SECTION D6
1 General
1.1 Generally
• The Specification for the works defines the minimum requirements for the design,
supply and execution and this Section and is to be read as a supplement to the
“Section 23 Fire Fighting and Fire Fighting Systems” section of the “Qatar
Construction Specification”, QCS 2002” except and to the extent as modified /
amplified below and relates to Fire Services detection and extinguishing
installations.
• Works carried out at Ras Laffan City (RLC) are also required to be completed
based upon the local regulations and construction procedures of RLC details of
which are listed the reference documents.
• The material specification and performance is indicated upon the drawings.
• Manufacturers of materials to be used in the construction works are to be
selected from the Qatar Petroleum (QP) Onshore Engineering Department
Vendors List document No ED.00.15.001 latest version current at the time of
tendering.
• The following documents in their latest revision shall be read in conjunction with,
and shall be part of this specification. In case of conflict the most stringent shall
apply.

temperature for pipe work is to be 50 deg C for below ground and 84 deg C
for above ground installations.
• The pipeline vendor shall have experience in supply and installation of GRP
pipeline within the Middle East region and shall include as part of the supply
provision a hydraulic and stress analysis taking into account routing of pipe
work as shown on the contractors installation drawings to determine the
system flexibility and anchoring requirements together with the thrust block
design. Qualified personnel from the GRP specialist vendor shall be
involved in the installation / jointing.
• Above Ground fire water lines shall be galvanised carbon steel to BS 1387
(150, 65) Medium grade.
• All internal firewater pipelines within buildings are of Galvanised Steel
construction.
• The following clauses from the QCS have been modified as indicated:
• General:
• All references to Qatar General Electricity & Water Corporation are to be
replaced with Kahramaa (KM).
• All references to “Civil Defence Department” are to be replaced with
“Ras Laffan City Fire Engineering Department” who will take
responsibility to approve the scheme.
• All references to British Standards shall mean the latest published
version of such standard.
• Service connections to equipment and plant shall be made with
decoupling adjacent to the equipment such that any removable section,
cover or the complete unit can be readily withdrawn or removed without
the removal or disturbance to large sections of adjacent services
systems. In addition it shall be possible to isolate and drain down any
equipment without isolation of large sections of the remaining system.
• Metal pipelines conveying water shall be protected from electrolytic
action by the installation of non-conductive or fibre type nipples to
mechanically separate copper pipes from galvanized materials. In the
case of acidic water approval shall be obtained of the protection
required to avoid possible corrosion due to electrolytic action.
• At points where services cross building expansion joints flexible
connections, compensators or expansion joints shall be provided to
cater for any potential building movement within the pipeline installation
unless it can be demonstrated that there is sufficient flexibility in the
pipeline installation.
• Specific clauses:
2.1.3 Approval means approval required from the Engineer to the sub
contractor to ensure appropriate interface between the systems at
RLC Multipurpose Administration Complex and the main RLC
Network.
2.1.4 The location of the central monitoring panel is within the Central
Plant Building and a further repeater panel in the Emergency
Operations Centre. For details of the central monitoring equipment
this is to be supplied in accordance with RLC requirements and as
described below.
2.1.4 Batteries as described under sub section 5 are to be NiCad.
2.3.1 The main Fire Alarm panel is located in the Central Plant building.
2.3.2 Item k sub section 4 replace Civil Defence with Ras Laffan City.
2.5.7 Refers to concealed from view fire detectors only.

building.
4.4.3 Sub Clause 2 Hose Reels are to be drum mounted with semi
rigid 25mm hose each hose reel having the ability to cover a 30
metre travel distance.
4.4.3 Sub Clause 8 Pressure control valves are to be installed where the
operating pressure exceeds NFPA requirements.
4.5.1 Fire Hydrants shall be installed of the 4-way type complying with
QP standard in all respects.
4.7.1 The pumps provided at the central plant location are to be one
electric one diesel and one jockey pump.
4.7.2 Sub Clause 1 Pumps shall be in compliance with NFPA20 and
shall be UL Listed / FM approved.
4.7.6 Sub Clause equipment to be UL / LPCB listed and FM approved.
4.7.9 add additional clauses as follows
Factory Acceptance Test (FAT) shall be conducted for the electric
motor and diesel driven engine drives main firewater pumps. FAT
• Additional clauses:
• Within the Office and Canteen building and within the central Atrium
passive smoke ventilation is provided to allow evacuation of the smoke
from the atrium in the event of a fire condition. The doors at low level will
fail open in this situation to allow make up air to support the ventilation
provision. The smoke ventilators are to be designed and finally sized by
the selected supplier generally as indicated upon the contract drawings.
• Refer to Section E5 for Helicopter Pad details. The main fire installation
requirements are indicated below:
GENERAL
4. The control and indicating equipment (FACP) shall form the central
processing unit of the system and shall be equipped with a separate
Pentium 4 PC (2.8 GHz with 1 GB ram) and graphics package to clearly
indicate all fire locations throughout the site and also act as an input
stations for maintenance purposes. It shall receive and analyze signals
from fire sensors, providing audible and visual information to the user. It
shall also initiate automatic alarm response sequences and providing
the means by which the user interacts with the system. The housing
enclosure shall be constructed to IP22 unless otherwise stated
elsewhere in the Project Documentation.
29. The control and indicating equipment (FACP) shall have a built-in visual
display unit and shall be capable of displaying 16 lines of 40 characters
each.
30. The control and indicating equipment (FACP) shall have the facility to
enable an on board communications module to be added to allow local
area networking to other FACP panels.
31. The control and indicating equipment (FACP) shall have Integral sealed
lead acid battery and charger, with 24 hour back up in the event of
supply mains failure.
32. The control and indicating equipment (FACP) shall have Essential
controls- sound alarms, silence alarms and reset fire, Cancel fault
buzzer, Fire, fault, warning and power on lamps. All controls shall be
enclosed behind a lockable cover.
33. The control and indicating equipment (FACP) shall have the facility to
enable an on board communications module to be added to allow local
area networking to other FACP panels, via an optical fibre cable
network connecting all the buildings of the project site.
QUALITY ASSURANCE
34. Items and equipment specified in this part shall be provided by
experienced and approved manufacturers and contractors as
designated in the Project Documentation or to the written approval of
the Engineer.
INSTALLER’S QUALIFICATION
1. In Quality Assurance Clause – Manufacturer’s Qualifications: A Firm
shall be a specialist in providing systems similar to that indicated for this
Project and with a record of successful in-service performance.
Manufacturer’s system shall be a standard “off-the-shelf” package
utilizing the latest hardware and software technology. Any major
system development efforts necessary to meet specified requirements
are unacceptable. Manufacturer or factory-authorized agency shall
maintain a service center capable of providing training, parts, and
emergency maintenance and repairs for overall system at Project
WORKSITE with eight hours’ maximum response time.
35. Installer’s Qualifications: An experienced installer with minimum of 7
years experience in state of Qatar, who is an authorized representative

GENERAL
36. The system may include, but not be limited to automatic detectors,
manual call points and line modules for direct connection to the system
addressable loops.
37. Each detector shall be with Isolator base.
SMOKE SENSORS
1. These shall be of optical / heat combined type in a single head. Smoke
and heat element shall combine to react to the presence of smoke and
heat at the same time. The optical element shall monitor for visible
smoke from slow smouldering fires, while the heat element shall
monitor for high-energy fires with little or no smoke. Smoke sensing
design shall comply to BS 5445: part 7 and heat sensing design to BS
5445: part 5, grade 2.
38. All smoke sensors shall comprise of three components: Termination
Plate, Electronics Module and a Replaceable sensing chamber.
39. The termination plate shall incorporate the terminals for wiring only and
shall not contain any electronic parts.
40. The electronic module shall plug onto the termination plate as a second
fix item. It shall have micro processors, short-circuit isolators and all
electronic components and circuitry suitable for an Analogue
addressable system.
41. The sensing chamber shall fit on the electronics module as a third fix
item. This design shall allow sensing element alone to be replaced,
should it become dirty due to a build up of dust from the atmosphere.
When removed, the panel shall display a fault condition with a message
“Sensor chamber Removed” with a relevant label/address.
42. An appropriate plate shall be provided to semiflush the sensor, if
required. The finish of the semiflush plate and the sensors should be
the same.
HEAT SENSORS
43. These shall comply with the requirements of BS 5445: part 5: 1977.
43. All smoke sensors shall comprise of three components: Termination
Plate, Electronics Module and a Replaceable sensing chamber.
44. The termination plate shall incorporate the terminals for wiring only and
shall not contain any electronic parts.
45. The electronic module shall plug onto the termination plate as a second
fix item. It shall have micro processors, short-circuit isolators and all
electronic components and citcuitry suitable for an Analogue
addressable system.
46. The sensing chamber shall fit on the electronics module as a third fix
item. This design shall allow sensing element alone to be replaced,
should it become dirty due to a build up of dust from the atmosphere.
When removed, the panel shall display a fault condition with a message
“Sensor chamber Removed” with a relevant label/address.
47. An appropriate plate shall be provided to semi flush the sensor, if
required. The finish of the semi flush plate and the sensors should be
the same.
SMOKE SOUNDERS
48. Same as Smoke sensors with built-in electronic sounder with output of
min. 90 DB at a distance of 1 meter.
INTERFACE UNITS
58. These shall be used to give / accept contacts from other services
required to be interfaced with fire alarm system. e.g. Interfacing with
Ahu's, BMS, Elevators, Pressurization Fans etc. It shall be installed on
the loop along with sensors, MCP's, Sounders etc, and shall be of soft
addressable type with built in isolator.
DUCT DETECTORS
59. Duct detectors shall be same as smoke sensors specified above and
housed in a plastic enclosure with smoke sensing probes. This shall be
installed in AHU return ducts.
CABLING
1. Unless specified elsewhere in the Project Documentation, the cabling
and wiring used in the fire alarm system shall comply with the provisions
this Clause.
2. The cabling and wiring to be used in the system shall be fire resistant
and approved to British Standard and LPCB specifications for use in fire
detection and alarm systems.
3. Wiring used for driving devices requiring high currents (e.g. bells) shall
limit the voltage drop to less than 10% of the nominal operating voltage.
4. Cables used for the transmission of system data and alarm signals shall
be in accordance with the types recommended by the manufacturer of
the fire alarm system.
5. The ends of all cables shall be sealed by means of proprietary seals
and associated glands. No heat shall be applied to any seal or
termination. Cable tails shall be insulated by means of gland PVC
sleeving anchored and sealed into the seal.
6. Where protection of the cable glands is required or terminations are on
display, the glands shall be enclosed in red coloured shrouds of the
appropriate British Standard colour.
7. All cables to brick/concrete shall be securely fixed by means of copper
saddles sheathed with red PVC. These saddles shall be provided near
bends and on strength runs at intervals no greater than recommended
in the British Standards or by the manufacturer.
GENERAL
Correct installation, combined with the use of high quality equipment,
components and cabling ensures that the fire detection and alarm system shall
operate as designed and provide trouble free service.
68. The Contractor shall install the alarm system in accordance with the
manufacturer’s documented installation instructions.
INSTALLATION OF DETECTORS
74. All detectors (and bases) shall be installed in accordance with the
relevant provisions of BS 5839: Part 1, BS 7671 and the installation
instructions provided by the manufacturer.
75. The number and type of detectors required to be installed shall be as
detailed on the Project Drawing. The location of each type of detector
installed shall generally be as shown on the Project Drawings but their
final position shall be determined on site.
76. All detector bases shall be securely fixed to boxes and allow for easy
fitting and removal of detectors.
77. Cable and wire entries to detector bases shall be fitted with grommets
to prevent possible damage to the insulation.
78. Cable and wire strain relief clamps shall be provided at all entries to
detector bases.
79. Cable entries of detector bases used in environments with abnormal
atmospheric or operating conditions shall be appropriately sealed to
prevent ingress of dust, water moisture or other such contaminants.
80. All control devices (e.g. call points, sounders, interface modules, etc.)
shall be installed in accordance with the relevant provisions of BS 5839:
Part, BS 7671 and the installation instructions provided by the
manufacturer.
81. The location of control devices and associated modules to be installed
shall generally be as shown on the Project Drawings but their final
position shall be determined on site.
82. The type of control device installed in each particular location shall be
the type specified in the Project Documents.
83. All control devices and associated modules shall be securely fixed, and
if required, marked with appropriate notices, warnings, signs as
applicable.
84. Cable and wire entries to all control devices and associated modules
shall be fitted with grommets or glands so as to prevent possible
damage to the insulation.
85. Cable entries of control devices and associated modules used in
environments with abnormal atmospheric or operating conditions shall
be appropriately sealed to prevent ingress of dust, water, moisture or
other such contaminants.
SPARE PARTS
86. Provide spare parts as recommended by the manufacturer but
minimum 5% of each detectors, fuses, control relays etc.

Notes
• Fire Alarm System complete with all its accessories and fittings shall be from the same
supplier.
• Control Panel associated with the fire water pumps shall be from the same
manufacturer as the pumps.
• PVC conduit shall not be used elsewhere for fire and gas alarm system.
• All Fire Pumps and Diesel engine drives shall be UL listed.
• Command and control systems designers and installers shall be selected form the UK
Home Office list of approved contractors.
