1.0 PURPOSE
The purpose of this procedure is to:

a) ensure all pipeline new construction and maintenance welding is safely performed in
accordance with applicable codes and regulations;

b) ensure all pipeline new construction and maintenance welding is performed by qualified
welders using qualified welding procedures;

c) ensure that pipeline welding activities are properly documented and welder qualification
is maintained;

d) provide a process to ensure new welding procedures are properly documented and
qualified; and

e) comply with 49 CFR 192, 49 CFR 195, the California Pipeline Safety Act, and the
Texas Railroad Commission.

This procedure is not regulated or required by a regulatory agency. It is documented to provide


CPL with a cost effective, standardized approach for maintenance or inspection.

2.0 SCOPE

2.1 Personnel Covered by this Procedure


This procedure applies to all personnel, Company or contractor, performing welding related
activities on Chevron Pipe Line (CPL) operated and maintained facilities or pipelines.

2.2 Activities Covered by this Procedure


This procedure covers activities associated with new construction and maintenance welding for
pipelines, manifolds, pump stations, meter facilities, and similar pipeline facilities.

The following definitions apply to this maintenance procedure:

• New construction welding is defined as welding on pipe and/or fittings or pipelines that are
out-of-service and gas-free for the purpose of new construction or pipeline modifications.
The pipeline must be depressured and the contents of the pipe displaced such that the
interior and exterior of the pipes are maintained in a non-flammable atmosphere. All new
construction welding is covered by API Standard 1104, "Welding of Pipelines and Related
Facilities."

• Maintenance welding is defined as welding to a pipeline that is in-service for the installation
of full encirclement sleeves or the installation of branch fittings for hot taps. The pipeline is
pressurized and under flowing conditions with the normal contents of the pipeline. Only the
exterior of the pipe is maintained in a non-flammable atmosphere. All maintenance welding
is covered by API Recommended Practice 1107, "Pipeline Maintenance Welding
Practices."

2.4 Exemptions from this Procedure


This procedure does not apply to tank fabrication, tank modifications or repairs, underwater
welding, boiler or pressure vessel fabrication or repairs, chemical plant or refinery piping
welding, or structural welding.

This procedure does not cover the design of welded fabrications, the proper selection of pipe
and fittings, the design of welded repairs such as full encirclement sleeves, or the design of
welded components for fabricated branch connections. If design assistance is needed, contact
the Technical Services Team.

This procedure may not apply to major pipeline construction projects where it may be beneficial
to allow the pipeline construction contractor to submit and qualify welding procedures for
Company approval on a project specific basis.

This procedure may not apply to shop fabrication of piping spools. Fabrication shops usually
have a wide range of qualified welding procedures for manual, automatic and semi-automatic
welding. Consult with the Technical Services Team or Chevron Research and Technology
Company (CRTC) Welding and Fabrication for more information.

2.5 Resources

3.0 PREREQUISITES
Personnel performing this procedure must be:

• aware of the various types of welded configurations used in pipeline construction and
maintenance, and be able to select the appropriate configuration for the intended use;

• knowledgeable of the requirements of DOT 49 CFR 192, DOT 49 CFR 195,


ANSI/ASME B31.4, ANSI/ASME B31.8, API Standard 1104, API Recommended
Practice 1107, and local regulations for welding on hazardous liquid and gas pipelines;

• knowledgeable of the requirements for welder qualification as summarized in this procedure


and outlined in API Standard 1104 and API Recommended Practice 1107; and

• aware of the process to qualify new welding procedures and know where to obtain support
to have a new welding procedure written and qualified.

5.0 INSTRUCTIONS

5.1 Identify the Type of Welding to be Performed


Determine if the welding to be performed is "new construction welding" on a pipeline facility that
is out-of-service and gas-free, or "maintenance welding" on a pipeline facility that is in-service.
(See section 2.2 for definitions of new construction and maintenance welding.)

5.2 Identify the Piping Configuration that is to be Welded


There are three main types of welded configurations:

• butt welds join two pieces of pipe and/or fittings together;

• branch welds are used to create a branch connection from a straight pipe; and

• full encirclement sleeves are used to repair areas of corrosion, repair corrosion leaks,
reinforce pipe dents, and reinforce some types of branch connections.

5.3 Identify the Pipe And/Or Fitting Materials to be Welded


A welding procedure is written for a particular range of pipe sizes, wall thickness and pipe
material grades. Identification of the pipe and/or fitting size, wall thickness and material grade is
required to select the appropriate qualified welding procedure.

5.4 Select the Appropriate CPL Qualified Welding


Procedure
Note: All of the CPL qualified welding procedures are written for the
Shielded Metal Arc Welding (SMAW) process.

5.4.1 CPL has pre-qualified the most common welding procedures required for typical
pipeline new construction and maintenance welding requirements. These CPL qualified welding
procedures are provided in Appendix A of this procedure.

5.4.2 If a qualified welding procedure does not exist for the welding to be performed, a new
procedure must be written and qualified. See Appendix D.

5.5 Determine if the Welder is Qualified to Perform the


Welding
5.5.1 The welder qualification process proves a welder is capable of making acceptable welds
in accordance with the qualified welding procedure.

5.5.2 Welder qualification requirements for welding on new construction pipelines are found in
API Standard 1104. The welder qualification requirements for API Standard 1104 for
Company and contract welders are summarized in Appendix B of this procedure.

5.5.3 Welder qualification requirements for maintenance welding are found in API
Recommended Practice 1107. The welder qualification requirements for API Recommended
Practice 1107 for Company and contract welders are summarized in Appendix C of this
procedure.

5.6 Plan and Schedule the Welding Job


5.6.1 Plan and schedule the welding job with the appropriate personnel as needed to safely
perform the project and minimize disruptions to operations. For example, if the welding involves
shutting down a pipeline or reducing the flow rate and/or pressure of a pipeline, contact the
Customer Service Center early in the planning phase to schedule the pipeline for the welding
project.

5.6.2 Follow the Field Team work planning process to assign manpower and equipment
resources to the job.

5.6.3 Obtain appropriate approvals from management to perform the project.

5.6.4 Prepare project related documents as needed to perform the project. These include,
but are not limited to the following:

• SAP project and Application for Expenditure;

• service orders, purchase orders and procurement agreements for services and material
purchases; and

• Job Site Safety Plan for all facilities affected by the work.

5.6.5 Identify and apply for required permits.

5.6.6 Evaluate and determine which General Procedures and Maintenance and Inspection
Procedures will be used in performing the welding project. These include, but are not limited to
the following:

a) Confined Space Entry (GEN-201);

b) Excavations (GEN-202);

c) Lockout/Tagout (GEN-203);

d) Hot Work Permits (GEN-205);

e) Gas Freeing, Venting and Flaring (MIP-401);

f) Isolating Equipment/Breaking Lines (MIP-402);

g) Pipeline Repair (MIP-403);

i) Hot Tapping (MIP-406); and

j) Non-Destructive Testing (MIP-408).

5.7 Perform the Welding


Note: Contact the Customer Service Center before starting any new
construction welding involving pipeline shutdowns for tie-in
welds, etc. or maintenance welding on in-service pipelines. Ensure
communications with the Customer Service Center is maintained
during the welding activities.

5.7.1 The welding must be performed in accordance with the appropriate CPL qualified
welding procedure.

5.7.2 The welding procedure provides specifications which must be adhered to while welding.
These specifications include the required welding rod, polarity of the welding machine, welding
position, direction of welding, time lapse between beads, type and removal of line up clamps,
cleaning, and preheat requirements.

5.7.3 The welding procedure includes a sketch of the joint design, the size of electrode
required for each weld bead, the voltage and amperage ranges for various electrode diameters,
the speed of travel, and the required number of passes.

5.8 Inspect and Document the Welds


5.8.1 Inspect the welds in accordance with the non-destructive testing procedure (MIP-408).

6.0 ROLES AND RESPONSIBILITIES

6.1 The Field Team Leader is responsible for:


• ensuring all welding performed on pipeline systems in the Field Team's area is performed in
accordance with this procedure; and

• maintaining welder qualification records for all Company and contract welders while they are
employed by CPL and for at least 6 months after welding on any CPL facility.

6.2 The Field Team Member is responsible for:


• following this procedure whenever welding related activities are performed on CPL
pipelines; and

• documenting facility changes with CPL-3 form.

6.3 The Technical Support Team is responsible for:


• maintaining a list of CPL qualified welding procedures;

• coordinating the qualification of new welding procedures that are submitted to be included in
the list of CPL qualified welding procedures; and

• distributing new qualified welding procedures and updates to this procedure to the holders
of this manual.

7.0 REPORTING REQUIREMENTS


None

8.0 DOCUMENTATION AND RECORD RETENTION

8.1 Required Documentation


The CPL-3 form and as built drawings are used to document the changes to the pipeline and to
keep drawing records up to date.

Welder qualification records are required for all Company and contract personnel performing
welding procedures on CPL pipelines and facilities.

A welding procedure must be qualified and documented before welding is performed on CPL
pipelines or facilities.

8.2 Documentation and Record Retention


All welding documentation must be maintained by the Field Team for the life of the facility or
pipeline for which the welds were made.

A copy of the CPL-3 is forwarded to the Regional Document Management Technologist.

Welder qualification records for all Company and contract welders must be maintained by the
Field Team leader for as long as the welders are employed by the Field Team. Contract welder
qualifications should be retained for as long as there is a chance the welder may weld for the
Field Team in the future. Welder qualification records must be maintained for at least 6 months
after welding is performed on any CPL owned or operated facility.

APPENDIX B - CPL API STANDARD 1104 WELDER


QUALIFICATION
Welder qualification for new construction welding of pipelines and related facilities must be
accomplished in accordance with this procedure and section 3 of API Standard 1104,
"Qualification of Welders." Welders qualifying for the multiple qualification test must
complete the test assemblies outlined in sections 1.0 of this appendix. Welders qualifying for the
single qualification test must complete the test assembly outlined in section 2.0 of this appendix.
All contract welder qualifications must be conducted in the presence of a company
representative.

1.0 MULTIPLE QUALIFICATION TEST ASSEMBLIES


One butt weld must be made with the pipe axis in either the horizontal or the inclined position
(inclined 45°) as depicted by figure 1.

• The pipe must not be turned or rolled while welding or grinding.

• The pipe used for the test must be 12.750" diameter API 5L Grade B or Grade X42 with a
wall thickness of at least 0.250", but not greater than 0.750".

• The filler metals must be either E6010 or E7010 from API Standard 1104, Table 1, Group
1.

• The direction of the welding must be vertical down (downhill).

One full size branch on the pipe connection must be made with the run pipe axis in the horizontal
position with the branch pipe extended vertically downward from the run. This test assembly is
depicted by figure 2.

• The test must consist of the welder laying out, cutting, fitting, and welding a full size branch
connection.

• A full size hole must be cut in the run pipe.

• The pipe must not be turned or rolled while welding or grinding.

• The pipe used for the test must 12.750" diameter API 5L Grade B or Grade X42 with a
wall thickness of at least 0.250", but not greater than 0.750".

• Filler metals must be either E6010 or E7010 from API Standard 1104, Table 1, Group 1.

2.0 SINGLE QUALIFICATION TEST ASSEMBLY


One butt weld must be made with the pipe axis in the horizontal, inclined or vertical position as
depicted by figure 1.

a) The pipe must not be turned or rolled while welding or grinding.

b) The pipe diameter and wall thickness used for the test must be within the outside
diameter group and the wall thickness group the welder will be required to weld.

The outside diameter groups are defined as follows:

• Outside diameters less than 2 3/8" (2.375")

• Outside diameters from 2 3/8" (2.375") through 12 3/4" (12.750")

• Outside diameters greater than 12 3/4"(12.750")

The wall thickness groups are defined as follows:

• Wall thickness less than 3/16" (0.188")

• Wall thickness from 3/16" (0.188") through 3/4" (0.750")

• Wall thickness greater than 3/4" (0.750")

c) The filler metals must be either E6010 or E7010 from API Standard 1104, Table 1,
Group 1.

d) The direction of welding must be vertical down (downhill).

3.0 TEST REQUIREMENTS


The butt and branch connection welds must successfully pass the requirements of paragraph 3.4
of API Standard 1104 for visual examination and either paragraph 3.5 of API Standard 1104
for destructive testing or paragraph 3.6 of API Standard 1104 for radiographic inspection.
Radiographic inspection may only be used on butt welds. Radiographic inspection on butt
welds is not acceptable for welders to be used in compressor station piping which is to be
welded under ANSI/ASME B31.8 code.

3.1 Butt Weld Specimens


The location of test specimens for the butt weld must be in accordance with figure 3 for 12.750"
diameter pipe as described below:

• Tensile Test (see API Standard 1104, section 2.6.2)

The tensile specimens (two required) must be in accordance with figure 4.

• Nick Break Test (see API Standard 1104, section 2.6.3)

The nick break specimens (two required) must be in accordance with figure 5.

• Root Bend Test (see API Standard 1104, section 2.6.4)

The root bend specimens (two required) must be in accordance with figure 6.

The type and number of butt weld specimens for pipe other than 12.750" are shown in table 3
of API Standard 1104.

3.2 Branch Connection Test Specimens


• Nick Break Test - The location of the nick break test specimens (four required) is depicted
in figure 7.

• The nick break specimens must be machined or oxygen cut in accordance with figure 8.

4.0 WELDER QUALIFICATION COVERAGE

4.1 Multiple Qualification


Welders successfully qualifying for the multiple qualification test (in accordance with this
standard and API Standard 1104, section 3 on 12.750" diameter pipe with a wall thickness of
at least 0.250") shall be qualified for butt and fillet welds in all positions, on all pipe diameters,
wall thickness, grades, joint designs and fittings for all of the company qualified API Standard
1104 welding procedures included in this welding standard.

A welder must be re-qualified if any of the following essential variables are changed:

• a change from one welding process to any other welding process or


combination of welding processes;

• a change in direction of welding from vertical down to vertical up; and

• a change in filler metal from API Standard 1104, Table 1, Group 1


classification.

Note: Welders qualifying on pipe whose diameter is less than 12.750 are
qualified on pipe diameters less than or equal to the diameter used
in the qualification test.

4.2 Single Qualification


Welders successfully completing the single qualification test in accordance with this standard and
API Standard 1104, section 3 shall be qualified for butt welds within the limits of the essential
variables listed below:

a) A change from one welding process to another welding process.

b) A change in the direction of welding from vertical downhill to vertical uphill or vice
versa.

c) A change in filler metal from API Standard 1104, Table 1, Group 1 classification.

d) A change from one outside diameter group to another outside diameter group.

e) A change from one wall thickness group to another wall thickness group.

f) A change in position from that which the welder qualified (for example, a change from
vertical to horizontal). An exception is that a welder who passes the single qualification test with
the pipe axis inclined position (inclined 45°) shall be qualified to weld in all positions.

g) A change in the joint design.

APPENDIX C - CPL API RECOMMENDED PRACTICE 1107


WELDER QUALIFICATION

Welder qualification for maintenance welding of pipelines and related facilities must be
accomplished in accordance with this maintenance procedure and section 3 of API
Recommended Practice (RP) 1107, "Pipeline Maintenance Welding Practices." This welder
qualification is written for low hydrogen electrodes for welding on in-service pipelines. All
contract welder qualifications must be conducted in the presence of a company representative.

1.0 TEST ASSEMBLY


A welder qualifying in accordance with API RP 1107 must weld a test assembly as depicted by
figure 9.

a) The pipe must not be turned or rolled while welding or grinding.

b) The pipe used for the test must be 12.750" diameter API 5L Grade B or X42, with a
wall thickness of at least 0.188" and not more than 0.750" (recommended test wall thickness are
0.250 through 0.500").

c) The filler metal must be E7018 from API Recommended Practice, Table 1, Group 3.

d) The direction of the weld must be vertical up (uphill).

2.0 TEST REQUIREMENTS


Test specimens must be cut from the groove and fillet weld locations of the test assembly as
detailed in figure 10.

2.1 Groove Weld Test Specimens


a) Tensile Test - Groove Welds (See API RP 1107, section 2.6.2)

The tensile test specimen for the groove welds (one required) must be prepared as detailed in
figure 11. The tensile test may be omitted, in which case the specimen must be prepared for and
subjected to the nick break test.

b) Nick Break Test - Groove Welds (See API RP 1107, section 2.6.3)

c) Root and Face Bend Tests - Groove Welds (See RP 1107, section 2.6.4)

The root and face bend test specimens (one of each required) must be prepared as detailed in
figure 13.

2.2 Fillet Weld Test Specimens


Nick Break Test - Fillet Welds (See API RP 1107, section 2.6.3)

The nick break test specimens for fillet welds (four required) must be prepared as detailed in
figure 14.

3.0 WELDER QUALIFICATION COVERAGE


Welders successfully qualifying in accordance with this standard and API RP 1107 on 12.750"
diameter pipe with a wall thickness of at least 0.188" shall be qualified to weld on all pipe
diameters, wall thickness (0.188" to 0.750"), positions, grades, joint designs, and fittings for all
of the company qualified API RP 1107 welding procedures included in this welding standard.

A welder must be requalified if any of the following essential variables are changed:

• a change from one welding process or combination of processes to any other welding
process or combination of processes;

• a change in the direction of welding from vertical up;

• a change in filler metal (E7018) as shown in API RP 1107, Table 1, Group 3; and

• A change in diameter group if a welder qualified on pipe less than 12.750" in diameter. See
section 3.2d of API RP 1107.

APPENDIX D - CPL NEW WELDING PROCEDURE


QUALIFICATION PROCESS
Qualification of new welding procedures for Chevron Pipe Line Company must be
accomplished in accordance with the welding procedure (MIP-407) and the attached
flowchart (Figure 407.D1).

Welding procedure qualification for new construction welding must be accomplished in


accordance with section 2 of API Standard 1104, "Welding of Pipelines and Related
Facilities." The welding of the procedure qualification must be performed in the presence
of a company representative.

Welding procedure qualification for maintenance welding must be accomplished in


accordance with section 2 of API Recommended Practice 1107, "Pipeline Maintenance
Welding Practices." The welding of the procedure qualification must be performed in the
presence of a company representative.
