(LSPs) for engagement in Odisha Livelihoods Mission Activities.

Madam/Sir,
ln inviting a reference to the subject cited above, I am to inform you that Odisha
Livelihoods Mission is pleased to engage the External livelihoods support persons (ELSPs)
like other community cadres in accordance with the NRLM project norms. However, the
nomenclature from ELSPs has been changed to LSPs along with revision in their working
days, honorarium, reporting structure, working style clearly well defined in the revised
guidelines.

The revised guidelines of LSPs will be applied officlally w.e.f. 1't November 2019. The
guidelines will supersede all earlier guidelines and advisories issued by OLM related to ELSP.

You are, therefore, requested to implement the revised guidelines of LSPs in your
district for smooth operation of livelihoods activities.

GUTDELTNES FOR LTVELIHOODS SUPPORT PERSON (LSp)

1. lntroduction

Odisha Livelihoods Mission (OLM) is a registered society working under the


Panchayati Raj & Drinking Water Department of Government of Odisha for enhancing
the socio-economic condition of the rural poor through sustainable livelihoods
promotion. To achieve the same, OLM is emphasizing on the primary sectors,
intensifying both farm & non-farm livelihoods promotion under the programme "Mission
Samrudhi" (Livelihoods intensive GPs). For last mile service delivery and extension,
a community cadre known as 'Krushi Mitra' is engaged at the GPLF level to support
households in different agricultural and horticultural activities and 'Prani Mitra'to support
in Livestock interventions (Poultry, Goatery, dairy, fishery etc). For replication of
agriculture related best practices and to demonstrate different farm based operations in
the field, OLM had engaged External Livelihoods Resource Persons (E LSP), one per
two GPs. One such E-LSP was providing services to the concerned GPs for 45 days in
a cropping season with a maximum of 90 days in a year. The role of E-LSPs was found
crucial to provide different need based advice and services to the community. Further,
with the diversification of livelihoods activities in the field, community is intensively
involved in more than one livelihood intervention. Therefore, the support of E- LSP as
an external resource was found inadequate.

Therefore, it is proposed to place one LSP to provide services in two GPs


throughout the year. With this, the earlier E-LSP guidelines has been customized and
placed with some little modifications as LSP Guidelines.

2. Objectives

Objectives of engaging LSP are reiterated below:

o To ensure last mile services and support to targeted households by acting as a

bridge between block functionaries and the extension workers like Krushi Mitras
& Prani Mitras.
To strengthening convergence of OLM with other @artrnents to leverage
required and timely support for the targeted households
To build capacity of field functionaries and farmers by inboducing improved
practices with organic approach and modern farm technology.
To minimize gap between producers and consumers by facilitating market
linkage c,f rural products.
To provide support to individual farmers, producer in forming and strengthening
of Farmer Field School (FFS), Producers' Groups (pG), producers' company
(PC), livelihoods clusters etc.

3. Eligibility criteria for Livelihoods Support persons (LSp)

. Educational Qualification: Minimum 7th class pass


. S/he is able to read and write Odia (conversant with the local language/dialect
will be a preference)
. Age limit: Minimum 30 years and Maximum 60 years.
. S/he must have provided livelihoods support to SHG, PG/PC, individual
households at least for a period of one year.
. S/he must have minimum 4 years of working experience in promoting Agriculture
and ior Livestock promotion.
. Sihe must be physically fit to work in the field and willing to make extensive field
visit.
S/he must have practiced some of the good methods and practitioner under
agriculture/ livestock and is ready to adopt new technology and practices
promoted under'Mission Samrudhi'.
S/he must be a resident of the block. Domicile of the operational Gps will be a
preference.

4. Scope of work
. Each LSP will cover two Mission Samrudhi GPs within the same Block, preferably
geographically contiguous GPs.

S/he will coordinate the work of Krushi Mitras and Prani Mitras of the concerned
GPs and handhold them for timely delivery of required services to the targeted
households.
Sihe will also work closely with the field functionaries promoted under other
departments/ schemes such as Krushak Sathi, Village Agriculture Worker (VAW),
Livestock inspector etc.

I S/he will introduce new methodologies and improved practices on agrrculture and
livestock promotion, with practical demonstration at Farmer Field School (FFS),
Common Facility Centre (CFC) etc.
S/he will provide training and capacity building support to Krushi Mitras and Prani
Mitras on different agriculture and livestock related activities.
S/he will sensitize Krushi Mitras and Prani Mitras on record keeping, design of
crop calendar/vaccination calendar, reporting system to GPLF/ Block and other
extension services.
S/he will update his/her own knowledge and skill with the support of KBK, AAO,
AHO, BVO, FEOs etc.
S/he will prepare case studies and document best practices
S/he will provide handholding support to concerned Krushi Mitras and Prani Mitras
on day to day management of CFC, Brooding & Growing (B & G) unit, poultry and
goat clusters.
S/he will facilitate the process of product aggregation and marketing at field level.
Support in value addition and marketing of rural products.

5. Terms & Conditions

. S/he will be responsible for providing different deliverables as mentioned at Para'


4 to both the assigned GPs.
. One of the GPLFs shall be identified as the Nodal GPLF for the purpose of
selection, reporting, monitoring and payment of the LSP.
. For administration purpose s/he will report to the Nodal GPLF. However, s/he will
work in close coordination with both the GPLFs, specifically with livelihoods sub-
committees of the GPLFS.

6. Selection Procedure

NB: the existing E-LSps will be re-engaged as LSps based on their past
performance, as certified by the GPLF/s they were earlier engaged with.
They
may be re-engaged by the same GPLF/s or by any other GpLF/s based on their
preference and project,s requirement.

6.1 Disengagement Clauses

Each Nodal GPLF will develop an action plan for the LSp on yearly basis
in
consultation with other GPLF which comes under the work jurisdiction of the
LSP. Performance of the LSP will be reviewed every month and his/her
assignment will be continued based on satisfactory performance.
The monitoring and supervision will be conducted by the respective GpLFs
on monthly basis. Those LSPs, whose performance is not found satisfactory
may be recommended for further training and capacity building
ln case his/her performance is not satisfactory for three consecutive months,
she may be recommended for discontinuation by Nodal GPLF
A committee constituted at the Nodal GPLF level with the representation of
EC members of both the GpLFs will discuss and recommend any such
matters of discontinuation.
LSPs, indulged in such activities that violate the norms and values of both
promoting and supporting organizations shall be disengaged without
citing
any reasons thereof.
' LSPs indulged in any unethical practices shall be disengaged by the Nodal
GPLF without citing any reasons thereof

7. Resource Fee & Other Entiflements

' The LSP will receive Rs 3001 per day towards Resource fee for delivering
different services to community S/he will work for a minimum of g hours in
a day.
This fee will be provided maximum for a perio d of 240 days in a year.

' Fixed Travel allowance @Rs500l per month will be paid to LSp towards travel
within their work jurisdiction. This is subject to field visit of minimum 15 days in
a
month and submission of field diary and related claim before Nodal GpLF.
. Rs 2501- towards telephone ailowance will be claimed per month

' For attending mela / exhibition, special kind of function and any other assignment
outside the assigned jurisdiction s/he shall be eligible for TA and DA as per the cost
norm suggested by the OLM.

Payment Modalities
Payment will be made to the LSps by their respective Nodal GPLF
The LSPs will submit a monthly work plan to their respective Nodal GpLF and
on approval will perform their duties
On completion of the month, each one of them will submit their work done
report to their respective organization.
On approval of the work done report, Resource Fee will be released on
monthly basis.
For release of FTA/TA/DA/Mobile allowances etc., the LSps will put their
claim in the prescribed format
Payment will be made in the form of Account payee cheque or through
electronic mode of transfer No transactions of more than Rs. 500/- will be
made in cash.
oLM will provide funds to Nodal GpLF towards Resource Fee, FTA, TA, DA
and telephone allowance of the LSp till it gets support under DAY-NRLM.
Thereafter, the GPLF/s will decide the engagement of LSP and meet their
Resource Fee and other expenses from its own fund.

8. Reporting & Monitoring

' LSP will report to the Nodal GPLF. However, s/he will be accountable to both the
GPLFs with regard to his/her assignments.
o S/he will place all official documents including joining letter and photocopies of
their educational and experience certificate at Nodal GPLF. Concerned nodal
GPLF shall open a separate file to keep all records of LSP. ln response to that
the Nodal GPLF shall give an acceptance letter with all job responsibilities and
terms & conditions.
