COMMENTS AND SUGGESTIONS ON THE TERMS OF REFERENCE, COUNTERPART
STAFF, AND FACILITIES TO BE PROVIDED BY THE CLIENT

A. On the Terms of Reference

The given term of reference for the study is clear and concise and presents the required objectives of the
study and role of consultant. We confirm that we fully understand the objectives and requirement of the
assignment. The required man powers, their qualifications and experience for the project work are relevant
and sufficient. If awarded the contract, we undertake the services to fully meet the terms of reference. The
comments of the Consultant are presented in the following paragraphs, which we believe will further enhance
the comprehensiveness of the RFP and ToR. Some of these will remain to be further discussed during the
negotiation stage with the Client.
 Methodology in TOR has been tried to elaborate with the distinct phases and expected output has
been reorganized in this proposal section Form Tech 4.
 To fulfill the Terms of Reference requirement, the Project Manager is important but input is not given,
the consultant will provide service of Project Manager in free of cost.
 The Consultant will be submitting two copies of inception report, two copies of field report, three
copies of draft final report and five copies of final report during Design Phase of the project.
 The Consultant has prepared the methodology and the work plan of design phase with the stipulated
time period of five months as shown in the TOR. However, the Consultant, with the past relevant
experiences and availability of well qualified experts, proposes that all the assignment of the design
phase can be completed earlier if. The Consultant will mobilize its manpower to work during day and
night too as required to meet the time period as per the negotiation made during the agreement.

B. On the Counterpart Staff and Facilities

On the data, services, and facilities to be provided by the Client:

The Consultant is obliged to maintain efficient communication with client during the whole project period. The
Project Director, Engineer and other concerned personnel will be kept fully and regularly informed on the
progress of the project works, issues and constraints encountered and action responded. There is no doubt
that a harmonious relationship between both the stakeholders would make a project fruitful in achieving its
objectives as well as completion of the tasks accordingly. However, the consultant expects the following data
services and facilities to be provided by the client:

1. Timely availability of information, database or study materials of DPR Study: It is understood


that the BCT is going to prepare the DPR. The client would provide the available related maps and
specifications, rules and regulations, research materials during the desk study phase.
2. The client should appoint the focal people who have sufficient knowledge about the Project to whom
consulting team could make interaction about the project works.
3. The client should provide their recruitments for the Consultant to conduct Transfer of Knowledge and
Capacity Building Program as per the plan provided in FORM Tech-4, for transfer of knowledge.
4. BCT has to act as the facilitator throughout the project.
5. BCT has to coordinate and communicate with different line agencies, organizations and individuals
for the meetings and discussions.
6. BCT has to act as the moderator, wherever and whenever there is a possible hindrance, between the
community and the consultant if any misunderstanding regarding the project planning.
7. BCT should provide all the relevant documents, data, information, maps, plans, and programs and
projects those which were done in the past and ongoing, which are under the ownership of the BCT
itself, relevant to this study.
8. The joint support/supervisory committee comprised of members from BCT will have to supervise and
maintain overall oversight in processing and analysis. And it will be responsible to submit the report in
complete to the BCT.
9. BCT will have to make payment to the consultant from its budget as per the mode of payment in the
ToR.
10. Other expectation of the consultant from the client is to make other stakeholders participate on the
data collection and analysis process as per the role of BCT as per the role mentioned in the ToR.
