1) Activity

Installation of LVAC Panels in ADDC LVAC Room and TRANSCO LVAC Room as per the approved GA and panel
support Detailed drawing.

2) Introduction

The Panels will be installed on to the respective Panel Support structures by using Pallet Trolley.

3) Terminology

 O/E: Owner / Engineer


 PPE: Personal Protective Equipment

Control measures to be taken before erection are as below,

 Toolbox talks to be given to the workmen by concerned supervisor about the hazards and the precautions to be
taken.

 All openings through which persons my fall down shall be covered appropriately. Skilled and experienced persons
shall be involved in the activity.
 Area to be cordoned off and warning signs to be displayed.
 If any temporary access platform is provided, it shall be properly erected.
 All lifting gears (D-shackles, lifting belt, pallet trolley and chain pulley block) must have valid test certificate.
 Tag line to be used and to be connected to the load.
 Walk ways / Gangways to be kept free from small wooden blocks and cables.
 Use of PPEs like heavy duty hand gloves, safety shoes, and hard hat.
 While using pallet trolleys, the load shall be placed in a stable manner and the pulling action shall be gentle.

5) Roles and responsibilities

Site In-Charge / Site Manager

 Ensuring the safe work environment to employees.


 Planning the required resources such as Manpower, power tools, Material, and Machineries well in advance and
ensure the same prior to the commencement.
 Ensuring necessary approved documents at site.

Engineer

 Ensuring the controls at work spots in person.


 Verifying the compliance of control measures as per risk assessment.
 Ensuring the emergency preparedness.
 Ensuring the availability of the necessary resources.
 Verifying and confirming erection check list.
 Reviewing of TBT contents / risk assessments for handling of heavy equipment’s.
 Ensuring clearance from respective in charges (civil / electromechanical).
 Ensuring the availability of permit if required from client through competent person.
 Ensuring the availability of calibration certificates for all tools and lifting equipment’s.
 Reviewing of erection completion and issuance of clearance for testing.

Supervisor / Foreman

 Conducting TBT based on risk assessment / live electrical equipment.

 Allocating the right resources as per the skill set.
 Communicating safe and correct method of erection.
 Implementing the control measures as per risk assessment & permit.
 Controlling the complete installation and erection process.
 Controlling the heavy equipment operations like crane.
 Ensuring proper functioning of all power tools and equipment’s required for erection.

Workmen

 Wearing appropriate PPEs.


 Understanding and following the instructions given by line staff.
 Safe method of working.
 Aware of all risks and their control measures.

Safety Officer

 Assisting the line staffs for managing HSE efficiently.


 Ensuring the compliance of Legal / Owner / Engineer requirements.

6) Sequence of activities

The following step by step procedure for erect panels,

Site Preparation

 The platform around the panel room to be arranged and clear the area of the panel access.
 Check the calibration of hydraulic trolley and lifting belts D-shackles, bottle jacks.
 Identify the order of panels & unpack the panels.
 Level to be checked based on the approved drawings.
 Panel marking to be done as per the corresponding drawings.
 Crane entry permits requirements to be fulfilled before commencing lifting activities wherever applicable.
 Obtain clearance from other departments for panel erection.
 Control measures stated in risk assessment to be complied.
 Openings should be covered & barricaded near the panel movements.
 Checking for proper fitting & lifting eyebolts, tightening of locking screw ends.

 Install the panel support structure in the location marked in the respective room where applicable.
 Unpack the panels and shift it to the offloading platform using mobile crane
 Lift the Panels using Monorail Hoist and lift into the corresponding Floor and position it over the hydraulic trolley.
 Panels to be moved by hydraulic trolley (wherever applicable) up to its final location.
 Lift the panel slowly and place the panels on foundation or channel supports.
 Check the level & positioning of panels on foundation or channel supports.
 Clean the panel with vacuum cleaner.

7) Requirements

7.1 Plan, records and job instruction(documents)

 Equipment layout end General Arrangement drawing in approved status.

 Approved erection procedure.

 Erection Check list and shock log report.

7.2 Training

 Training on portable power tools usage and manual handling to be provided..


 Training for Rigger.

7.3 On site risk assessment

 Risk assessment shall be reviewed site specifically prior to work start to ensure the existing controls are
adequate.

7.4 PPEs

 Safety helmets, safety shoe, goggles, gloves and coverall, safety harness

Equipment / tools

 Hydraulic crane 25 ton for offloading of panels, Nylon belts Range: 02 meter, 1.5 ton, D-shackles, Nail bar / Crow
bar for breaking package and leveling, Pallet Trolley Range: 02 Ton, Wooden Planks for placing panels, Roller
pipes for moving panels, Fitter tool box, Ratchet box, Torque wrench, Bottle jack Range: 05 Ton, Sprit level for
level checking, Electrician tool box, Vacuum machine for cleaning.

7.6 Additional requirements

 First aid facilities with trained first aider and fire fighter shall be made available.

8) Emergency procedures

In case of major Injuries

 Do not panic. Call ambulance and notify emergency team at site.


 Do not move the injured unless he is in danger.
 If danger exists, he shall be assessed by a trained and qualified first aider before moving. Use a stretcher
 Do not crowd around the victim. Do not give anything to eat or drink. Ensure adequate air and lighting.
 Only trained and qualified first aider shall treat the victim and ensure that his airway is kept clear.
 Victim shall be transported to hospital in an ambulance.
 Preserve the accident scene for further investigation.

In case of fire

 Follow Transco’s approved emergency procedure as per HSE Plan.


 Never try to extinguish a fire if you are not a train fire fighter.
 Sound the alarm and notify the emergency controller at site.
