This document (EN 14988:2 017) has been prepared by Technical Comm ittee CEN/TC 364 "High
Chairs", the secretariat of which is held by UNJ.
This European Standard shall be given the status of a national standa rd, either by publication of an
identical text or by endorsement, at the latest by January 2018, and conflicting national standards shall
be withdrawn at the latest by July 2018.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN sha ll not be held responsible for identifying any or all such pate nt rights.
This document has been prepared under a mandate given to CE N by the European Commission and the
European Free Trade Association.

1 Scope ,•
This European Standard specifies safety requirements for free standing children's high chairs that
elevate children to dining table height usually for the purposes of feeding or eati ng. Children's high
chairs are for children up to 3 years of age who are capable of sitting unaided.
With the exception of special high chairs for medical purposes, this standard applies to children's high
chairs for domestic and non-domestic use.
NOTE If a children's high chair has to or can be converted into other fun ctions, additional European
Standards may apply.

4 General
The high chair shall be tested as delivered. If the high chair is a knock· down type, it shall be assembled
according to the instructions supplied with it. If the instructions allow for different adjustments or
configurations of components (e.g. inclination of the backrest, height of the seat, position of the tray,
position of castors/wheels, etc.), the most onerous combination shall be used for each test, unless
otherwise specified in the test method.
Knock-down fittings shall be tightened before testing. Further re-tig htening shall not take place.
4.2 Application of forces
The forces in the static load tests shall be applied sufficiently slowly to ensure that negligible dynamic
force is applied.
The tests are described in terms of the application of forces, however masses can be used. The
relationship 10 N = 1 kg sha ll be used for this purpose.

When the seat unit is in the form of a hammock, a theoretical junction line, "LL", shall be determined as ~

5 Test equipment
5.1 General
Unless otherwise specified, test forces may be applied by any suitable device as results are dependent
only upon correctly applied forces and not upon the apparatus.
5.2 Test mass A
A rigid cylinder 200 mm in diameter a nd 300 mm in height, having a mass of 15 kg with its centre of
gravity 150 mm above its base. The edges shall have a radius of 5 mm. Two anchorage points shall be
provided. These shall be positioned 150 mm from the base and at a n angle of 180 0 to each other around
the circumference (see Figure 3).

A striker in the form of a cylindrical object having a total mass of 6,5 kg supported from a pivo t by a
steel tube of 38 mm in diameter and with a wall thickness of 2 mm (see Figure 4). The distance between
the pivot and the centre of gravity of the striker shall be 1 000 mm. The pendulum a rm shall be pivoted
by a low friction bearing.

5.6 Stops
Stops to prevent the high chair from sliding but not tilting, no higher than 12 mm except in cases where
the design of the item necessitates the use of higher stops, in which case the lowest stops that will
prevent the item from sliding shall be used.
5.7 Floor surface
5.8.1 Beam for stability testing and for measuring the length of the lateral protection
A beam, not less than 900 mm long, with a square section of 25 mm x 25 mm and with a mass of
(0,5 ± 0,01) kg.

5.17 Impactor
A cylindrical bag with a diameter of 150 mm filled with steel shot with a diameter of (4 ± 2) mm. The
total mass shall be 23 kg.
5.18 Wood block
A wood block. with dimensions of 150 mm by 150 mm with a thickness of 25 mm and with the edges
rounded with a radius of8 mm .
5.19 Feeler gauge
A gauge with a thickness of (0.4 ± 0,02) mm and an insertion end radius of (3 ± a,S) mm (see Figure 11).

8.1.1 Requirements
8.1.1.1 General
l
There shall be at least one locki ng mechanism which prevents a high cha ir from folding whilst in use i.
and also when a child is being placed into and removed from the high chair.

In order to prevent the hazards due to incomplete deployment, the high chair shall fulfil one of the
following:
i
a) the weight of the child in the high chair shan act to prevent the folding; or ,~,
b) at least one locking device shall engage automatically, when the product is ready for use.
Unintentional folding of the high chair shall be prevented. This requirement is fulfilled if one of the
follOwing conditions is met before and after testing in accordance with 8.1.2.1:
a) at least one operating device requires a minimum force of 50 N to activate, with and without test
mass A on the seat, or
b) folding is only possible if at least one locking mechanism requires the use of a tool. or
c) folding is only possible, when two independent operating devices are operated simultaneously, or
d) there are two or more automatically engaging locking devices that both cannot be released by one
single action, or
e) folding of the high chair requires two consecutive actions, the first of which shall be maintained
while the second is carried out.
When tested in accordance with 8.1.2.2, the high chair shall not fold and the locking mechanism shall
remain engaged.
8.1.2 Test methods
Place the high chair on the floor with the test mass A (5.2) at the centre of the seat.
Apply a force of 200 N at the paint and in the direction considered most likely for the high chair to fold.
If the high chair tends to tilt, secure it in a manner which prevents tilting but not folding.
8.2 Hazards caused by height adjustment
8.2.1 General
High chairs in which the seat height cannot be adjusted either due to the construction of the high chair
or when the child is inside the high chair are excluded from this requirement.
There shall be locking mechanism(s) to prevent the seat unit of a high chair from moving from a higher
to a lower position
8.2.2 Incomplete seat height adjustment
In order to prevent hazards due to incomplete seat height adjustment, at least one locking device shall
engage automatically when the seat is adjusted in height.

In order to prevent unintentional release of the seat adjustment mechanism. one of the following
requirements shall be fulfilled before and after testing in accordance with 8.1.2.1:
a) at least one operating device requires a minimum force of 50 N to activate, with and without test
mass A on the seat, or
c) release is only possible when two independent operating devices are operated simultaneously, or
d) there are two or more automatically engaging locking devices that both cannot be released by one
si ngle action, or
e) height adjustment requires two consecutive actions, the first of which shall be maintained while the
second is carried out.
8.3.1.1 Requirement
With the exception of the back of the backrest, parts of the high chair from the floor up to and including ,
the under-surface of the seat and buckles and adjusters of the restra int system, there shall be no
completely bounded circular openings in rigid materials between 7 mm and 12 mm, which are deeper
than 10 mm, when tested in accordance with 8.3.1.2.
8.3.1 .2 Test method
Check whetherthe 7 mm probe (see 5.9) with an applied force of up to 30 N, enters 10 mm or more into
any completely bounded opening in rigid materials in any possible direction. If the 7 mm probe enters
10 mm or more, check if the 12 mm probe (see 5.9) enters 10 mm or more with an applied force of up to
5 N.
8.3.2 Entrapment of head
8.3.2.1 Requirements
With the exception of the entrance to the seat unit, the two openings for the child's legs and openings in
the frame above the level of the top surface of the lateral protection, there shall be no holes, gaps or
openings above the seat surface which allow the small torso probe to pass through when tested
according to 8.3.2.2.
8.3.2.2 Test method
Check whether the small torso probe (5.12) with an applied force of up to 30 N, enters into any
accessible opening located above the seat.
The probe shall be inserted from inside the seat unit in a straight direction along the longitudinal axis of
the probe.

The back of the backrest, parts from the floor up to and including the under·surface of the seat and ~.
buckles of the restraint system are excluded from the following requirement. •
After the high chair has been set up for normal use in accordance with the manufacturer's instructions,
there shall be no accessible hazardous compression points, which can close to less than 12 mm, unless
they are always less than 5 mm, as the result of:
a) movement of the high chair; or
c) the application of an external force (either by another child or, unintentionally, by the carer, or by a
powered mechanism).
Hazardous compression points between the tray and the structure shall be assessed by applying a force
of 50 N in the most onerous directions on the tray.
8.4.2 Requirements for shearing points
The back of the backrest, parts from the floor up to and including the under-surface of the seat and
buckles of the restraint system are excluded from the following requirement. ,
After the high chair has been set up for normal use in accordance with the manufacturer's instructions
there shall be no accessible hazardous shearing points which can close to less than 12 mm, as the result
of:
a) movement of the high chair; or
c) the application of an external force (either by another child or, unintentionally, by the carer,
or by a powered mechanism).

The length of a cord, ribbon or si milar part shall be measured from the fixing point on the high chair to
the fre e end of the cord, ribbon or similar part under a 25 N te nsile force.
The peripheral dimension of a loop shall be measured from the fixing point on the high chair of one end
to the fixing point of the other end under a 25 N tensile force.
8.6 Choking and ingestion hazards (see A.4.4)
8.6.1 Requirements
Any component that is considered capable of being gripped by a chil d in accorda nce wi th 8.6.2.1 shall
be tested in accordance with 8.6.2.2 and 8.6.2.3. Any component or part of a compone nt that is removed
shall not fit entirely within the small parts cylinder specified in 5.11. - -
With the exception of the back of the backrest, parts from the noor up to and including the under-
surface of the sea t, and buckles and adjusters of the restraint system, parts of a high chair containing
filling material shall have at least one covering. After testing in accordance with 8.6.2.4, it shall not be
possible to insert the 12 mm probe by more than 10 mm (see 5.9) with a force of 30 N through any
opening in the covering mate rials or their joints that gives access to the filling materi al.

A component is considered able to be gripped if the child can grip the component between its thumb
and forefinger or between its teeth.
Where it is difficult to assess whether a child can grip a component, establish whether it is possible to
insert the feeler gauge specified in 5.19 between the component and the underlying layer or body of the
high chair at an angle between 0° and 10° from the surface of the underlying layer or high chair, using a
force of (10 ± 1) N. If the gauge can be inserted more than 2 mm, the component is considered able to be
gripped by the child.
8.6.2.2 Torque test
Apply a torq ue gradually to the component within a period of 5 s in the clockwise direction until either:
a) a rotation of 180° from the original position has been attained; or
Attach a suitable clamp to the component, taking care not to damage the attachment mechanism or the
body of the component.
Apply a tensile force of up to 90 N to the component. The force shall be applied gradually within a
period of 5 s and maintain it for 10 s.
Check whether any component or part of a compo nent that is removed during the test fits wholly within
the small parts cylinder specified in 5.11 in any orientation without compressing or manipulating it
8.6.2.4 Accessibility of filling materials
Use clamps with jaws to which discs with a diameter of 19 mm are affixed.
Attach the clamps to the covering where the disc jaws can be fully applied not less than 30 mm apart
and equidistant to the junction of parts (e.g. seam, welding, glued, etc.).
Gradually apply a force of (70 ± 2) N between the two clamps over a period of approximately 5 s.
Maintain the force for 10 s, and then release the force.
Apply the test once for each different joint of covering materials.

8.7 Hazards caused by edges, corners and protruding parts (see A.4.6)

All accessible edges, corners and protruding parts on the high chair shall be rounded or chamfered and j
free from burrs.
8.8 Strength and durability hazards (Structural integrity, see A.4.7)
8.8.1 Requirements
Con necting screws for direct fastening, e.g. self-tapping screws, shall not be used for the assembly of
any component that is designed to be removed or loosened whe n dismantling the high chair for the
purpose of transportation or storage.
After completing all the tests in accorda nce with 8.8.2, 8.8.3, 8.8.4, 8.8.5, 8.8.6.1, 8.8.6.2 and 8.8.6.3, the
requ irements in 8.1,8.3 and 8.7 shall be fulfill ed and the safety and functions of the hi gh chair shall be
unimpaired.
8.8.2 Impact test
The high chair shall be placed on the floor surface (5.7) in the normal position of use with the legs
against stops (5.6) in the opposite direction of the force.
Adjust the impact hammer (5.3) to fall from a height (H) of 116 mm. The hammer shall strike the
structure at the impact pOint, when the arm of the impact hammer is vertical (see Figure 14).
The impact hammer shall strike from the outside to:
the centre of the uppermost point of the back (see Figure 14 b)), and

If the high chair can be fitted with a detachable tray, the tests shall be done with and without the tray.
If the high chair overturns during the test, it shall be prevented from touching the ground.
Repeat the test on the backrest from the inside of the high chair in the same manner as above.
The tests shall be carried out for a total of 5 times at each point.

Place 40 kg distributed over an area of 150 mm x 150 mm on the centre of the seat. Maintain the load
for 1 min. Lift the high chair clear of the floor by the lateral protection at the point of balance. Maintain
the high chair off the floor for 1 min. Remove the load.
8.8.4 Footrest vertical static load test ,
Place 20 kg distributed over an area of 75 mm x 150 mm on the centre of the footrest with the longer I•
side parallel to the front line of the footrest. Maintain the load for 1 min. Remove the load.
8.8.5 Dynamic strength test
The high chair shall be placed on the floor surface (see 5.7) in the normal position of use. Prevent
movement of the high chair on the floor surface without impairing the test.

For high chairs that can be adjusted in height, the number of drops shall be equally divided in the
highest and the lowest positions.
Damages caused by the wooden block (e.g. splinters, damages in the fabric covel', etc.) sha ll be
disregarded.
8.8.6 Tray tests
8.8.6.1 Requirements
When tested according to 8.8.6.2, the tray shall not break or become detached and its function shall be
unimpaired.
When tested according to 8.8.6.3, the high chair shall not overturn.
When tested according to 8.8.6.4, the tray shall fulfil the requirements of 8.3.1,8.4,8.6 and 8.7 and its
function shall be unimpaired.
8.8.6.2 Tray strength test
With the tray fitted to the high chair, fix the seat so that it ca nnot move in the direction of the force
being applied. Apply in turn a horizontal force of 200 N 10 times to the tray at each of the following
positions :
a) forwards at the centre of the front edge at its uppermost surface;
d) sideways outwards at the centre of the opposite side at its uppermost surface.
With the high chair unloaded, apply a downwards vertical force of 200 N at the mid-point of centre line
of the tray (see Figure 15). Maintain the load for 1 min .

8.9 Hazards from falls out of the high chair (see A.4.8)
8.9.1 Restraint system
The high chair shall have either an active restraint system complying with 8.9.1.1.2 or a passive
restraint system complying with 8.9.1.1.3.
If the backrest can be reclined to less than 60° to the horizontal measured in accordance with 8.9.1.2.1,
the product shall have an active restraint system (see 8.9.1.1.2).
Straps of the restraint system, if any, shall have a minimum width of 19 mm.

All parts of the restraint system shall function as intended before and after testing in accordance with
8.9.1.2.3.
The maximum slippage of the straps through any type of adjuster shall be 20 mm, when tested in
accordance with 8.9.1.2.4.
After testing in accordance with 8.9.1.2.4, adjusters and buckles shall function as intended.
When a high chair is fitted with attachment points for an additional harness complying with
EN 13210 as described in the instructions for use, these shall function as intended after testing in
accordance with 8.9.1.2.2. The attachment points shall be independently fixed and shall at all times
remain within SO mm in front of and not more than 75 mm above the junction line, i.e. in the shaded
area shown in Figure 16.

8.9.1.2 Test methods for the restraint system

8.9.1.2.1 Determination of back rest angle
Place the test mass C (see 5.13) with its seat part on the seat of the high chair and with its backrest part
against the backrest of the high chair and with the hinge aligned with the junction line and with the
longitudinal axis of the test mass C aligned with the longitudinal axis of the seat as shown in Figure 17.
If applicable, adjust the backrest to the most reclined position.
Measure the angle between the backrest part and the horizontal.

With the seat of the high chair fixed. gradually apply to each attachment point in turn. a force of 150 N
once within 5 s and maintain it for 1 min in the direction of normal use to each of the restraint
attachm ent pOints.
8.9.1.2.3 Strength of components ofthe restraint system
Gradually apply to each component of the restraint system in turn, a force of 150 N once within 5 sand
maintain it for 1 min in the direction most likely to cause failure.
8.9.1.2.4Slippage of straps of the restraint system
Remove a pproximately 125 mm of the restra int system on both sides of the adjustment system from the
product.
Fix one of the ends of the removed restraint system to a clamping device in such a way that the strap
and the adjustment system hang freely. Th e dista nce between the clamping device and the force
application pOint shall be approxi mately 200 mm. The adju stment system shall be approximately in the
middle between the clamping devi ce and the point at which the force is ap plied.
Apply a force of 10 N to the other end so that th e strap is under tension in the same way it is intended
when th e restraint system is in use. Th e force shall be a pplied gradually within 5 s and shall be
maintained for (10 ± 1) s. Remove the force.
Draw a line across the width of strap flush wit h the adjustment system. Other means of establishing the
measurement are also accepted.
Gradually apply a force of 150 N within 5 s to the strap and maintai n it for (60 ± 2) s. Remove the force.
Draw a line across the width of the strap in the sa me manner as mentioned above (on the same side of
the adjustment system).
Remove the strap from the adjustment system.
Meas ure the distance between the centre of the two lines drawn flush with the adj ustment system.
8.9.1.2.5 Leg openings test
The high chair shall be placed on the floor surface (5.7) in the normal position of use. Restrain the high
chair so that it cannot slide on the floor surface or tip over.
Position the wedge block (see 5.15) on the seat with the tapered end towards the leg opening, keeping

its main axis perpendicular to the opening. ;
Gradually pull the wedge block by its hook from the outside of the high chair with a force of 30 N in a
straight direction along the wedge block main axis.

8.9.2 Lateral protection
8.9.2.1 General
The lateral protection shall have a height of at least 140 mm, when meas ured in accordance with
8.9.2.4.1 for -at least the length specified below. Openings in the lateral -protection and between the
lateral protection and the backrest are allowed, provided that they comply with all the relevant
requirements of this standard.
The lateral protection shall extend to at least 150 mm from the backrest, when measured in accordance
with 8.9.2.4.2.
8.9.2 .3 Lateral protection length and height for high chairs with a passive restraint system
The lateral protections shall extend up to the horizontal component in front of the torso of the child.
Openings in the lateral protection and between the lateral protection and the backrest are allowed,
provided that they comply with the relevant requirements of this standard.

8.9.3.1 Requirements
The high chair sha ll be fitted with a back rest with a minimum length of 250 mm measured in the
upright position in accordance with 8.9.3.2.1 and wide enough to support the back of the child.
If the angle of the back rest is less than 60° from the horizontal. measured in accordance with 8.9.1.2.1.
the minimum length shall be 400 mm, measured in accordance with 8.9.3.2.1.
When tested in accordance with 8.9.3.2.2, the mechanism allowing the back rest to be adjusted, if any,
shall not slip from one position to another.
8.9.3.2 Back rest tests
Place the test mass C (see 5.13) with the seat part on the seat of the high chair and with the backrest
part against the backrest of the high chair with th e hinge aligned with the junction line (see 4.5) and the
longitudinal axis of the test mass C aligned with the longitudinal axis of the seat as shown in Figure 22.

Plastic sheeting used for packaging with an area greater than 100 mm x 100 mm shall conform to one of
the following requirements:
a) have an average sheet thickness of 0,038 mm or more; or
b) be perforated with defined holes so that a minimum of 1 % of the area has been removed over any
area of 30 mm x 30 mm.
Plastic bags used for packaging with an opening perimeter greater than 360 mm shall not have
a drawstring or cord as a means of closing.
Shrink packaging that is destroyed, when the packaging is opened by the user, is excluded from
these requirements.
8.11 Castors and wheels (see A.4.9)
b) the force to lift the front legs of the high chair in the lightest condition of use allowed by the
manufacturer's instructions shall be ~ 65 N when measured in accordance with 8.11.2.2; and
c) at least two castors/wheels shall be lockable through a parking device which shall fulfil the
requirements in 8.11.3.
Remove castors/wheels in excess of the first 2 so that only 2 castors/wheels remain on the high chair.

If castors/wheels cannot be removed without damaging the product, the weight shall be calculated by
subtracting the weight of the additional castors/wheels (as provided by the manufacturer) from the
total weight of the product including wheels.

Rationales
A.l Introduction
This informative annex has been included with the purpose of providing th e ratio nales for the inclusion
of some of the requirements of this standard.
Where appropriate. rel evant clause numbers in the standard are given in this annex and the relevant
reference for the annex is given in the normative part of the standard.
A child up to the age of 24 months spe nds a considerable amount of time both mouthing and chewing. It
is important that quantities of certain elements. which may have a harmful effect if a child has access for
mouthing and chewing, should be limited.
Th e risk that a child sitting in the high chair may come close to or be in contact with a source of ignition
is low. However, if the product should come close to, or be in contact with an ignition source. the
product should not burn immediately.
Hazards from moving parts are related to products and rigid components of prod ucts that move in use.
Child's fingers are considered to be at higher risk and may be cut, crus hed, fractured or even severed if
the fingers become trapped between com ponents of a product that move.

This risk is more severe if parts move under loads such as body weight, component weight or the
application of powered mechanisms.
A crushing hazard occurs when components move relatively one to another and have a compression
action.
A shearing hazard occurs when components move relatively one to another and have a scissoring
action.
The requirements in 8.5.1 are intended to prevent the child from being strangled by any cords on the
high chair. If cords, ribbons and narrow fabrics are sufficiently long to encircle the child's neck there is a
risk of strangulation. The requirements are intended to ensure loops cannot pass over the child's head
causing a strangulation hazard.
A.4.4 Choking and ingestion hazards (see 8.6)
It is well known that young children have the habit of putting things into their mouth, therefore
minimum size requirements are set to prevent choking. Choking occurs when the child's internal
airways are blocked and their breathing is impeded so that air cannot pass into the lungs. Brain damage
can occur as a result
Ingestion hazards result from small components passing into the child's digestive system, which may
cause toxic contamination or an internal blockage or lacerations.
The requirements limit the size of components on the high chair that are either detachable orcould lie
pulled off by the child.
The requirement in the second paragraph of 8.6.1 covers high chairs containing filling materials.
Despite uncertainty as to the hazard presented by filling, it has been deemed prudent to require that the
accessible seams undergo a tension test. The requirements are therefore intended to ensure that the
seams do not come apart in a way that enables a child to insert two fingers through a seam to pull out
clumps of filling (simulated by a 7 mm probe).

If the child's external airways, mouth and nose are blocked simultaneously, air cannot pass into the
child's lungs and brain damage can occur.
The requirements in 8.10 address the suffocation hazard associated with plastic film and plastic bags
should they cover the mouth and nose or the head.
A.4.6 Hazards caused by edges, corners and protruding parts (see 8.7)
Sharp edges and protrusions on the high chair could cause cuts, lacerations or abrasions to the child's
skin. Sharp points could puncture the child's skin or eye.
A.4.7 Strength and durability hazards (Structural integrity, see 8.8)
Any major failure of the structure of the high chair could cause harm to the child. The requirements
address the strength and durability of the chair in total, as well as the seat, the footrest and the tray.
A.4.8 Hazards from falling out of the high chair (see 8.9)
Falling out of the high chair is the most commonly occurring injury with high chairs. This injury can be
prevented by the use of a restraint system. The requirements in 8.9 are intended to address the need
for an effective restraint system. The standard gives two options: an active restraint system or a passive
restraint system.
An active restraint system is a system where the carer needs to perform an action (e.g. click buckles) to
ensure the child is secured in the restraint system.
A passive restraint system is a system where the carer does not need to perform an action to ensure the
child is secured in the restraint system.
The wedge block used in leg openings test has been taken from ASTM standard for high chairs.
The requirements for an active restraint system are intended to ensure a parent can adjust the restraint
system in such a way that the child is secured in the high chair and the child is not able to undo this.
A passive restraint system is considered to be effective if the child inside the high cha ir is not able to
pass their legs from one leg opening to the other, nor is able to stand up on the seat.
Restraint systems prevent the child from falling out of the high chair, but could also pose an additional
hazard, called submarining, when a child slides down and is caught by a ho ri zontal element. This hazard
is addressed by the requirements in 8.9.1.1.2 a) and b); the test method 8.9.1.2.8 and the requirements

in 8.9.1.1.3 b), c) and d). A strap from the active restraint system is not considered to be a horizontal
element in 8.9.1.2.8.
A.4.9 Castors and wheels (see 8.11)
Based on Decision 2013/121/EU, the requirement on castors of EN 14988-1 has been changed to allow
for more than two wheels. The hazard assessment conducted during the development of the
requirement has lead the Committee to define some criteria that the high chair should fulfil to have-- ~
more than two wheels and in particular the weight of the high chair and the presence of parking ~
devices. ~
Specific requirements for products having more than two wheels/castors have therefore been included
in the standard.
A.4.10Stability (see 8.12)
The requirements are intended to address the haza rds associated with insufficient stability of high
chairs that could cause the high chair to overturn. This clause addresses the possibility of the child
leaning sideways, backwards, and forward as well as the child standing on the footrest.

A- deviations
A-deviation: National deviation due to regulations, the alteration of which is for the time being outside
the competence of the CEN-CENELEC national member.
In the relevant CEN-CENELEC countries, these A-deviations are valid instead of the provisions of the
European Standard until they have been removed.
FRANCE:
The French decree N" 91-1292 of 20 December 1991 relating to the prevention of hazards resulting
from th e use of child care articles, as published in the Official Journal of the French Republic of 24
December 1991, provides under article 2 of title II of its annex that: "child care articles must be made of
materials which either do not burn under direct action of a name, a spark or any other potential seat of
fire, or are hardly nammable (the name extinguishes as soon as the fire cause disappears), or, when
nammable, burn slowly with a low name propagation rate".
Consequently, the requirements in 5.3 of this European Standard will have to be supplemented, in
France, by the following: "The name propagation rate of textiles, coated textile supports and plastic
coverings shall not exceed 30 mm/s when tested in accordance with EN 71-2:2011 +A1 :2014,5.4.".
UK:
The UK Furniture and Furnishings (Fire) (Safety) Regulations 1988, Statutory Instrument No. 1324 (as
amended) as laid before parliament in the UK on 28th July 1988, provides under Schedule 5, Part I those
provisions of BS 5852:1979 Pa rt 1 which relate to butane name ignition source 1.

2. Any covering fabric which has been treated with a fire-retardant chemical to reduce the ignitability
of the upholstery shall, before it is conditioned in accordance with Clause 7.1 of BS 5852: Part 1 be
subjected to the water-soaking procedure set out in Clauses 4.2 to 4.5 of BS 5651, save that for the
second subclause of Clause 4.5 th ere shall be substituted the following:
"After 30 minutes, remove the specime n, rinse in water (4.2.1) using a liquor ratio of 1:20 for
2 minutes, and then dry the specimen by any method suitable for the fabric type."
