In the past, ‘Olelo has received funds from City agencies to support production of video
messages such as prevention of underage drinking, water conservation, and traffic safety. The
largest grant for $52,000 was received in 2011 for the City’s Be A Jerk Campaign.

In addition, ‘Olelo provides grants to the City and County to support cablecasting of various
City-related video production. The support provided over the past 5 years in total was $238,000.

If yes, provide details including the name (s) of the firm:

I own stock in Central Pacific Bank, Bank of Hawaii, Hawaiian Airlines and AIG. These are
Firms that in their normal course of business may provide service to the C&C. Additionally, I
am sole owner and President of Amemiya Consulting LLC and provided government relations
services to Central Pacific Bank, a C&C financial service provider. My consulting relationship
with CPB will be terminated on December 31, 2014.

22. What do you understand to be the prime duties of your county appointment?

The Managing Director (MD) is responsible and accountable for the ongoing operations of
the City. In this capacity, the MD is accountable for the effectiveness of executive agencies and
the agency directors in providing all required services to the public in a quality manner. Upon
request, the MD attends meetings of the City Council, Board and Commissions. The MD is
responsible for providing timely responses to City Council requests for information. Finally, the
MD performs all other duties required by the City Charter or assigned by the Mayor.

RESOLUTION

RELATING TO THE NOMINATION OF ROY K. AMEMIYA, JR., TO SERVE AS THE


MANAGING DIRECTOR OF THE CITY AND COUNTY OF HONOLULU.

WHEREAS, Section 4-1 04.1 of the Revised Charter of the City and County of
Honolulu 1973, as amended (“RCH”), requires that all department heads and the
Managing Director, nominated by the Mayor, be subject to the advice and consent of
the Council; and

WHEREAS, Section 6-101, RCH, establishes the position of the Managing


Director in the Office of the Mayor; and

WHEREAS, Section 6-102, RCH, states that the Managing Director shall:

(a) Supervise the heads of all executive departments and agencies assigned
by the charter to the Managing Director;

(b) Evaluate the management and performance of each executive agency


and assist executive agencies in improving their performance;

(C) Prescribe standards of administrative practices to be followed by all


agencies under the Managing Directo?s supervision;

(d) Attend meetings of the Council and any board, commission, or committee
when requested by the Mayor; and

(e) Attend meetings of the Council and its committees upon request and
make available such information as they may require;

and

WHEREAS, Section 6-101, RCH, requires the Managing Director to have had at
least five years of training and experience, either in public service or private business,
as shall qualify the Managing Director to perform the executive duties of the office; and

WHEREAS, via Mayor’s Message 130 dated December 17, 2014, the Mayor
has nominated Roy K. Amemiya, Jr., to serve as the Managing Director; and

WHEREAS, the nominee is a registered voter of the City and County of Honolulu;

WHEREAS, after review of the nominee’s qualifications, the Council finds that
Roy K. Amemiya, Jr., is qualified to serve as the Managing Director and warrants
confirmation; now, therefore,

BE IT RESOLVED by the Council of the City and County of Honolulu that


Roy K. Amemiya, Jr., is confirmed as Managing Director of the City and County of
Honolulu; and

BE IT FINALLY RESOLVED that copies of this Resolution be transmitted to the
