1. The model will be used to improve the operational efficiency of National Highways
and State Highways.
2. Under this model, the facility is owned by the government but operated by a
commercial firm under a contract between the firm and the government.
a. 1 only
b. 2 only
c. Both 1 and 2
d. Neither 1 nor 2
Solution: b
Explanations:
The Army has initiated the process of identifying potential industry partners to implement
the Government Owned Contractor Operated (GOCO) model. The model will be used to
improve the operational efficiency of the base workshops and ordnance depots.
Such models are generally used in projects which are nationally important such as army
bases, nuclear plants, etc. While private companies don’t need to raise the large capital, the
Government can infuse private culture to improve its efficiency. This model helps to
achieve the targets within the desired time frame.
The GOCO model was one of the recommendations of the Lt. Gen. DB Shekatkar
committee to “enhance combat capability and re-balancing defence expenditure.” Based on
the recommendations, the government has “decided to disband two advance base
workshops, one static workshop and four ordnance depots” and eight ABWs are
recommended to be corporatized on GOCO model.

Q38. Consider the following statements regarding Statutory Liquid Ration (SLR).
2. Regional Rural Banks and Small Finance Banks, both have to maintain Statutory
Liquid Ration (SLR).
a. 2 and 3 only
b. 1 and 3 only
c. 3 only
d. 1 and 2 only
Solution: a
WEEKLY QUIZ COMPILATIONS- JANUARY , SECOND WEEK ,2020
Explanation:
SLR need to be maintained by every Scheduled Commercial Bank (including RRBs), Local
Area Bank, Small Finance Bank, Payments Bank, Primary (urban) co-operative bank and
State and central co-operative banks.
RBI has also announced that the SLR will be reduced in a phased manner to 18%. See
below image.
If the SLR increases, it restricts the bank's lending capacity and helps in controlling the
inflation by soaking the liquidity from the market. Consequently, banks will have less
money available to lend, and they will charge higher interest rates on loans to keep up
with their profit margin.

Which of the above are categorized as Capital Account under Balance of Payments?

d. 2 only.
Solution: b
WEEKLY QUIZ COMPILATIONS- JANUARY , SECOND WEEK ,2020
Explanations:
First of try to understand what capital account is. Any change in asset or liability comes
under capital account.
Asset means it is something that if you apply any economics to it, it will give you
profit. For example, you have a house and you have rented it to someone. It will give you
profit. Similarly, if you have money and you lend it to someone, it will give you interest.
Liability is something we have to repay. For example, we have deposited some amount
in the bank. That amount is liability to the bank as bank has to repay that amount with
some interests.
Government borrowing from IMF comes under capital account. As government has to
repay that amount.
Remittance does not involve any change in asset and liability, so it comes under current
account, not capital account.
NRI deposits comes under capital account as it is liability of government to repay that
amount.

India is a signatory and party to the Chemical Weapons Convention (CWC), of the
Organization for the Prohibition of Chemical Weapons (OPCW) with Head Quarters at
The Hague, Netherlands. The Convention is a universal, non-discriminatory, multi-lateral,
disarmament treaty which prohibits the development, production, stockpiling and use of
chemical weapons and monitors its elimination in order to secure chemical weapons free
world.
India has over 15 Acts and 19 rules that govern different aspects of the chemical industry.
Yet none of the acts have been designed exclusively for the industry. For example, the
Central Motor Vehicles Rules, 1989, deals with all aspects of road transportation in general
and also specifically addresses transportation of hazardous goods, including chemicals.
The Environment (Protection) Act, 1986, currently serves as the umbrella act when it
comes to the chemical industry.
At the same time, the national chemical policy has been pending since 2012. “We
need a comprehensive law which regulates chemical use, production and safety,” says DD
Basu, former scientist, CPCB.

India has not banned Methyl isocyanate, the gas that leaked on December 2-3, 1985,
killing over 3,500 people and injuring several thousands. Methyl isocyanate is still legally
used in the country to make polyurethane, a form of plastic.

Explanation:
One more thing you understand here that giving big statements in the question is to create
pressure on you. You become lazy. You read it with less attention. Don’t do it. Big
statements are often easy ones.
As per The Constitution (One Hundred and First Amendment) Act, 2016, in case of a
voting, every decision of the GST Council has to be taken by a majority of not less than
three-fourths of the weighted votes of the members present.
The vote of the central government has a weightage of one-third of the total votes
cast, and the votes of all the state governments taken together have a weightage of
two-thirds of the total votes cast in that meeting.
As of now, out of the total 30 states and Union Territories (excluding Jammu & Kashmir),
20 are ruled by the Bhartiya Janata Party or its allies (including parties who voted with the

BJP on recent legislation in Parliament). This essentially means that a vote in the Council
could largely be an academic exercise — unless a number of the BJP’s allies switch sides.
It is very important to observe composition carefully. You guys miss that. But don’t
worry. We won’t let you.
The Chairperson of Central Board of Excise and Customs (CBEC) is a permanent invitee

shall be deemed to be a member of a scheduled caste.
a. 1 only
b. 2 only
c. Both 1 and 2
d. Neither 1 nor 2
Solution: c
Explanation:
According to the Constitution of India, under article 341(1), the President of India, after
consultation with the Governor, may specify, “the castes, races, tribes or parts of groups
within castes or races, which shall be deemed to be Scheduled Castes”.
WEEKLY QUIZ COMPILATIONS- JANUARY , SECOND WEEK ,2020
Accordingly, the President has notified the Scheduled Castes in the order called
‘Constitution (Scheduled Castes) Order-1950’ and the ‘Scheduled Castes and
Scheduled Tribes List (Modification) Order-1956.
However, under article 341(2), the Parliament of India by law can include or exclude the
above-mentioned groups from the list of the Scheduled Castes.
What does the order say on religion and how it affects conversion?
Part 3 of the Presidential order of 1950 states that “no person who professes a religion
different from the Hindu [the Sikh or the Buddhist] religion shall be deemed to be a
member of a Scheduled Caste.”
This clearly lays down a religious barrier which states that any person who is not a Hindu,
Buddhist or a Sikh, will not be entitled to reservation on the basis of being a Scheduled
Caste.

The India Meteorological Department on January 6, 2020 released its much-awaited report
on India’s climate in 2019. Five of the eight cyclones — 60 per cent of the total — that
affected India in 2019 were on the Arabian Sea. Normally, the sea on India’s west
undergoes only one cyclone.
This equals the previous record of 1902 for the highest frequency of cyclones over the
Arabian Sea.
Also, as per the report, the 2019 annual mean land surface air temperature for the country
was +0.36°C above the 1981-2010 period average, thus making the year 2019 as the
seventh warmest year on record since 1901.

a. It is the increase in the population, due to the increase in the birth rates.
b. It is the increase in the population, due to the decline in the death rates.
c. It is the increase in the population, due to access to better health services.
d. It is the increase in the population even after there is a decline in the birth rates, due
to large existing youthful population.
Solution: d
Explanation:
Population Momentum:
The phenomenon whereby population continues to increase even after a fall in the
birth rates, because the large existing youthful population expands the population’s
base of potential parents.
When their generation reaches adulthood, the number of potential parents will inevitably
be much larger than at present. It follows that even if these new parents have only enough
children to replace themselves (two per couple, as compared with their parents, who may
have had four or more children), the fact that the total number of couples having two
children is much greater than the number of couples who previously had more children
means that the total population will still increase substantially before levelling off.
