1.0 SCOPE
The purpose of this instruction is to inform employees about the organization of defense against fire at
the work place OFFICE BUILDING.

2.0 FIELD OF APPLICATION

This instruction applies to all employees who work in OFFICE BUILDING.

3.0 RESPONSABILITIES

3.1 DEPARTMENT MANAGER (PROCESS OWNER)

Ensure that employees learn and comply with the instruction
3.2 EMERGENCY SITUATIONS SPECIALIST
Prepare the document and provide necessary training materials.

Comply with this instruction.

4.0 DEFINITIONS
Organization of defense against fire for the work place – establishing how to intervene and evacuate,
and responsibilities of employees for intervention and evacuation in case of fire.
Meeting place in case of evacuation - meeting area for employees, contractors and visitors in case of an
emergency situation

7.0 PROCESS DESCRIPTION

7.1. Fire prevention

7.1.1. Combustible and flamable materials

a) paper

7.1.2. Possible ignition sources

7.1.3. Work equipments

b) household electrical devices

7.1.4. General measures

a) waste collection at the end of the program and whenever is necessary;
b) smoking is prohibited;
c) ways of escape and evacuation doors must not be blocked;
d) it is prohibited to block acces to: the means of intervention against fire, electrical switchboards, any
other equipment and utilities that must be handled in the event of fire.

7.1.5. Specific measures

a) is forbidden the use of work equipment with malfunctions, improvisation, changes;
b) hot work activities will take place on the basis of Hot work permit code - LUFK-RO-HSEWI-M-
HSE-002 and Fire protection instructions for hot work code - LUFK-RO-HSEWI-K-HSE-017

7.2. Organization of the first fire-fighting interventions.

7.2.1. Ways of alarm/alert

a) alarming of the staff is done via panic buttons located near escape doors and in the working spaces
or by acustic signals from detection central.
b) alarming time is 60 seconds without interruption. If the alarm is not canceled, in this period, will
begin the evacuation.
c) in case of a fire fireman on duty , must be announced at # 9999

7.2.2. Equipment and devices for limiting and extinguishing fire

- interior/exterior hydrants – 2 employees
- electrical room / utilities (gas, water) – electrician / mechanic on duty
- trigger on / off extinguishing installations – fireman on duty

Responsible for using extinguishers

a) After the beginning of the alarm, check the type of alarm, stop the alarm and goes in the location
indicated to verify the existence of fire.
b) if the fire is confirmed, he press the red panic button to give the evacuation signal.
c) announces the personnel responsible for turning off utilities, if necessary and intervine on fire with
extinguishers.
In the absence of responsible for using extinguishers, the responsabilities will be taken according to
LUFK-RO-HSEWI-K-HSE-026-A001 Employees with responsibilities and duties tranfer.

Responsibles for using hydrants

a) After confirmation of fire, announce the fireman on duty at the #9999 about the existence of fire
b) If necessary, intervine on fire with extinguishers or hydrant.
Fireman on duty
In case of fire, fireman on duty ensure that pumps serving sprinkler and hydrants systems (jockey
pump, electrial and diesel pumps) runs throughout the intervention, and close them when it is
confirmed that the fire was extinguished (after closing to ensure that are on automatically position).
Also make sure in case of fire, the sprinkler system valves are in the open position, remains in the
control area to close them if it is ordered by the intervention responsible or public firemen department.

Electrician / mechanic on duty

After being announced by the existence of a fire, must take the necessary measures to interrupt
utilities.
This requires that maintenance personnel to have the means necessary for intervention (key to open
electrical rooms, heating room, for opening boxes which protect the joints of gas, various tools that can
be useful, etc.), all these organized in a kit for emergency intervention.
Responsible for establishing the content of the kit is the maintenance supervisor.

7.2.5. Employees who ensure evacuation of people

- Evacuation responsible / gathering place – 1 employee
- evacuation responsible – 2 employees

Gathering place responsible

a) Verify that all the employees are at the gathering place, confirmed by head of departments on
presence list.
b) Is informed by the evacuation responsibles if all the employees evacuated building.
c) Is informed by area responsibles if all contractors are present at the gathering place ( responsibles
area known all contractors in the area on the basis of the work permit).
d) is informed by employees that have received a visit about the visitors presence on gathering place.

Evacuation responsible
a) Guide employees to escape door
b) Check if all employees evacuated from the building and notify the gathering place responsible about
the result.
c) Heads of departments at the gathering palce make the presence of their employess on the basis of
presence list.

d) Heads of departments have the obligation to make the presence list for their employees according
with LUFK-RO-HSEWI-K-HSE-008-F001 Presence list.
e) Heads of departments must have available all the time the presence list, in case of emergency
situation to be able to take it to gathering point and make the presence to their employees.

7.2.6. Employees without atributions

a) Personell without responsibilities in fire-fighting and evacuation, will evacuate the area on paths and
escape doors, following the indication of evacuation team.
b) Moving on the gathering place must be done on sidewalk according to LUFK-RO-HSEWI-K-HSE-
026-A002 Moving ways to gathering place.
c) At the gathering place they group on departments.

7.2.7.Other situations
Signaling due to a possible fire in the fire detection central located in guard houses, security agents
serving those posts, when public firefighters are requested, will communicate at their arrival on
company, the location of the fire, firefighters directing and giving them the plan of fire intervention,
approved by the firemen public department.
For situations when not working , intervention staff will consist of fireman on duty and security guard
in the area where the fire broke out.
If while making rounds, a security guard discovers a fire is required to announce on telephone fireman
on duty. If fire is signaled by the fire detection central and alarm the guard house, service agent is
required to announce on telephone fireman on duty.
