HSSE Training Matrix. This assessment is based on the requirements of the HSSE Policy, legal and other requirements
and business specific controls determined through a risk assessment process. The HSSE Training Matrix outlines the
minimum required training for each job classificati6n, as well as the approved providers, duration and validity period.

3.2 TRAINING PROCESS


All HSSE related training shall be administrated by the HSSE Department using the guidance provided in this procedure.
The main steps in the training process are given below:-

Step 1-Identify Training Needs


It is the responsibility of the employee together with their immediate supervisor to review the HSSE Training Matrix.
Identify their own training requirements based on job classification and gaps established by the competence assurance
process, the introduction of new technology, etc. Where a gap is identified and relevant training is recommended or
mandatory, the employee is then required to notify their immediate supervisor verbally or in writing.

Step 2- Submit Request and Gain Approval of Training


Upon receipt of an agreed request for training the supervisor shall forward the request to the Managing Director for
approval. The approved training request must be communicated to the HSSE Manager for confirmation of the
appropriate training. Department management is responsible for providing the appropriate time, resource and support
for their personnel to complete the agreed training.

Step 3- Confirmation of Request and Course Arrangements


The HSSE Manager will book the employee on the next available course giving consideration to the work schedule and
availability of the employee. The HSSE Manager will also confirm the booking to the employee and supervisor, detailing
any other pertinent information at that time. The employee in collaboration with the Supervisor is then required to
make the necessary arrangements to attend (registration, travel, accommodation, etc).

Step 4-Document the Training


On completion of training, the training provider shall forward all relevant certificates to the HSSE Manager. The HSSE
Manager shall file a copy of the employee's certificate in their personal file and input data in HSSE training database.

3.3 TRAINING METHODOLOGIES


Training may be considered to be delivered in a variety of ways, both formal and informal. Examples of the different
methodologies include:
 Presentations by approved training providers in-house or externally.
 On the Job (OJT) training supervised by approved coaches or mentors.
 Self-help or home study courses.
 In house presentations performed by the HSSE Manager or line personnel.
 HSSE meetings, sessions and workshops.
 HSSE stand downs.
 Any formal session convened to discuss HSSE related topics

3.4 TRAINING PROVIDERS


DEL will maintain a list of approved training providers who are capable of delivering high quality, recognized training to
the workforce. This aims to maintain a level of competence within the staff and being able to handle the changing risk
profile of the business. An annual review of these training providers will be carried but by the HSSE Manager in
conjunction with the Managing Director based on feedback from course participants and audits. The HSSE Training
Matrix will be updated as necessary and approved annually by Departmental Managers.

3.5 MINIMUM TRAINING REQUIREMENTS


As a minimum requirement for all personnel (company or contractor) entering a DEL worksite, they must first receive
basic training in the form of a facility specific induction session. The induction may consist of a dedicated presentation or
a personalized talk from a member of staff - depending on the site being visited.

3.6 HSSE TRAINING MATRIX


The HSSE Training Matrix is a spreadsheet containing a list of approved HSSE-related courses available to DEL personnel
(including contractors, as required). The matrix consists of the courses, the providers, course duration, validity and the
required mandatory and recommended minimum specific training for the relevant personnel classifications. It is
reviewed and updated as required by the HSSE Department (at least annually) taking into consideration the changing
risk profile of the organization, local and international regulatory requirements and standards to ensure suitable and
sufficient training is provided to the workforce. The HSSE Training Matrix will be approved by the Managing Director and
HSSE Manager each time there is a change.
