HSE Management System Engineer Req: 38756BR
Main Duties & Responsibilities
• Assists the Methods Manager in updating and developing
the TEP-Uganda HSE (Health Safety Environment),
Management System (MS) which includes the H3SE
procedures, Reporting, Contractor Management,
Emergency Preparedness and Engineering documents in
compliance with MAESTRO referential and Company E&P
referential
• Assists in implementing and maintaining Company’s
Emergency Response System and update existing
documents: Emergency Response Plan, Emergency
Directory and Contact Register etc.
• Ensures maintenance, functionality and test of the
Company’s emergency facilities: Crisis Room, On Duty
Officer tools, etc.
• Manages the On Duty Officer (ODO) system and ensures
effective handover between each party
• Organizes the emergency preparedness as Large-Scale
Exercise, Tabletop Exercise and ensures follow up of action
plans
• Develops safety operating procedures for Company’s
facilities in collaboration with operations disciplines
(drilling/construction/ logistics);
• Develops H3SE procedures for TEP Uganda HSE MS to follow
MAESTRO referential
• Responsible for the management in case of
emergency situations occurring on construction
site, and consequently for application of the entity's
emergency response plan and related procedures
• Ensure and enforce compliance with the HSE rules
during construction and installation phases to
minimize risk at any time during the project phase
• Compile necessary reports (daily/weekly/monthly)
for the Construction Manager (RSES) South and

Qualifications & Experience
• Bachelor’s Degree or equivalent in an appropriate
engineering discipline
• Minimum 15 years of relevant experience in the Oil
and Gas industry.
• Previous experience in the construction of civil,
structural, mechanical, piping and electrical works
(with proper technical level of understanding of all
disciplines)
• Previous experience in large onshore/offshore oil
and gas construction projects. Recognized level of
expertise in
construction discipline with at least 6 years’ experience in
construction management within a multi-disciplined
environment in the Oil and Gas, Petrochemical and Refining
industries.
• Good knowledge of international design codes/standards
and TOTAL E&P general specifications is required.

Finance Controller Req: 38874BR
Main Duties & Responsibilities
• The job holder is responsible for the Cost Control and
Budget/Reporting departments linked with the activities of
operated blocks (EA-1 and EA-2) and non operated blocks under
the JV agreement (EA-3) and pipeline
• In charge of the budget construction and follow-up, cost control
of the whole Company including the adaptation of the structure
to the different phases of the project development, and Joint
Venture activities including billings and cash calls
• Promote a robust cost awareness culture throughout the whole
subsidiary through ad-hoc internal workshops and permanent
close contacts and interfaces with budget owners and budget
spenders in operational as well as support departments
• Put in place cost monitoring programmes, identify potential areas
for cost reduction and propose ways to achieve such
goals. Contribute, via his/her controlling position within the
supply chain, to prevent fraud and corruption. Consolidate

• Ensure SAP analytical structure integrity over time and its
permanent adequacy and appropriateness to the evolving
contractual framework relating to the investment periods as
required by PSC, JV and Group reporting obligations
• Coordinate and monitor the Joint Venture/PSC/Group budgets full
cycle across the subsidiary: data collection from the budget
holders, quantification control and challenging, data compilation
and computation, and budget construction
• Ensure reliability and accuracy of budget estimates. Prepare
budget brochures and participate in budgets’ presentations (and
revisions thereto) to the Group, the Partners and the Authority

Main Duties & Responsibilities
• Prepare the annual risk based HS audit plan with the
Methods Manager.
• Maintains regular contacts with TEPU contractors and
participates in audits of their HSE management
system and operational organization
• Follow up the action plans related to audits and provide
status in regular basis (during site HSE committee
meetings/HSE board elaborates the HSE articles and
exhibits of Service Contracts
• Periodically (every 3 months) review the progress and
status of audits actions
• To ensure pre-qualification, tender evaluation and
management of contractors are in line with TEPU
requirements
• Participates to the elaboration of HSE Audit
methodology for all kind of Service Contracts and
yearly HSE audit program approved by DS
• Assist HSE Methods Manager in updating, developing
and proper organization of the TEPU HSE MS which
includes the HSE Manual the engineering documents
and documents issued by other divisions but that
contain an HSE aspect, especially whenever gaps are
identified with DGEP reference system.

Policies, Standards and Guidelines
• To keep aware and understand national, international,
accounting closure in liaison with the activities performed.
