PROJECT: Anaguid East Development Project
CONTRACTOR: EPC Contractor or the Contractor(s) appointed by COMPANY for
the supply of equipment. Requirements of this specification shall be
enforced at all levels of the CONTRACTORs procurement process.
COMPANY shall have access to all CONTRACTORs SUPPLIERs
to the same extent as required of CONTRACTOR.
SUPPLIER/VENDOR: The party(s) which manufactures and/or supplies materials,
equipment, technical documents/drawings and services to perform
the duties specified by COMPANY.

1.0 INTRODUCTION
OMV is undertaking the Anaguid East Development (AED) Project which comprises
of exploration and subsequent development of multiple hydrocarbon structures in the
South of Tunisia.
The hydrocarbon structures are located within the production concessions of
Cherouq and Dorra where OMV is currently the operator in addition to the
exploration permits of Anaguid (Anaguid East area) and Jenein Nord B & C. The
concessions are located relatively close to the existing Waha Central Processing
Facility (CPF) in the Cherouq concession some 750 km south of the capital city,
Tunis.
The general configuration of the AED Project is shown below:

The AED project surface facilities are the following:


• Initially 7 wellsites
• A gathering system (individual flow lines)
• Anaguid Gathering Point (AGP) facilities
• A multiphase trunk line from AGP to Waha CPF
• A receiving facility at Waha CPF

2.0 SCOPE
The Scope of this specification is to define the general requirements for the design,
materials, fabrication, inspection, non-destructive examination, testing, preparation
for shipment and technical documentation for the supply of a complete skid mounted
indirect fire tube water bath heater to be installed at AGP.

2.1 Supply Description


The package shall be supplied complete and furnished with all associated auxiliaries
as defined in the purchase order documentation and associated specifications.

3.0 APPLICABLE DOCUMENTS
This specification shall be read in conjunction with the Anaguid Water Bath Heater
data sheet STOD-GEN-AED-0000-PR-DAT-0006 and the General Mechanical
Package Specification STOD-GEN-AED-0000-ME-SPE-0003.
As a minimum, the equipment shall comply with the requirements specified in the
General Mechanical Package Specification and applicable documents, Codes and
Standards referenced therein.
Any deviations or exceptions to the applicable documents, Codes and Standards
shall be explicitly highlighted by the SUPPLIER in their bid.
The General Mechanical Package Specification includes information on the
following:

• Piping requirements for packaged mechanical equipment

4.0 TECHNICAL REQUIREMENTS
To avoid possible hydrate formation and minimise wax formation, a liquid heater
shall be installed upstream of the transfer pumps at AGP.

4.1 Extent of Supply


The indirect fire tube water-bath heater package shall be supplied as a completely
assembled skid mounted package in accordance with the General Mechanical
Package Specification and all the Specifications, Codes and Standards referenced
therein.
The scope of supply shall include but not be limited to the following components:
• Bath heater shell
• Process coil or tube bundle
• Fire tube
• Fuel feed line
• Main burners
• Pilot burners
• Flame detection system
• Electric starting system
• Expansion tank
• Self supporting stack
• Burner management system and process unit control panel
• Local Gauge Panel(s)
• All necessary instruments and electrical equipment
• Safety devices (including alarms, shutdowns, interlocks, pressure safety
valves, signs, access restrictions, personnel protection, etc.)
• On skid interconnecting piping, pipe supports, filters, valves and fittings for
utilities, drains, vents and relief systems terminating at skid edge with flanged
connections
• On skid interconnecting instrument and electrical cabling, cable trays and
supports within the skid limits terminating at skid edge mounted junction
boxes
• Earthing and bonding.
• Platforms, handrailing and ladders for access and maintenance, where
required.
• All necessary (certified) equipment/devices to lift the package and equipment.

• Insulation, as required
• Spare parts for start-up and two years operating

4.2 Battery Limits


The battery limits shall be considered to be at the heater package baseplate edge
and as further defined below.
• Process liquid inlet at skid edge
• Process liquid outlet at skid edge
• Fuel gas inlet at skid edge
• Utilities connections at skid edge
• Vent connection(s) at skid edge
• Outlet of drain connection from skid baseplate
• Fill and vent connection on heater
• Instrumentation junction box(es) at skid edge
• Power Junction box at skid edge

4.3 Design Requirements


• Packages shall be designed in accordance with the General Mechanical
Package Specification and all the Specifications, Codes and Standards
referenced therein.
• Packages shall be suitable for unprotected outdoor operation in a harsh
desert environment.
• The packages shall be designed and constructed for continuous operation
and sized in accordance with the data sheet.
• Indirect firetube water-bath heater design shall be per API 12K.
• Heater shell shall be equipped with all necessary fill-vent connection(s).
• Nozzle(s) reinforcement design shall be per ASME VIII, div.1.
• A coil inspection opening shall be provided.
• Burners shall be fired with fuel gas.
• Burners assembly shall utilise an integral pilot light for automatic starting.
• Unless otherwise specified, SUPPLIER shall provide the fuel gas manual
isolating valve at skid edge.
• Fuel gas feed line(s) shall be equipped with: dust filter, flow meter, PSV, shut
down valve, pressure gauge and pressure regulator valve as minimum.

• PSV shall be designed in accordance with API 520 and API 526.
• Unless otherwise specified, two pressure control valves (one in operation and
one off) in parallel arrangement shall be installed on fuel gas feed line(s).
Each pressure control valve shall be equipped with manual isolating valves.
• Unless otherwise specified, the design temperature of the process coil shall
be at least 10 °C above the maximum calculated tubewall temperature.
• Unless otherwise specified, package shall be installed in a non-hazardous
area. If the package will be installed in hazardous area, electrical and
electronics equipment shall be ATEX certified and cables shall be flame
retardant.
• The indirect firetube water-bath heater shall be designed to minimise the
generation of noise and vibrations.
• Unless otherwise specified, the burners shall be forced draft design, with
2x100% (one duty and one standby) fans or blowers.
• Intake flame arrestor shall be included in the SUPPLIER scope of supply.
• Fire tube to heater shell wall attachment and fire tube supports shall be
designed to allow field removal and reinstallation without cutting or welding.
• Pulling lugs or tapped holes for insertion of eye bolts shall be provided for
pulling fire tubes.
• On skid piping, tube bundle and firetube shall be seamless.
• If not specified otherwise, expansion tank shall be provided at least with level
gauge, vent connection and level transmitter.
• The burner management system panel shall be included in the UCP.
• Local panel shall be provided at skid edge and shall include at least: status
indication, local start/stop, emergency stop push button and lamp test.
• All package’s components shall fall within the maximum perimeter of the skid.
• If the stack length violates shipping height limitations, stack shall be flanged at
base to facilitate shipping and field assembly.
• Stack shall be equipped with weather protection hood.
• Stack shall include a valved drain.
• Refer to General Mechanical Package Specification for permissible level
noise and emissions.
• A calculation report shall be provided during detailed engineering phase to
demonstrate there are no vibration issues on heater tubes.
• Heater shell shall be insulated at SUPPLIER workshop. All others items that
require to be insulated, maybe insulated at site or at SUPPLIER workshop;

this shall be agreed between SUPPLIER and CONTRACTOR during the bid
phase.
• Unless specified otherwise, expansion tank shall be equipped with goose
neck vent.
• Unless specified otherwise, the heater shall include an air driven pump and
associated valves and piping for filling/replenishing the bath media.

4.3.1 Unit Control Panel


A remote UCP to be installed in air condition room (room by others) shall be included
in the SUPPLIER scope of supply. The UCP shall be suitable for a non-hazardous
area.
The UCP shall be programmable logic controller (PLC). The CPU, the critical I/O
cards and the power supplies shall be redundant. Unless specified otherwise,
licenses for the software shall be handed over to Company following final
commissioning.
A minimum of 20% spare memory shall be provided in the RAM and ROM. A
portable console for logic software reading and maintenance shall be provided.
The package shall be provided with an emergency shutdown system not operating
via the PLC but via fail-safe controls. All process criteria and shutdown measures
initiating emergency shutdown shall be signaled to the ICSS installed at AGP.
The package regulating functions shall be designed for the adjustment of all key
operating data which may be kept constant for any desired length of time. Load
changes shall be effected safely.

5.0 TESTING
All equipment, piping, valves and components of the package shall be tested
according to I&TP approved by CONTRACTOR/COMPANY.
The fully assembled package shall be tested and inspected before delivery. This
shall include, at least:
• Visual and dimensional check
• Accessibility check
• Painting check
• Functional Test

5.1 Visual and dimensional check


The dimensional inspection shall be carried out to check if actual dimensions of the
package and the terminal points comply with approved drawings.
All actual dimensions within the allowable tolerances shall be recorded on a
dimensional test report.
During the visual check, all lines and tag numbers shall be checked against the
P&ID(s).

5.2 Accessibility check


This test shall be carried out to verify the accessibility of all equipment for operating
and maintenance.

5.3 Painting check


The coating must be free of visual defects and the dry film thickness shall be spot
checked using an appropriate device (such as: magnetic gage, ultrasonic gage, etc.).

5.4 Functional Test


The loop functional test of the assembled package shall be done at the SUPPLIER
workshop without an external simulator of the control panel system.
Each electronic devices shall be powered from the relevant junction box(es) on the
skid with the following aims:
• Check of the correct wiring according to the wiring diagram
• Test the integrity of the circuit and the correct grounding of the package
• Check of the functioning of the local display and module of the electronic
transmitters

• Energise the instrument which causes alarm and/or shut down
The SUPPLIER shall provide to the CONTRACTOR the instrument calibration
certificates prior to start the test.
All pneumatic and on-off control valves shall be checked as well.
During the functional test, all pneumatic connections in tubing and/or piping shall be
checked with an air leakage test.

5.5 Site performance Test


Unless otherwise specified, Site performance test and noise level measurement shall
be done at Site after commissioning.

6.0 GUARANTEES
Unless otherwise specified, the following parameters shall be guaranteed by the
SUPPLIER:
• Duty.
• Fuel gas consumption.
• Emissions.
• Noise.
