CAE is one of the largest independent providers of aviation services. CAE Amsterdam as
approved TRTO (Type Rating Training Organization) is also your partner in Operational
Training according EU-OPS 1 and ICAO regulations. In addition to the training and
documentation requirements satisfied by our training solution department we have also
focused on the requirements of IOSA (IATA Operational Safety Audit).
Committed to the safe and efficient operations of our clients, CAE offers a full range of OPS
compliant Training Courses for crewmembers. All training is delivered by suitably qualified
instructors through classroom training and/or by using a simulated training environment and
training devices. Also web based training courses are available and the ELPT (English
Language Proficiency Test) according to the JAR-FCL and the ICAO regulations is offered by
CAE.
All products and details thereof are listed in this catalogue.
To assure the training is up to date CAE constantly monitors existing authority regulations and
amends the courses accordingly. Please note that all OPS programs must be integrated in the
Operators Operations Manual Part D and presented to the relevant authority for approval,
where needed, programs may be amended to suit customers and/or authority’s specific
requirements.
All courses are conducted in the English (or local) language. Therefore the trainee shall have
adequate fluency in reading, speaking and understanding of the English language.

GENERAL
From 5th March 2008, a new ICAO proficiency standard for the use of English in aviation has
become applicable to enhance safety. The emphasis is on the ability of pilots and air traffic
controllers, both native and non-native English speakers, to comprehend and communicate
effectively to a common standard.
As of the 1st of March, 2009, CAE Center Amsterdam has been empowered by the CAA
Netherlands to operate as an authorized Language Assessment Body.
(Certificate NL-LAB-310).
TEST DESCRIPTION
The emphasis is firmly on speaking and listening abilities, and correct use of ICAO standard
phraseology. ICAO standardized phraseology shall be used in all situations for which it has
been specified. Only when standardized phraseology cannot serve an intended transmission,
plain language shall be used.
Six levels of linguistic proficiency have been defined, with a minimum requirement to meet the
ICAO Level 4 (operational). The following language elements are tested:
– Pronunciation
– Structure
– Vocabulary
– Fluency
– Comprehension
– Interactions
The 50-minute test is computer delivered and recorded to allow for easy and uniform
administration and for maximum authenticity. Qualified raters will provide feedback and rating
within 5 to 10 working days. After successful completion a certificate will be issued
demonstrating the level achieved on all 6 elements (language skills), the lowest score on one
of these elements determines the overall score and demonstrated ICAO level. Certain
National Aviation Authorities allow a valid RT license as a waiver for the ICAO requirement.
Waivers are granted for 3 years. From March 5th, 2011 testing becomes mandatory for all
aviators.
REFERENCE DOCUMENTS
The English Language Proficiency Test is meeting all requirements as set out in:
– JAR FCL 1.010
– ICAO Doc 9835 - AN/453
HOW TO PREPARE
It is recommended to perform the practice test. This test will familiarize the test taker with the
testing format and questions. The practice test can be performed before starting the actual
ELP test. Duration of practice test is 25 minutes.
50 minutes
The English Language Proficiency Test is ICAO compliant, assessing proficiency according to
the ICAO language proficiency requirements. The test is recorded by AeroSolutions that
grades (rates) the test and qualifies the client for the level achieved.
