of Most Affected Area (MAA) of Marawi City. It was the day when President Rodrigo Roa
Duterte vowed to reconstruct the city to restore the normal lives of the affected people of the
commitment to the Meranao’s who are still crying for justice. On the same day, the Task Force
Bangon Marawi (TFBM) was established. President Rodrigo Roa Duterte assigned the retired
Military Officer Eduardo del Rosario to lead the organization as its Chairperson. It simply means
that everything fell on his shoulder. In this Rehabilitation of Marawi City, ‘Everything is on its
right tract” is plastered on Social Media. The rehabilitation is focusing mostly on inauguration of
some of the infrastructures already established within the MAA. However, as the days went by,
most IDPs of Marawi who are still displaced started to question the plan for their new abode.
They became impatient of the rehabilitation, to rebuild their houses, and to rebuild their lives at
Most Affected Areas. Unfortunately, their voices and needs were mostly ignored. With this, we
First, Most of the IDPs felt betrayed when Senator Del Rosario, unexpectedly, presented
the masterplan he made for the City’s Rebuilding without consulting them and ask for their
consent. The houses inside the MAA, either damaged or partially damaged, were demolished
even without a Court Order. They are accusing him of being culturally insensitive and his failure
to consult the stakeholders of Marawi. This act signifies that the Government did not respect the
Property Rights of the IDPs and disburse hem for their losses. Thus, the Task Force Bangon
Marawi and the Local Government of the City are accused of being selective and of playing
favorites in identifying the land to whom the structure or the house will be built. For BARMM
government and affected Moros, the project is still an unfulfilled promise. Second,
Purposes. Specifically, the Marawi Mall where most of the IDPs’ businesses where established
were replaced with Peace Memorial Park. This mall was the bridge for businessmen and
businesswomen to earn to continue living. It is where most people around the lake flock to
purchase their needs. This signifies that the government build something that eradicate the source
of income of most people living in Most Affected Area. Lastly, Some of the Masjids built inside
the Most Affected Area were demolished and not rebuilt. This factor is undoubtedly important
for Male Muslims who frequently visited them everyday before siege. The reconstruction of
these infrastructures which are for religious purposes may not use the Public Fund from the
government for there were Foreign Donors who were willing to provide the fund in its
construction. Sadly, it was demolished. After four years, most parts of Most Affected Areas are
still inhabitable and some IDPs are still displaced. Some IDPs as well are worried of their lots
that the government might have used it to build projects. Generally, the government shall
properly address the concerns and issues of the victims of the 2017 Marawi Siege and be one of
