Culture refers to how a group of people lives in a given setting or place. When we say
cultural literacy, it refers to how a person understands and embraces the traditions and way of
living of a group of people in a given culture. If a person is culturally literate, he can easily
adjust to the norms of other cultures and respect their set of beliefs and traditions no matter how
obsolete or conservative it may be. Thus, for me, respect comes when one is culturally literate.
Racism is done when one knows how to understand the traditions of others.

In my observation, DepEd gives attention to the development of cultural literacy by


engaging and introducing the “mother tongue” for grades 1 to 3. When one uses and embraces
his language in learning, he will be able to value the strength of his native language. Language is
a vital aspect of tradition. Many native young people nowadays don’t know how to speak their
own vernacular because that they are ashamed to be called natives. In engaging mother tongue to
all subjects in Grades 1-3, the native language will be preserved.

Secondly, the Department of Education also promotes culture by integrating Indigenous


Programs (IP) to some subjects in Social Science like Araling Panlipunan and Edukasyon sa
Pagpapakatao. Integrations of lessons about the value of culture, traditions, and beliefs will
educate the children on how to love their own culture and embrace it instead of adopting the
Westerner’s way of living.

And thirdly, the Department of Education celebrates each year the IP month. It is a particular
timeline in the DepED’s school calendar wherein teachers and schools celebrate the traditions
that people embrace in that particular place. IPED (Indigenous People’s Education) Centers are
put up in each school to cater to the educational needs of indigent learners. It’s an
implementation of an education that is anchored on the social and cultural context of IP learners.
