Performance of Projects in Public Sector of Pakistan: Developing a

Summary:
Public sector of Pakistan is filled with a lot of statistical disturbances, Pakistan after its
independence, had a lot of budget deficit, with a very weak infrastructure and social sector.
Luckily, being a country blessed with a lot of natural resources, it was easy at first to get on a
track of developing countries, but as the time passed, due to political and security instability
has bumped the road to wellbeing of the country. Every government comes with having the
social sector like education, health and population, as fundamental priority, but we haven’t
seen much work done in the social sector. As, we have military which consumes one-fifth of our
budget, our government have less allocation of budget to education, health and income, rather
much of the budget is allocated to salaries and transfer payments. The project management is
one of the key issues with our struggling economy, First the projects aren’t been allocated to
someone with merit, but on the conditions of bribery to incompetent individuals, who have less
qualifications for required for the project management, If all the projects in Pakistan would
have been executed in the given time, we would have been in much better condition than
today, The project comes with many incentives, then authorities like Consultant, project
manager, contractor and sponsor have their share of the pie, due to which the projects are
delayed and the total cost kept on increasing with the quality falling down below the barrier. In
order to avoid such horrible consequences, the government interventions with the margin of
transparency is required, The project manager should be chosen on merit, and the performance
of the project should be monitored with complete transparency, and the project manager
should be penalized for out budgeting and delay of the project.

IT has been the largest trend in the world, and has been proved vital in economic activities like
trade and business, In social sector such as education and health. The researcher claims that
the technology has been continued to prove beneficiary in public sector. The research is mainly
about the role of IT in the transparency and accountability of public sector. In transparency, the
common public will have the access to information of the public sector organizations, and their
actions and can monitor them individually, lessening the transactional cost of office duties, and
they can be monitored by higher concerning offices, and wont be able to worn out their
resources unnecessarily, and it would be easier to view their financials and it would be vital to
control corruption and proper working of the state machinery. In terms of accountability, the
research paper suggests that we can make the government servants accountable by
empowering them and made them accountable individually, in this way, we can induce sense of
competency and merit in them, and they wont be abused by their seniors, and would by
forbidden from corruption by monitoring their bank activities. The pace with which world is
progressing in IT it will be stupidity, if we don’t pursue it. But we have seen that Pakistan is
immensely backward in the race of technology, not the government is investing much capital
and attention to this grave situation. Frankly speaking, how are we going to strive in this age of
prosperity, when we don’t even make a phone in this country, all we do is import spare parts
and assemble it here.
