Part 1 – Job description

1. Main purpose of the job


To support the country team in the management of programs and partners in the country to deliver on
outcomes. The PM also ensures that the programs implemented by partners align to Tearfund corporate
priorities and Quality Standards.
The PM monitors and evaluates project activities. The role is responsible for managing and capacity
building sector project staff; delivering on quality and accountability commitments and for ensuring
Tearfund policies and procedures are adhered to by staff. The role is also responsible for supporting the
Country Director in producing internal and external narrative and reports, and representing Tearfund
locally.

2. Position in organisation
● Reports to the Country Director
● Works closely with agreed Partners, relating to the projects and programmes’ management
● Accompanies the partners to develop and manage other funding
● Liaises with WA Compliance Officer, SGBV Advisor and any relevant thematic support
● Works closely with the Finance and Administration Officer
● Line manages the CTT Officer and the programme implementation or as delegated by the CD
● Matrix relationship with Cluster Support Functions as role requires

5. Scope of job
● Responsible for delivery of Corporate priorities
● Ensure programmes and projects comply with quality standards
● Responsible for the development of partner’s capacity and learning exchange
● Responsible for assisting partners drafting funding concept notes and proposals and for
monitoring progress including capacity building in respect of the implementation of funded
projects
● Responsible for supporting Tearfund Country Director in the management and development of a
DMEAL system and processes by which to approve and sustain appropriate funding for partner
projects and programmes.
● Enable Tearfund to make and manage successful applications to other donor funding.
● Support processes by which the Tearfund assesses and effectively manages organisational and
financial risk of partners.
● Acts on enquiries both internal and external to Tearfund Côte d`Ivoire
● Responsible for the management and updating of financial, project and partner information on
Tearfund’s information google drive (IBIS database) systems and ensuring computer and paper
files on projects being supported by Tearfund are updated as required.

6. Duties & Key Responsibilities


Partners’ capacity development
● Provide training and mentoring to partner staff in PCM in order to improve the quality of
programmes and projects design, implementation and management;
● Facilitate, train and advise partners’ staff on quality standards and implementation methodologies
● Provide mentoring and advice to partner organisational staff (management, finance, logistics, and
human resources) in order to ensure good practice and quality implementation and compliance
with donor requirements and Tearfund’s standards;
● Organise and manage any technical consultancies that may be required to support the further
development of partners;
● Support partners in EES and FS issues, including best practice within the Côte d’Ivoire context.
● Identify and share learning on innovative and effective ideas to improve approaches to transform
the lives of poor people.
● Ensure that good practice from partner work is documented, collated and disseminated to other
partners, and relevant stakeholders e.g. quarterly, half yearly, annual reports, etc.
● Ensure partners’ projects establish appropriate baselines, mid and end programme evaluations as
required by GPS and donor requirements.

Partner project monitoring


● Undertake regular participatory monitoring visits to the partner’s projects to ensure adequate
progress against action plans and objectives.
● Support partner project staff to ensure that they monitor project impact indicators
● Undertake regular participatory reviews of partner project financial reports to ensure adequate
budget management
● Facilitate partner staff to produce quality and timely donor reports, and in conjunction with the
Country Director submit these to relevant donors and Tearfund.
● In liaison with relevant partners, facilitate any internal and external programmes and project
reviews and evaluations including annual audits;
● Manage and update system to track proposals, approvals, payments and reports to ensure
compliance with IPMS - partner risks (governance, financial & project management risk)
● In coordination with the Finance and Administration Officer or International Finance Support
team ensure that the partner risk assessment, financial solvencies, overall risk and audit are

carried out and subsequent reports and risk status, and all other required documents are
automatically saved on I Drive and IBIS.
● Manage and update issues, reminders to partners and follow-ups on late submissions
● Monitor, follow up, receive and acknowledge receipt of reports and proposals to ensure timely
communication with partners (as agreed with the Country Directory).

Partner donor compliance


● Conduct research & scope opportunities for project or programme funding through partnerships
● Liaise with the Partnerships and Programme Funding Teams to understand & ensure specific
donor requirements are met by Tearfund and partners throughout the project cycle
● Ensure project proposals have a logical framework, matching capacity & scale of project, which is
consistent with both the narrative and the financial documents and that appropriate indicators for
monitoring, evaluation and mechanisms for risk mitigation are included
● Assess project budgets for effectiveness, efficiency, coherence, relevance and appropriateness
● Provide training and awareness for partner staff on donor contractual conditions
● Support management of partnership funds through tracking and ensuring adequate and timely
reports (narrative and financial) are received from partners
● Analyse partner project proposals against Tearfund’s Quality Standards to ensure that the
proposed project is relevant to actual poverty issues & need, is designed according to IPMS and
represents good value for money
● Capture stories of beneficiary transformation to engage and inform UK supporters
● Actively promote the capturing of learning from the field and ensures that this learning is used
effectively in country and transferred to the wider organisation & beyond

● Promote and adhere to Tearfund’s Purpose, Basis of Faith, Core Values and Operating Principles.
● Contribute towards the induction of project staff, ensuring their familiarity with Tearfund’s
mandate, values, Quality Standards, policies, programme objectives, and their individual
responsibilities in upholding these standards and policies
● Develop and maintain measurement and production of information to enable relevant
stakeholders ensure approved projects effectively realise Tearfund Quality Standards and
International Standards.

Programme & Project development


● Assist Country Director in developing and supporting potential new partnerships
● Support and facilitate partner in proposal development in line with donor and Tearfund
requirements
● Participate in the design and implementation of new country strategy
● Create and/or maintain a database on poverty issues within the Country (measurement of
poverty, causes and dimensions of poverty, poverty reduction programmes e.g. PRSP1, etc.)
● Establish and manage processes to determine capacity development needs among partner staff
(e.g. Project Cycle Management, Church and Community Transformation, expert support etc.) and
cooperate with relevant team members to facilitate learning events to improve staff performance.
● Establish and manage processes through which coaching and support is provided to partner staff
in project cycle management.
● Establish and manage process/es by which to ensure partner staff understand Tearfund’s quality
standards and project design complies appropriately with them.
● Establish and manage the means by which to review projects progress and manage issues
effectively at partner and country levels on a monthly, quarterly and annual basis.

External relations
● Establish relationships with the partner staff at organisational and field levels that is marked by
openness, intimacy and trust
● Establish and maintain relationships with current and potential donors including networking in
order to expand contacts.
● Maintain constructive relationships with other agencies implementing projects at formal meetings
● Establish and maintain constructive working relations with other NGOs, UN agencies, Government
departments, and bilateral and multilateral donors.
● Support the preparation of annual plan and reports to be submitted to Ivorian Government when
needed
● Attend relevant inter-agency coordination and donor meetings as delegated by the CD
● Represent Tearfund in external forums if and when delegated by the Country Director or team
members.
● Support effective communication between Tearfund Côte d`Ivoire and UK, partners, other
organisations
● Provide information and support to WA team and other Tearfund departments, partners and
other organisations as required

Management of the Tearfund in-country office


● Establish a mutually creative and supportive relationship with the Country Director, the Finance
Manager, the Church and Community Transformation Officer
● In collaboration with the Country Director, ensure Partnership agreements are up to date
● Support the Country Director in the evaluation of the Country Strategy, and the development of
a new Country strategy
● Contribute to final Country strategy evaluation and the development of the new strategy &
Partner documents
● Ensure the timely provision of situation updates and narrative and financial reports to the Country
Director, in accordance with required reporting formats.
● Responsible for preparation and management of the country security plan
● Support the FAO to manage Tearfund’s management information system at country level (IBIS)
