The attached addendum should be incorporated into the

2021-2022 Edition of the Technical Instructions (Doc 9284) and is
applicable from 23 February 2021.

TECHNICAL INSTRUCTIONS FOR THE SAFE TRANSPORT

OF DANGEROUS GOODS BY AIR

The following amendments are approved and published by decision of the Council of ICAO and should be incorporated into the
2021-2022 Edition of the Technical Instructions (Doc 9284) with an applicability date of 23 February 2021:

In Part 3, Chapter 3, page 3-3-28, Special Provision A220, amend “COVID-19 vaccines” to read “COVID-19
pharmaceuticals” and add the following new sentence:

This same package configuration, when consigned without the COVID-19 pharmaceutical for the purpose of use or
reuse, is also not subject to the marking and documentation requirements of Section II of Packing Instruction 967 or
970, as applicable, provided prior arrangements have been made with the operator.

In Part 7, Chapter 1, page 7-1-3, paragraph 1.7, add the following note:

Note 3.— Specific guidance on safety risk assessments related to consignments containing COVID-19
pharmaceuticals is provided at www.icao.int/safety/OPS/OPS-Normal/Pages/Safety-transport-vaccines.aspx.
