SUBJECT: - STRICT ENFORCEMENT OF TRAFFIC LAWS TO SAVE PRECIOUS HUMAN LIVES.

Kindly refer to the subject captioned above and your organization letter no Daewoo-
Pak/EBS/2021, dated December 15th 2021.
2. It is intimated that Public Service Vehicles (PSVs) of M/s. Daewoo Pakistan, Express
Bus Service, are involved in traffic violations i.e. over speeding (32 vehicles) and Lane
violations (01 vehicle), on Lahore - Abdul Hakeem Motorway (M-3), as observed between
December 1st, 2021 to 31st, December 2021. The detailed report regarding your company
including particulars of violators is enclosed as Annexure – A (Over Speeding) & Annexure-
B (Lane Violation and Misc.). The said observations were monitored through installed
gadgets at M-3 and trackers installed in your PSVs.
3. Keeping in view the importance of public safety, it is communicated as per Section
90/g of NHSO-2000: “plan, budget and manage publicity, information and education
campaigns for the purposes of maintaining good order and safety on the national
highways” to take concrete measures at your end i.e. sensitizing your driving crew about the
subject matter and be communicated to this office in order to decrease the above narrated
violations. Furthermore, all technical issues pertaining to speed measuring process through
tracker be fixed at the earliest and must be communicated to this office immediately because
these laps are creating a bad name of your company and your drivers are getting negative
marks in the database of NHMP. In order to highlight the severity of this technical issue, on
December 25th, 2021, an exercise was carried out at Traffic Control Center, M-3. It was
received 159 over speeding alerts and out of 159, 65 notifications were normal and all
remaining were jump speed. It creates extra work load for the staff to verify and share violation
with field formation. Detailed Performa depicting bus number and total number of alerts is
enclosed as Annexure – C.
4. Likewise, the reply received from your office regarding over speeding enforcement due
to jump speed in the month of November-2021, each alert was rechecked and it is also
enclosed as Annexure – D with over speeding graphs for your review.
5. Moreover, a list of 82 driers is enclosed herewith as Annexure- E, although they are
plying on M-3 yet their driving licenses are not online verified. It depicts that their driving
licenses are bogus, hence, all these drivers should be restricted and suspended from your
company to drive any PSV until their licenses are verified.
6. Furthermore, in case of any query or information pertaining to Sector M-3, NHMP,
about PSV matters, IP/SPO Ali Zeb, Focal Person, (Cell# 0300-7709876) or IP/SPO Atif
Irshad (0334-6678885) may be contacted for further clarification.
7. Your cooperation in this regard has prime importance as the matter is pertaining to the
Safety of Human Lives, please.
