FOR OTHER PURPOSES”

I. The Philippine Statistics Authority


Constitutes the existing Major Statistical Agencies engaged in primary
data collection and compilation of secondary data:
National Statistics Office (NSO)
National Statistical Coordination Board (NSCB)
Bureau of Agricultural Statistics (BAS)
Bureau of Labor and Employment Statistics (BLES)

Mandates of the PSA:


 plan, develop, prescribe, disseminate and enforce policies, rules
and regulations and coordinate government-wide programs
governing the production of official statistics, general-purpose
statistics, and civil registration services
 responsible for all national censuses and surveys, sectoral
statistics, consolidation of selected administrative recording
systems and compilation of national accounts

Headed by the National Statistician and
Civil-Registrar General,
Undersecretary Claire Dennis S. Mapa, Ph.D.

The PSA is composed of:


a. Sectoral Statistics Office (SSO);
b. Censuses and Technical Coordination Office
(CTCO);
c. Civil Registration and Central Support Office
(CRCSO); and
d. PhilSys Registration Office (PRO)
including the Field Statistical Service comprising of the
17 Regional Statistical Service Offices (RSSOs) and
86 Provincial Statistical Offices (PSOs)

 Generally, innovation statistics generated by PSA are
on research and development , specifically on:
1. Employment
2. Expenses
3. Capital expenditures

Annual Survey or Census of Philippine Business
and Industry (ASPBI or CPBI)
 one of the designated statistical activities of the government
and as such, the survey/census generates the most critical and
essential statistics required for economic planning and
analysis 2008
SNA
 covers all existing establishments in the formal sector of the
country that are engaged in economic activities as classified in
the 2009 Philippine Standard Industrial Classification (PSIC),
with a few exceptions

Concepts and Definitions
1. Research and development (R&D)
 refers to creative work undertaken as a systematic basis in order to
increase the stock of knowledge, including knowledge of man,
culture and society, and the use of this stock of knowledge to
devise new applications

2. R&D Personnel
 all persons employed directly on R&D as well as those providing
direct services such as R&D managers, administrators and clerical
staff
 three categories: researchers, technicians and other personnel
involved in R&D

3. R&D Expenses
 refer to the amount spent on any systematic, scientific and creative
work undertaken to increase the stock of knowledge and the use of
this knowledge to create new or improved products, processes,
services, and other applications
 excluded are market research, testing analysis for quality control,
minor alterations to existing products, legal and administrative
work in connection with patent applications and capitalized R&D

Data Collection and Processing
 utilizes seven (7) types of self-administered questionnaires
 sample establishments can also respond to the survey through
an online questionnaire
 distribution, collection and processing of questionnaires were
undertaken by PSOs
 further processing of data and tabulation were done in the
Central Office

Survey of Innovation Activities of Establishments (SIA)
PSA provided technical assistance to the
Philippine Institute of Development Studies (PIDS)
and Department of Science and Technology (DOST)
in the undertaking of this survey
 conducted in 2009 and 2015
 aimed to generate information on the
innovative behaviour of establishments in
selected areas and to determine the factors that
drive their innovation performance
