Pursuant to Section 13-103(b) of the Revised Charter of the City and County o
Honolulu, I hereby reappoint, subject to confirmation by your Honorable Body,
Max J. Sword as a member of the Police Commission. Mr. Sword will serve for a term
to expire on December31, 2020. I would appreciate your favorable consideration of
Mr. Sword’s reappointment and request adoption by the City Council in the most
expedient manner possible.

RESOLUTION

RELATING TO THE REAPPOINTMENT OF MAX J. SWORD TO SERVE ON THE


POLICE COMMISSION OF THE CITY AND COUNTY OF HONOLULU.

WHEREAS, Section 6-1 605, Revised Charter of the City and County of Honolulu,
1973 (“RCH”), as amended, establishes a Police Commission consisting of seven
members appointed by the Mayor and confirmed by the Council; and

WHEREAS, the major duties of the Police Commission are:

(1) Adopt such rules as it may consider necessary for the conduct of its
business and review rules and regulations for the administration of the
department;

(2) Review the annual budget prepared by the Chief of Police and make
recommendations to the Mayor;

(3) Submit an annual report to the Mayor and the City Council;

(4) Receive, consider and investigate charges brought by the public against
the conduct of the department or any of its members and submit a written
report of its findings to the Chief of Police;

(5) Review and, if deemed necessary, make recommendations on the Police


Chiefs five-year plan and any update of the Chief’s goals and objectives
for the police department;

(6) Compare at least annually the actual achievements of the police


department against the goals and objectives of the five-year plan or latest
update; and

(7) Evaluate, at least annually, the performance of duties by the Chief of


Police;

and

WHEREAS, by Mayor’s Letter, dated June 3, 2016, the Mayor has reappointed
Max J. Sword to the Police Commission; and

WHEREAS, if confirmed by the Council, Mr. Sword, whose initial term expired on
December 31, 2015, will serve for a second term which expires on December 31, 2020;
and

WHEREAS, Section 13-1 03, RCH, requires an appointee to the Police


Commission to be a registered voter of the City; and

WHEREAS, the Council has reviewed Mr. Sword’s qualifications and character
and finds that he qualifies to serve on the Police Commission; now, therefore,

BE IT RESOLVED by the Council of the City and County of Honolulu that the
reappointment of Max J. Sword to the Police Commission for a term expiring on
December 31, 2020 is hereby confirmed; and

BE IT FURTHER RESOLVED that the Council expresses its appreciation to


Mr. Sword for his commitment and willingness to actively participate in city government;
and

BE IT FINALLY RESOLVED that copies of this Resolution be transmitted to the


Mayor, the Chief of Police, the Chair of the Police Commission and Max J. Sword.

Has been in the governmental/community affairs field, in one area or another, for almost 30
years. Besides work here in Hawaii, and due to his extensive family ties in every corner of
the Pacific Ocean, he has worked with a number of Pacific Island governments, businesses
and organizations.
Had a hand in passing many legislative measures that has shaped the way tourism
business is done today, the “Gross Up” tax provisions, the methodology by which taxes on
employee salaries and benefits are applied to Hotel Management Contracts, the formation
of Hawaii Tourism Authority to name a few.
He has also been involved with the community extensively through various organizations,
like the March of Dimes, SSPA Entrepreneurial Program and the American Youth Soccer
Organization (AYSO).
For March of Dimes, working every year on their main fundraiser, Governor’s Bal, for
SSPA, as the Chair of the Entrepreneurial Program, he has helped secure multi-million
dollar funding from the State and Federal government and has been active in their
scholarship programs. While with AYSO, brought the AYSO National Games to Hawaii in
the summer of 2002, the first national youth tournament to be held in Hawaii. The National
Games brought 192 teams to Hawaii (7,000+ participants) for a week of soccer games.
