FLIGHT CREW TRAINING

English Language Proficiency Test

GENERAL

From 5th March 2008, a new ICAO proficiency standard for the use of English in aviation has
become applicable to enhance safety. The emphasis is on the ability of pilots and air traffic
controllers, both native and non-native English speakers, to comprehend and communicate
effectively to a common standard.

APPROVED TEST CENTER

As of the 1st of March, 2009, CAE Center Amsterdam has been empowered by the CAA
Netherlands to operate as an authorized Language Assessment Body.
(Certificate NL-LAB-310).

TEST DESCRIPTION

The emphasis is firmly on speaking and listening abilities, and correct use of ICAO standard
phraseology. ICAO standardized phraseology shall be used in all situations for which it has
been specified. Only when standardized phraseology cannot serve an intended transmission,
plain language shall be used.
Six levels of linguistic proficiency have been defined, with a minimum requirement to meet the
ICAO Level 4 (operational). The following language elements are tested:
– Pronunciation
– Structure
– Vocabulary
– Fluency
– Comprehension
– Interactions

The 50-minute test is computer delivered and recorded to allow for easy and uniform
administration and for maximum authenticity. Qualified raters will provide feedback and rating
within 5 to 10 working days. After successful completion a certificate will be issued
demonstrating the level achieved on all 6 elements (language skills), the lowest score on one
of these elements determines the overall score and demonstrated ICAO level. Certain
National Aviation Authorities allow a valid RT license as a waiver for the ICAO requirement.
Waivers are granted for 3 years. From March 5th, 2011 testing becomes mandatory for all
aviators.

REFERENCE DOCUMENTS

The English Language Proficiency Test is meeting all requirements as set out in:
– JAR FCL 1.010
– ICAO Doc 9835 - AN/453
