TECHNICAL SPECIATION FOR OUTDOOR TYPE SINGLE-PHASE 11/0.

250 KV
ALUMINUM WOUND (CONVENTIONAL TYPE) DISTRIBUTION
TRANSFORMERS OF 10 KVA RATING
1. SCOPE
This specification covers oil immersed, naturally cooled, single phase, 50 Hz, out
door type conventional distribution transformers for use in rural electrification
system.
2. APPLICABLE STANDARDS
Unless otherwise modified in the specification, the single-phase distribution
transformers shall comply with the Indian standard specification IS : 1180 and IS :
2026 as amended from time to time.
3. STANDARD RATING
The standard rating shall be 10 KVA for 11 KV (Phase to Phase) transformers. The
rated frequency shall be 50 Hz
4. NO LOAD VOLTAGE RATIO
The No-load voltage ratio shall be 11 KV / 250 Volts (phase to phase single phase
system).
5. WINDING CONNECTIONS
Winding connections for the transformers referred to above shall be as shown in
figure-I. The transformer for use in phase to phase system shall have two H.V.
bushings.
6. TAPS
No taps are to be provided on these transformers.
7. MOUNTING ARRANGEMENT
The transformer shall be provided with two mounting lugs (as shown in figure – 2
& 3) suitable for fixing the transformer to a single pole by means of two bolts of
16mm dia.
8. APPLICATION
Single phase transformers are normally intended for making available single phase
supply to the consumer at 240 volts of light & fan load.
9. CORE
The core shall be of high grade cold rolled grain oriented (CRGO) annealed steel
laminations, having low loss and good grain properties, coated with hot oil proof
insulation, bolted together to the frames firmly to prevent vibration or noise. All
core clamping bolts shall be effectively insulated. The transformer core shall be
constructed out of PRIME quality CRGO steel.
Transformer core shall have stacked/ wound type construction using prime quality
of M-4 grade/0.27 mm (with tolerance as per relevant ISS) thickness steel or better
with heat resistance insulating coating. The core shall be properly annealed to
relieve stress. The bidder shall furnish the core loss (watt per kg.) of the
lamination used. The original invoice of core material procured by the
manufacturer shall have to be furnished to the inspection team of DISCOM.

The minimum weight of core lamination for stack core construction shall be 36 Kg
while it will be 38 Kg. for wound core construction.

10. PERMISSIBLE FLUX DENSITY AND OVER FLUXING
Flux density at rated voltage and frequency shall not exceed 1.69 Tesla. The design
calculations in support of flux density shall be furnished by the tenderer along-with
drawing of core steps and calculations of effective cross sectional area of the core.
11. NO LOAD CURRENT & CURRENT DENSITY
The No-load current at rated voltage and at 112.5% rated voltage shall not exceed
values given below:

The variation in the above mentioned no load current shall be as per IS : 2026 (Part-
I). The design calculation in respect of No-Load current at full voltage shall be
furnished by the contractor.
12. CURRENT DENSITY
Current density on any part of windings shall not exceed 1.5 A/sq.mm and
weight of HV and LV windings with insulation shall not be less than 11 Kg.
13. TRANSFORMER OIL
The transformer oil shall comply with IS: 335 and latest amendments thereof. Total
minimum oil volume shall not be less than 32 liters for rectangular tank and 30
liters for round tank inclusive of oil absorbed in core coil assembly. The maximum
permissible oil absorption shall be 2 liters.
14. WINDING CONNECTIONS
14.1 The winding shall be of conventional type i.e. LV spiral cylindrical and HV cross
over type uniformly distributed on both legs. The neutral of secondary windings
shall be brought out to a separate insulated neutral terminal. HV windings shall
consist of maximum 2 coils per limb. All leads from H.T. coils as well as H.T. line
leads should be taken out through D.P.C. copper wires of sufficient X-sectional area
to impart desired mechanical strength. The current density in these leads should
however not 0.8 A/Sq.mm exceed. All the above lead should be taken out through
bakelite tubes.
14.2 The winding shall be so designed as to produce minimum out of balance forces in
the transformers.
14.3 The winding shall be designed in such a manner that all the coil assemblies are of
identical voltage ratio and shall be interchangeable and repairing of the winding
could be done easily without special equipments.
14.4 The conductor used in the coil shall be best suitable to the equipment and all the
permanent current carrying joints in the winding and leads shall be properly sleeved
and crimped instead of jointing with solder or welding. All HV and LV coil ends
shall be provided with crimped lugs.
14.5 DPC insulation shall be used for wires of HV and LV windings. Kraft paper in
layer(s) of total thickness not less than 4 mils shall be used for interlayer insulation,
DPC and Kraft paper used shall be of uniform density and free from any foreign
particle. The end turn of each layer shall be properly and fully covered to avoid

interlayer flashover. The Kraft paper used for this purpose shall be in conformity
with IS: 698/56 (Paper for electrical purpose) and latest amendment thereof.
Dovetailed spacers shall be used between the sections of HV windings.
Corrugated cylinder made from per-compressed insulation Board should preferably
be used between LV and HV windings alternatively runners pasted on pressboard
may be used in wound core design. The insulation of coils shall be vacuum
impregnated in oil to develop the full electrical strength in the windings. All
material used in the insulation and assembly of the winding shall be insoluble, non
catalytic and chemically inactive in the hot transformer oil and shall not soften or
otherwise be adversely effected under operating conditions.
Alternatively in place of vacuum impregnation, the core and coil assembly shall be
fully dried out in ‘Air Drying Oven’ till the coils are shrieked to the designed level
an dare completely dried only then they will be impregnated in the transformer oil.
14.6 Minimum gap of 25 mm. shall be maintained between the End coils and core for
stack core design.
15. FITTING TO BE PROVIDED
Following fitting shall be provided in all transformers: -
(a) Two earthing terminals (studs and bolts should be properly galvanized and conform
to latest version of IS: 1363 and IS: 1367).
(b) Two lifting lugs to lift core assembly.
(c) Two lifting lugs to lift complete transformer (not to be provided on the tank cover).
(d) Rating and terminal making plates.
(e) Air release plug -1 No.
(f) Pair of arcing horns on each HV bushing.
(g) Thermometer pocket to be suitable plugged with a threaded cap
(h) LV Bushing 2 Nos shall be covered in a metallic box (2mm MS sheet) designed in
such a way that cover of the box be sealed at four corners and proper clearance as
per IS be maintained. The box shall be designed in such a way that two nos.
PVC/XLPE single core cable of 50 mm2 Size can be used to connect L.T. terminals
of the transformer only and by any means supply cannot be tapped from L.T.
bushing rod/connectors without removing seals.
Necessary cable gland of adequate size shall be provided at the bottom of the
metallic box.
Additional Fittings for Rectangular Tank Construction:
(i) Oil level gauge with toughened glass with maximum average and minimum
marking as below:
Minimum - (-) 5 °C.,
Average - 30 °C
Maximum - 90 °C
(j) Drain valve-20 mm. for all transformers (it shall be covered with metallic cover by
spot welding) --- 1 No.
(k) An extended pipe connection at the top with a threaded cap so that it may be
possible to provide re-filling connection after removing the threaded cap.
Silica gel breather of approved design & should contain minimum 100 gm. Silica
gel.

16. RATING AND TERMINAL MARKING PLATES(S)

16.1 RATING PLATE: Each transformer shall be provided with a non detachable
rating and terminal marking plate(s) of weather proof material, fitted in visible
position.
In place of serial number of transformer, unique no. shall be punched on rating
plate. Unique number has been allotted indicating the name of the firm, capacity,
specification and serial number of the transformers. No-load/load losses must also
be engraved on the diagram plate. The entries on the rating plate as per clause
15.1 and 15.2 of latest version of IS: 2026 (Part-I) shall be invariably marked (by
etching, engraving or stamping). Plate should be firmly riveted with tank so that it
may not be detached afterwards.
16.2 In addition to above plate, the following details shall be punched on a mild steel
plate of size 150x150x3 mm. and this plate shall be welded firmly on the
transformer tank just above the rating plate in a visible position:
(i) Unique number
(ii) Name of firm
(iii) Warranty period/date of manufacture
(iv) MVVNL property
16.3 Unique Number has also to be punched on the top cover of the transformer.
16.4 The unique numbers of transformers in additional to name plate at tank body shall
be indelibly marked/punched on core channel to identify all core coil assembly of
transformers.

16.5 L.V. terminals shall be marked phase (250 V) and neutral respectively.
17. LIMITS OF TEMPERATURE RISE
17.1 The temperature rise shall not exceed the limits of 50 °C (measured by resistance)
for the transformer winding and 40 Deg. C (measured by thermometer) in top oil
above the ambient temperature of 50 °C when tested in accordance with IS: 2026
(Part-II) or any amendments thereof. The limits of temperature rise mentioned
above shall be within permissible limits during heat run test by feeding losses
calculated at 100 °C.
17.2 The transformer shall be capable of carrying its full load normal rated current
continuously under the highest temperature.
18. LOSSES AND IMPEDANCE VALUES
18.1 The No load losses in watts at rated voltage and frequency and the load losses in
watts at rated full load current and frequency at 75 Deg. C. shall not exceed the
guaranteed values given in the following table : -

The above mentioned losses are maximum permissible and there shall not be any plus
tolerance above this. Design calculations of No load and load losses along with
complete technical data and factors assumed will be enclosed along with the GTP in
tender documents.

18.2 In case during testing the actual losses found within guaranteed figure, the
transformer shall be accepted without any advantage to contractor for lower losses.
18.3 Where actual losses during testing are found in excess or maximum guaranteed
figures, the transformer shall be rejected.
18.4 Measurement of losses shall from part of type test / routine test at recognized test
house(s)/ works.
18.5 Percentage Impedance: The value of percentage impedance at rated current and
voltage at 750C shall be 4% subject to tolerance as specified in IS: 1180 and ISS:
2026/1981 or any amendment thereof.
.19. THE FOLLOWING DOCUMENTS ARE ESSENTIALLY REQUIRED
OTHERWISE TENDER MAY NOT BE CONSIDERED
(1) Source of purchase of core stampings alongwith its grade to be used n manufacture
(Copy of invoice of CRGO sheet manufacturer may be enclosed).
(2) Calculation of core weight.
(3) Calculation of no-load current at 100% and 112.5% voltage.
(4) Calculation of no-load loss.
(5) Calculation of load loss at 750C.
(6) Calculation of heat dissipation.

20. INSULATION LEVEL


The transformer shall be capably of withstanding the power frequency and impulse
test voltage as given in IS: 2026 (Part-III/)/1981 and latest version thereof.
21. CONSTRUCTIONAL FEATURES
21.1 Bushing Arrangement: The transformer shall be fitted with two high voltage and
two low voltage outdoor type bushing of appropriate voltage and current rating. The
HV bushing shall be mounted on length side or on the top cover and LV bushing
shall be mounted on side wall of the tank so that the inner live part of these
bushings remain immersed in the transformer oil in the tank. The electrical
characteristics of high voltage bushing shall conform to latest version of IS: 2099.
The low voltage bushing shall conform to latest version of IS: 7421.
21.2 The dimensions of bushing shall conform to latest version of IS mentioned against
them: -
L.V. Bushing : IS: 3347 (Part-I) Section 1 & 2
H.V. Bushing : IS: 3347 (Part-III) Section 1 & 2
21.3 Bushing Terminals : To avoid bimetallic action at the point of connection to the
aluminum windings and to the external aluminum cables / conductors, both HV &
LV bushing stems shall be made of Aluminum alloy conforming to the
requirements of IS : 3347.

21.4 The bushing terminals shall have bolted type clamping arrangement to directly
receive aluminum stranded conductors upto 7 mm both in horizontal and vertical
direction without requiring use of lugs. The terminals shall be directly screwed on
to the stem to secure effective sealing of the bushing. Details of terminals are given
in Fig. No. 4 & 5.

22. TANK CONSTRUCTION


22.1 The tank shall be of rectangular / round / oval shape with round edges and be
fabricated from tested quality of mild steel of adequate thickness i.e., minimum
3.15 mm for side walls and 5.00 mm for top & bottom plates for rectangular tank
and min 2.2 mm for side wall and 2.5 mm for top & bottom plates for cylindrical
tank.
22.2 For rectangular tank to meet the variation of pressure inside the tank, due to
variation in temperature and short circuit current, the tank shall be suitably
stiffened. The stiffeners are to be provided on all the four side walls of the tank.
22.3 The tank shall be capable of withstanding pressure as per values specified in IS:
1180 (Part-I) for non-sealed type transformers.
22.4 The transformer tank shall be complete with all accessories and lifting lugs and
shall be designed as to allow the complete transformer tank, filled with oil to be
lifted by crane or jacks etc. transported by Rail / Road without straining any joint
and without causing leakage of oil.
22.5 Oil level shall be minimum 25 mm above the core as well as HT/LT bushing’s
internal live parts inside the tank.
23. SEALING GASKETS

23.1 All sealing washers/gaskets shall be made of oil and heat resistant cork sheet
bonded with nitrile / neoprene. Rubber gaskets made of natural rubber or cork sheet
are not permissible.

23.2 The oil level in the transformer shall be made upto the required level while the
transformer filled with oil is maintained at a temperature of 450C.
23.3 The exterior of the transformer tank and other ferrous fittings shall be
thoroughly cleaned, scrapped and given a priming coat and two finishing coats
of durable oil and weather resisting paint.
23.4 All steel screws, nuts and fasteners exposed to atmosphere shall be either
galvanized or cadmium plated. It shall be mentioned in Technical Particulars.
24. TANK FINISH
24.1 The inner and outer sides of the tank and the tank cover shall be thoroughly
cleaned by sand blasting or chemical de-rusting agents.
24.2 The outside of the tank shall be given a coating of antirust primer and two coats
of dark admiral gray color which shall not turn dim and black in the due course
of time.
21.7.3 The inside of the transformer tank should be given a coating of Zinc Chrome which
may not cause any chemical reactions with the transformer oil or deteriorate the
insulating properties of the oil.
21.7.4 The painting shall be carried out with spray painting machines only, so that
painting is uniform.

25. CORE CONSTRUCTION
25.1 Magnetic Circuit: The design of magnetic circuit shall be such as to avoid static
discharges development of short circuit paths within itself or in the earthed
clamping structure and the production of flux components at right angles to the
plane of laminations which may cause local heating.
25.2 Every care shall be exercised in the selection, treatment and handling of core steel
to ensure that as far as possible the laminations are plain and the finally assembled
core is free from distortions burrs and bends.
25.3 Each lamination shall be insulated such that it will not deteriorate due to mechanical
pressure and the action of hot transformer oil.
25.4 The core lamination shall be of high grade non-ageing low loss and higher
permeability, prime grade, cold rolled grain oriented M-4, suitably annealed, free
from rust, dirt and dust. These shall be of uniform thickness. The lamination shall
be free from burrs, edges and be cut at an angle of 45 degree.
25.5 The complete design of core must ensure permanency of the core losses with
CONTINUOUS WORKING of the transformers. The value of the flux density
allowed in the design and grade of lamination used shall be clearly stated in the
offer.
25.6 All parts of the core shall be of robust design, capable of withstanding any shocks
to which they may be subjected during handling, lifting, transportation, installation
and service. Clamping of core and winding assembly with tank should be done by
angle iron pieces, welded to tank walls and not to be done with flat iron pieces.
25.7 Adequate fitments shall be provided to enable the core and winding to be lifted.
25.8 For the stack core design, certain details are given below for 10 KVA transformer
rating. These are the minimum values: -

d. Core Base and Bottom yoke shall be supported with 5 mm MS flat
properly bolted together In no case, flat or cut channels shall be accepted.
e. Top yoke channels to be reinforced by MS flat of 50 mm. at equal
distance, if holes cutting is done for LT leads so as to avoid bending of
channels.

25.9 The name of the manufacturer and unique no allotted to him shall also be
punched at a visible portion on the core assembly of each transformer.

26. BASE MOUNTING ARRANGEMENT

(a) For Rectangular Tank Construction


The under base of all transformers shall be provided with two channels / angles
(Welded in V shape) to make them suitable for storage to avoid corrosion during
storage.
(b) For Cylindrical Tank Construction

The bottom rim shall be designed in such a way that the transformer bottom cover is
15-20 mm above the ground level to make them suitable for storage to avoid
corrosion during storage.
27. CLEARANCE
27.1 External: The external electrical clearance between phase to phase and phase to
earth to provide adequate creepage distance in accordance with Clause 7.1 of IS:
2099 shall not be less than the value given below: -

27.2 Internal (For rectangular Tank):

I. Minimum internal clearance between inner walls of tank and core coil
assembly unit shall be as under : -
(a) On length side : 25 mm
(b) One width side : 25 mm
II. Radial clearance between HV & LV : 10 mm
winding (bare conductor clearance)
III. Phase to phase clearance between H.V. : 10 mm
limbs (live part)
IV. Minimum clearance from top of yoke : 75 mm
to the inside of the top cover of tank
V. Minimum clearance of LV coil to core : 3 mm
(mm)
VI. Minimum Gap between H.V. coil : 8 mm
(Horizontal Duct)
VII. Minimum clearance for HV coil to : 25 mm
lower and upper yoke
VIII. Minimum clearance between core and : 5 mm
tank bottom

The aforesaid external and internal clearance and minimum clearance and no
negative tolerance on these clearances shall be allowed.
28. TEST AND INSPECTION
28.1 Routine Test
All transformers shall be subjected to routine tests at the manufacturer’s works. The
following routine tests shall be carried out in accordance with the details specified
in the latest version of IS: 1180/Part-I and IS: 2026: -
(a) Measurement of winding resistance.
(b) Measurement of voltage ratio.
(c) Measurement of impedance voltage / short circuit impedance & load loss at
750C.
(d) Measurement of No-load loss and No-load current.
(e) Measurement of insulation resistance:

(Insulation resistance value shall be measured with 2500 V, Motorised
meggar). Minimum acceptable values for insulation resistance L.V. to Earth
at different temperature shall be as follows: -

(f) Induced over voltage withstand test.
(g) Separate source voltage withstand test.
(h) In addition to above, oil sample drawn from one transformer out of the
offered at supplier’s works shall be tested for BDV of oil (fresh from storage
of tank as well as from transformer). Test certificates from oil supplier are to
be provided in respect of resistively, acidity and tan-delta tests.
The purchaser reserves the right to take sample of transformer oil, filled in
the transformer, and send them for testing to an institute of repute at the
purchaser’s cost. The test result shall be binding on the Contractor.
28.2 The following additional tests shall be performed on one transformer in every
offered lot: -
(i) Oil Leakage Test:
The transformer with closed lid and with all the fittings including bushing in
position shall be tested for leakage at a pressure of 80 KPA (0.8 Kg/sq.cm. gauge
pressure) above atmospheric pressure maintained inside the tank for 10 minutes
measured at the base of the tank. There should be no leakage at any joint.
28.3 Type Tests
The offered equipment or the same equipment of higher capacity manufactured by
the tenderer at his works must have been successfully type tested as per IS: 2026/81
or latest amendment thereof during last five years counted from the date of opening
of tender at CPRI, Bhopal or Bangalore or N.T.H., Ghaziabad or ERDA, Vadodara
to prove their design as part of pre-qualifying conditions.
The following type test shall be made on the transformer :
(i) All Routine Tests as per Para – 25.1 (a) to (h).
(ii) Impulse Voltage Withstand Test:
As per ISS: 2026 / 81 (Part-III) Para-13 and latest amendment thereof.
(iii) Temperature Rise Test:
As per IS: 2026 / 81 (Part-II) and latest amendment thereof at guaranteed no
load plus load losses at 1000C.
(iv) Short Circuit Test:
The Dynamic and Thermal ability to withstand short circuit test as per ISS:
2026 / 81 (Part-I) and latest amendment thereof.
(v) Air Pressure Test:
The tank shall be fixed with a dummy cover with all fittings including
bushing in position and shall be subjected to following pressure created
inside the tank:
(a) 80 KPA (0.8 kg/sq.cm) above atmospheric pressure for 30 minutes.

(b) A vacuum corresponding to (-) 70 KPA (-0.7 kg/sq.cm. gauge pressure) for
30 minutes.
(c) The permanent deflection of flat plate after the excess pressure has been
released shall not exceed the value specified below without effecting the
performance of the transformer: -

(vi) Copies of all the above type test reports excluding routine tests described at
serial (a) to (h) of Clause – 25.1 alongwith detailed designs, and drawings of
the equipment certified by test house(s) shall be enclosed with the tender to
prove the design as successfully type tested, failing which it will be
presumed that the condition of type testing for pre-qualification (as per
clause – 1.2.4 of instruction to tenderers) is not fulfilled.
Type test and verification of losses are not required to be got conducted
again on conventional type (Bolted type) Transformer, if sealed type
transformer of the same rating, parameters and design has been successfully
type tested and losses verified during last 5 years counted from the date of
opening of tender at any of the test houses mentioned above and vice versa.
28.4 The transformer having passed successfully through the above tests alongwith the
verification of losses by test house shall be considered as acceptable design. The
physical dimensions of this transformer shall from the guide lines for subsequent
supplies.
28.5 The ‘Engineer of the Contract’ reserves the right to select a transformer out of
supplies and send it to any test house and get any / all the tests conducted. The
supplier shall be informed of such intention of the “Engineer of the Contract”
in writing. The result of such test (s) shall be final and binding upon both the
‘Engineer of the Contract’ and the supplier.
The cost of such test(s) shall initially by borne by the ‘Engineer of the
Contractor’ and in case the material is found not conforming to desired
specification the above cost shall be recovered from the supplier. In addition to
this following penal action shall also be taken by ‘Engineer of the Contract’
against the supplier.
(a) The order for the remaining supplies against the said contract shall be
cancelled.
(b) The supplier will be debarred for consideration in participation in three
subsequent tenders for this rating counted from the date of tests resulting into
failure of design.
In case, it is found during the joint inspection of transformer(s)
by the officers of DISCOM and / or representative of the third party entrusted
with the work of inspection and / or representative of the firm that the firm has
supplied substandard material then also the above penal action shall be taken.
If the representative of the third party and / or of supplier or both are not
present at the time of above joint inspection, then the inspection report of the
officers of DISCOM deputed for this purpose, shall be final and binding upon
the supplier without prejudice to the DISCOMS’s right to take the penal
actions, as mentioned above.
In the event of cancellation of orders no compensation shall be given to the
firm.

28.6 Testing Of Transformers Received in Stores:
1) The measurement of following parameters shall be done for 100% transformers
supplied by the firm:

a) No load losses
b) Load losses
c) No load current

2) Every consignee (Stores divisions) shall measure the above parameters at the
stores centre after delivery of transformers. The bills for payment shall only be
verified once the entry of above parameters has been entered in the measurement
books. In case these parameters are found to be more than the prescribed limit
mentioned in technical specification of the tender, no payment shall be made to
the supplier. The payment shall only be made after checking of losses and their
values falling with in the prescribed limit.

3) In case no load as well as load losses are found to be in excess of the prescribed
limit , the entire lot of the transformer shall be returned back to the firm on his
expense and his remaining order under the contract shall be cancelled.

29. INSPECTION
29.1 The transformers shall be inspected for the following to verify that all the
provisions made in the specification and technical particulars given are being
complied with: -
(a) Check for dimensions of transformers.
(b) Internal and external construction of transformer.
(c) Workmanship.
(d) Check for genuineness of raw material.
(e) The inspector(s) authorized by purchaser shall have the right for checking
the records pertaining to receipt and issue of all the major items of raw
materials including transformer oil. The supplier shall also have to produce
requisite test certificates for each and every consignment of transformer oil
the other major items or material.

29.2 The measurement of following parameters shall be done for 100%


transformers offered in a lot:

All the transformers shall be sealed in presence of the inspecting team.

29.3 The purchaser’s reserves the right to draw required number of samples of
transformer oil and other major items of raw material. These samples shall however
be drawn and sealed in the presence of contractor. The purchaser further reserves
the right to get these samples tested from some Government Test House /
Laboratory as mentioned above in Para – 26.3.
29.4 The ‘Purchaser’ reserves the right for stage inspection of the transformer in which
assembly of core and winding could be inspected. And the firm will give 15 day’s
advance intimation to organize the stage inspection.

29.5 Inspection of Testing Instrument
29.5.1 All the measuring instruments e.g. wattmeter, voltmeter, avometer, CT & PT and
other instruments should be properly calibrated and sealed once in every year.
Calibration certificate, when demanded by the inspecting officer, shall be produced
for verification purpose. In case of any dispute regarding calibration of instruments,
instruments will be sealed and signed by the representative of the “SUPPLIER” and
the “PURCHASER” and will be sent to an institution / lab. Of repute or its own lab
for calibration at the cost of the supplier.
29.5.2 Any transformer out of the lot offered for inspection shall be opened to inspect the
core and coil assembly and physical checks of material, as per following criteria :

Lot of Upto 100 Nos. T / F - 1 No.


Lot of 101 to 200 Nos. T / F - 2 Nos.
Lot of 201 to 300 Nos. T / F - 3 Nos.
Each and every lot of the transformer shall be inspected by the inspecting team and
each lot shall consists of 50 (min.) to 300 (max.) Nos. transformers. 10% of the
transformers shall be sampled for routine / acceptance tests.
29.5.3 All the tests and inspection shall be made at the place of manufacturer unless
otherwise specifically agreed upon by the manufacturer and the Engineer of the
Contract at the time of purchase. The manufacturer shall offer the inspecting
officer(s), representing the Engineer of the Contract, all reasonable facilities
without charge to satisfy him that the material is being manufactured in accordance
with this specification.
Note: Inspection shall be carried out only after routine test results are submitted to
Engineer of Contract, and Unique Number of transformers are given.

29.6 The provision of challenge testing is included in the ambit of the tender
specification and accordingly any tenderer shall be allowed to forward his request
to DISCOM for testing of any transformer supplied by any of the other suppliers in
this tender. The challenging tenderer shall submit complete expenses involved in
the testing of the identified transformer at CPRI in advance and if the transformer
fails the test, action shall be taken against the supplying firm. The challenge test
shall be jointly witnessed by Challenging firm, departmental representative and the
supplying firm. Provisions of challenge testing are mentioned below:

A) Challenge testing
a. The label contents can be challenged by any person.
b. The challenge must be submitted to DISCOM in writing.
c. DISCOM will examine the challenge within a month of the date of receipt in
writing. The Standards and Labeling Implementation Committee will recon
whether to conduct a challenge test or not, keeping in view the basis of the
complaint and examination of past records.
d. The decision of DISCOM will be final and will be conveyed to complainant along
with justification.
e. If a challenge test is required then
i. The complainant will deposit the expenses related to transportation (to and from
the place of picking of sample to the test laboratory) and testing in advance to
DISCOM.

ii. DISCOM will arrange for selection and sealing of samples. The transportation to
the assigned laboratory is the task of the user of label.
iii. The testing will be conducted in an independent Test laboratory registered with
DISCOM and the testing charges would be paid out of the advance by the
complainant.
f. The complainant and the user of label may witness the process of challenge
testing.
g. If the equipment fails the challenge test then the expenses paid by the complainant
would be reimbursed by the user of label whose equipment has failed.
h. If the equipment passes the challenge test then the deposit of complainant would
be forfeited.
i. If the equipment fails the challenge test the enforcement process (section) will be
followed.

B) Enforcement Process
a. If the equipment fails the verification/challenge testing, then the matter will be
placed before the Standards and labeling Implementation Committee and the user
of label will be informed about the failure.
b. The user of label has the option to go in for the second test, in case the equipment
fails the first verification/challenge test
c. A second test will be carried on with twice the initial test sample size, and all the
samples should pass the test.
d. The user of label will bear the expenses related to the second test.
e. If the equipment passes the second verification/challenge test then no further
action would be taken and the appliance would deem to confirm to the label.
f. If the equipment subjected to verification/ challenge testing fails the second test
the user of label will within the given time limit by DISCOM.
i. Correct the label level or remove the defects or deficiencies found for next
equipment/models yet to be shipped out as well as for equipment/model sale in
the market.
ii. Change particulars/information on advertising material
g. If the user of label fails to comply with the direction issued under clause (f) the
use of label for that model will be prohibited. In addition,
i. DISCOM will inform the consumers about the failure of the equipment by wide
publicity.
ii. DISCOM may advise the government to debar the equipment/ model and the
user of the label from participating in any public tender.

30. DRAWING
30.1 The supplier should submit following drawings in triplicate alongwith the designed
guaranteed technical particulars in respect of the transformer offered by them : -
(a) General arrangement drawing, showing overall and internal dimensions of
transformer and tank (without fitting), weight of the core and winding, tank

and fitting, transformer oil (in liter), and also size of HT / LT conductor,
transformer tank sheet thickness, clearances etc.
(b) Name plate diagram and guaranteed maximum no load and load losses
without any plus tolerance.
(c) Bushing drawings, porcelain portion drawing and terminal arrangement and
connector drawing without their electrical and mechanical characteristics in
a tabular form and arrangement of HV and LV bushings with dimensional
details.
(d) Cross sectional drawing of Core and coil assembly showing all dimensions,
various electrical clearances and also details of various clamping / insulating
materials.
(e) Cost analysis must be furnished by the tenderers alongwith the tender bid
part-II (PRICE) on the prescribed format, annexed with Technical
Specification (Annexure-II).
31. TOLERANCES
Tolerance in physical dimension of tank without prejudice to relevant ISS shall be
admissible 1.5% of the dimensions given in G.T.P. subject to maximum 10 mm.
However, no negative tolerance on all parameters including physical dimensions of
tank certificated by test house / laboratories in respect of the equipment which has
been successfully type tested shall be allowed.
32. TERMINAL CONNECTORS
32.1 Overall Requirements:
All components of the Bushing Terminals except ‘U’ bolts of L.T. terminal shall be
made of Aluminum alloy of designating 2290 (IS : 617 / 75) of tensile strength not
less than 300 N/Sq. mm. (30.5 Kg/Sq.mm). The terminal body shall be of single
casting. The ‘U’ bolts shall be made of hot dip galvanized steel. The spring washers
and nuts shall be electro galvanized. The zinc shall conform to grade 2n98 of IS:
2090 / 1966. Nuts shall be made of material conforming to property class 4.8 of IS:
367 / 1967 for mechanical properties. Metal parts/accessories such as terminal
connectors, stem caps etc. for H.V. & L.V. side are to be of aluminum alloy
conforming to IS : 3347 and latest amendments thereof.
While using above aluminum alloy, test results from a recognized test house in
respect of hardness, conductivity and tensile strength etc. shall be provided to the
inspecting officer.

32.2 Routine / Type Test

The connectors shall be subjected to the following routine / type tests as detailed in
latest version of ISS: 5561 at the cost of supplier.
