PART I – SOLICITATION PROVISION

1 WORK GENERAL DETAILS


The CONTRACTOR shall provide inspection services and non-destructive testing (NDT)
for projects and existing facilities through certified and competent workforce as
mandated by Saudi Aramco Company’s General Instructions (GIs) and standards in
Community Services’ Inspection & Quality Assurance controlled areas.

1.1 Contract Duration

The contract is expected to last through the maximum duration for Mid-Form Contracts

1.2 Bid Submission


CONTRACTOR shall submit a Mid Form Contract Unit Rate bid to supply al
labor, permanent, temporary and expendable materials and equipment
required for the completion of the works as described in the Scope of Work.

1.3 Contract Payment
CONTRACTOR shall be paid for the actual WORK completed. No payment shall
be made for the WORK that is not performed by CONTRACTOR.
Payment shall be made, as a minimum, every month period of the Contract.
To determine inspection activities’ progress and WORK completion,
CONTRACTOR shall obtain and provide necessary documents signature
submitted to SAUDI ARAMCO Representative(s) on a monthly basis of the work
accomplishment conducted (through time-sheets and NDT inspection
activities) for approval.

2 SPECIFIC INSTRUCTIONS
2.1 Scope of Work
It is the intent of the Scope of Work to generally describe the major
components of the WORK. It shall not be considered to be an itemized listing
of each element of the WORK. CONTRACTOR shall include all works necessary
for the proper completion of the WORK ready for efficient operation.

The documents forming the Contract are to be taken as mutually explanatory


of one another and shall be read as a whole. Anything mentioned in the Scope
of Work and not shown in the daily activities, or shown in the daily activities
not mentioned in the Scope of Work, shall be of like effect as if shown or
mentioned in both. CONTRACTOR shall promptly refer any conflict, discrepancy
or inconsistency of information between the documents to the SAUDI
ARAMCO Representative, who shall promptly make determination in writing
within the bid clarification period.

2.2 Workmanship
All WORK shall be performed in skillful, workmanlike and safely manner in
accordance with SAUDI ARAMCO Manuals, the relevant General Instructions
and SAUDI ARAMCO Codes and Standards.
CONTRACTOR is held responsible to complete the WORK in accordance with
the details and requirements of the Scope of Work as shown in the Drawings
and all applicable SAUDI ARAMCO Codes and Standards.
No WORK shall be considered complete unless inspected, approved and
certified by the SAUDI ARAMCO Representative to be in conformance with the
drawing(s), Scope of Work and all SAUDI ARAMCO Codes, Standards and
Specifications.

1 CONTRACTOR’S RESPONSIBILITIES
1.1 Carry out all works in accordance with and subject to the Terms and Conditions
of the Contract.
1.2 This Scope of Work describes only the content of activities required for the
services. Details contained therein must be read in conjunction with other
contract documents to obtain a complete understanding of the full requirement
of the Contract.
1.3 CONTRACTOR shall provide qualified supervision, manpower, vehicles, materials
(except as those materials SAUDI ARAMCO elects to supply), equipment, and
tools required to provide the WORK identified in this Contract.
1.4 The CONTRACTOR shall provide all necessary vehicles for transport of personnel,
utilities, equipment and materials to the job site.
1.5 The CONTRACTOR shall be responsible for the supply of all protective articles,
safety helmets, eye and face shields, gloves, boots, etc., required for the safe
and proper execution of the work.
1.6 The CONTRACTOR at his own expense shall repair any damage to the existing
facilities caused by the CONTRACTOR or his Sub-CONTRACTOR’s negligence
without any additional cost to SAUDI ARAMCO.
1.7 The CONTRACTOR shall work on the basis of Scope of Work.
1.8 The CONTRACTOR shall at all times ensure that his employees, agents and sub-
CONTRACTORs shall comply with the provisions of the SAUDI ARAMCO
Construction Safety Manual and SAUDI ARAMCO publications entitled “Loss
Prevention Requirements for CONTRACTOR” and such other related
requirements, specifications and standards are made known to CONTRACTOR by
the SAUDI ARAMCO Project Representative.
1.9 CONTRACTOR shall ensure that CONTRACTOR personnel are provided with ID’s
and Identification tags during the duration of this Contract if required to work
on SAUDI ARAMCO premises.
1.10 The CONTRACTOR Representative shall have a valid Saudi Arab Government
Driver's license.
1.11 CONTRACTOR Representative shall report, at least once a day at 0700 hours, to
SAUDI ARAMCO Representative for consultation and direction.

1.12 CONTRACTOR Representative shall be available at all times by mobile telephone
or SAUDI ARAMCO land telephone to discuss the WORK and to direct and
control the deployment, quantity and quality of WORK performed by
CONTRACTOR's personnel.
1.13 CONTRACTOR Representative shall be responsible for WORK planning for
ensuring the satisfactory progress of the WORK and ensuring technical
standards are followed during the WORK.
1.14 CONTRACTOR Representative shall be responsible for the safe and efficient
movement and supervision of CONTRACTOR's personnel, materials, equipment
and vehicles assigned to each specific WORK area.
1.15 CONTRACTOR Representative shall administer the overall activities of
CONTRACTOR personnel and ensure that contract terms and conditions are
thoroughly complied.
1.16 If CONTRACTOR Representative is unable to be on duty in the area at any time;
CONTRACTOR shall designate a qualified approved alternate with full authority
to transact business for CONTRACTOR and shall notify SAUDI ARAMCO
Representative of the alternate duty assignment.”

2 SAFETY REQUIREMENTS
Without limiting the generality of the application of the SAUDI ARAMCO Safety
Standards, the Safety Requirements shall include in accordance but not necessarily
limited to the following:
2.1 SAUDI ARAMCO Responsibility:
SAUDI ARAMCO Proponent Organization Representative shall communicate
general and site-safety standards and information to the CONTRACTOR before
beginning on-site work activities.
Within fifteen (15) working days of Contract execution, SAUDI ARAMCO
Representative shall receive and review the applicable Contractors job-specific
Hazard Identification Plan (HIP). The HIP shall be forwarded to LPD and other
applicable SA organizations for additional review. No work shall commence
until the HIP is approved by the Saudi Aramco Project Engineer, LPD and other
applicable SA organizations.
SAUDI ARAMCO Representative shall ensure that all safety requirements are
strictly enforced.
Saudi Aramco Representative shall complete the HSE Contract Milestone and
submit copy to the Division Safety Coordinator.
SAUDI ARAMCO Proponent Organization Safety Coordinator(s) are responsible
for informing CONTRACTOR of Safety Infractions and requirements for
remedial actions and disciplinary actions.

Within one (1) week days of contract execution, Saudi Aramco Project Representative
and Division Safety Coordinator shall conduct Contractor Audit using the 15-Element 'CS
Contractor Safety Program Assessment Checklist'. The results of the audit shall be added
to the 'Contractor Performance Table'. These audits shall continue quarterly until the end
of the contract.
2.2 CONTRACTOR Responsibility:
CONTRACTOR has overall responsibility for a full-time safety in and out of the Work Site
in accordance to the applicable requirements of the SAUDI ARAMCO CSM, Volume 1
CONTRACTOR Safety Administrative Requirements (CSAR) and Volume 2 – Work Site
Safety Manual (WSSM) and all other applicable SA GI's, standards and engineering
procedures.
Personnel Protective Equipment (PPE)
CONTRACTOR shall provide all required proper PPE that meets SAUDI ARAMCO
specification to its employees in accordance with Volume I Paragraph 4.8 and Volume II
Paragraph 3.0 of the SAUDI ARAMCO CSM.

PART III – JOB SPECIFICATIONS

1 GENERAL DESCRIPTION OF THE WORK


The basic function of the contract is to deliver Quality Assurance inspection, latest
NDT technology services, and IT technical support to the WORK in Community
Services controlled areas.
1.1 Geographical Area
Community Services controlled areas are geographically spread and will require a
frequent travel to ensure all CS project and existing facilities are inspected. The
total number of projects and existing facilities inspection performed by inspection
and Quality Assurance Group are approximately 45,000 inspection at projects sites,
and approximately 2,500 inspections at facilities sites annually as shown in below
graph. These figures are not definite and estimated where they could increase or
decrease based on level of operation.

1.2 The assets inspected shall be in good physical and functional condition; and
comply with all requirements of procedure for external and internal condition as
required.
1.3 All CONTRACTOR personnel shall be in good physical and functional condition
and capable of performing the specific jobs to which they are assigned including
the ability to communicate both orally and in writing in the English language and
such other languages as necessary.
1.4 CONTRACTOR shall screen personnel proposed for assignment to the WORK,
prior to submission of their resumes and qualifications for the SAUDI ARAMCO
Representative’s approval.
1.5 SAUDI ARAMCO shall have the right to interview and test any inspector or
auditor for technical and other qualifications whether or not the inspector has
been previously interviewed, tested or accepted by SAUDI ARAMCO.
1.6 All CONTRACTOR’s related costs of such interviews and tests shall be borne by
the CONTRACTOR.
1.7 CONTRACTOR manpower level required at site is subject to changes due to
operation needs, projects coverage, and work locations with a minimum
manpower level of 20 multi-disciplinary employees (highlight the minimum
requirement for each discipline)

2 SPECIFIC DESCRIPTION OF THE WORK
2.1 Inspection Services
Supervise all aspects of inspection disciplines and give direction to all
inspection personnel in the assigned groups or in the remotely located units
Ensure adequately trained and certified personnel are available to meet the
workload
Assure that all inspection is completed according to all applicable codes and
standards, and keep current of the latest developments in inspection
standards, codes, practices, procedures, methods and inspection equipment.
Review/evaluate Contractor’s quality assurance/quality control systems, as
necessary, and ensure Inspection Records (hard copy and electronic databases)
are compiled and maintained
Make frequent visits to construction sites/ existing facilities to resolve
inspection related problems, or appraise adequacy of inspection services
provided
Perform root cause analysis, assessments, and recommend short and/or long-
term remedies
Provide technical support to Project Management Team/ Asset Proponent in
resolving problems concerning inspection methods and procedures
Ensure that Inspectors are conducting periodical Inspection activities for
Existing Facilities as per Saudi Aramco Standards and procedures
Perform “Hold”, “Witness” and “Surveillance” inspections and tests at
manufacturing facilities or construction sites to ensure compliance with SAUDI
ARAMCO requirements and project specifications.
Inspect material and equipment as applicable to ensure compliance with SAUDI
ARAMCO requirements for proper handling, storage and protection at SAUDI
ARAMCO facilities and/or construction sites.
Monitor Contractor’s Quality Systems, records and Quality Personnel for
compliance with requirements.
Review and evaluate Contractor’s Quality document submittals.
Witness on-site and off-site material and installations tests for compliance with
SAUDI ARAMCO standards.
Record legibly and accurately all controversial and non-complying construction
practices, materials and equipment and report to supervisor detailed potential
problems for early resolution.
Write inspection reports and initiate Non-Conformance Reports (NCRs),
Worksheets (WSs) and Equipment Deficiency Report (EDRs) as needed.

Develop, implement and maintain Corrosion Management Plans for the
structures and equipment as per Saudi ARAMCO standards including design of
scrapping and corrosion monitoring programs.
Provide technical support for materials and coatings selection based on the
international and Saudi ARAMCO standards.
Provide recommendations to prevent failures and improve integrity of the
structures during T&I.
Coordinate with Coating and Cathodic Protection Department for the proper
analysis and inspection of all the data with international and Saudi ARAMCO
standards.
Keep abreast of technological development in the field of corrosion mitigation
and control engineering in the industry and recommend their adoption by
Company.
Created and maintained computer- based and paper-based filing and
organization systems for records, reports and documents.
Develop and compile reports (Daily/Weekly/Monthly).
Preparing minutes of meeting MOM for Management Review Meeting &
Weekly Communication Meeting.
Responsible for receiving circulating and recording all incoming and outgoing,
emails and hand deliveries.
Ensuring sequential numbering system in each and every outgoing
correspondence.
Ensuring quality formats being used adequately for correspondences,
submittals, transmittals to recipients in other divisions and departments.
Maintains and ensure proper filing system.
Maintain confidentiality around sensitive information and terms of agreement
Collating, checking and analyzing spreadsheet data
Gauging levels management of risk
Checking that reports and records are accurate and reliable
Ensuring that capital assets are updated in SAP-SAIF System

Establish a system to monitor defect notifications from initiation to closure.
The minimum requirements of inspections are in place to assure operational
efficiency, reliability, and safety of Projects, and Community and Operations
Support Facilities.
Scheduled inspection is conducted at approved intervals to maintain the
required asset integrity and reliability. The inspection shall be performed to
satisfy the intent of design code.
Ability to give reports including findings, recommendations, indicates defects
and calculate remaining life to determine capability and reliability of capital
assets.

2.2 Non-Destructive Testing (NDT) Services
Contractor shall provide the required Non-Destructive Testing (NDT) when
directed by ARAMCO to perform “including but not limited to”: Magnetic Flux
Leakage Scanning Test, Ultrasonic Thickness (UT) Test, X-ray, Dye Penetrate
Test (DPT), Dry film thickness gauge.
NDT Devices/ tools shall be provided and calibrated by CONTRACTOR to ensure
readings accuracy output.
Nondestructive Testing (NDT) Inspector/ personnel is required to review, audit
and ensure NDT programs and results are in place and compliant to SA
standards.
The NDT inspector/ personnel shall be qualified and certified to a minimum
American Society of Non-Destructive Testing (ASNT) Level II in the relevant
method(s). When performing, reviewing, ensuring or auditing Nondestructive
Testing in VT, MT, PT, RT or UT, he shall be certified to a minimum ASNT Level
II in the relevant method(s). When performing, reviewing, ensuring or auditing
Radiographic Testing Film Interpretation (RTFI), Inspector shall be certified in
RTFI. SAUDI ARAMCO shall be the final authority for the determination of
equivalency for all qualifications, certifications, or experience.

3 PERSONNEL QUALIFICATION REQUIREMENTS
3.1 Quality Supervisor
Basic Function
The basic function of the Quality supervisor is to supervise all quality activities
performed by inspectors in C1, BI-19, Master Appropriation (MA), major direct
expenditure work orders projects, and existing facilities and plants inspections along
with mandated inspection programs implementation.
Scope
The incumbent will supervise & monitor quality activities performed by inspectors at
projects and existing facilities. The incumbent will ensure CONTRACTOR’s WORK or
ASSET PROPONENT’S WORK is in compliance using good knowledge of SAUDI ARAMCO
engineering requirements, standards, procedures, specifications, and Schedule Q if

3.1.4.1 BS degree in Engineering is preferred. However, Two (2) years industrial/technical
College Diploma is acceptable as a minimum in the absence of the Engineering degree.
