Dear Sir, Please confirm that the reply given vide letter no 32 dated 18,.11.2019 by NGPL is forwarded to Team Leader who raised issues regarding use of RAP in the mix design submitted for DBM vide letter no 307 dated 07.11.2019 or not. Further to note that we have received emall from Mr Ravikant Pandey, Manager (QA/QC) regarding his reservations for using of RAP material citing certain clauses of the technical specifications. Please find enclosed detailed point wise submission by Mr Ankur from Anu lab which perhaps will satisfy your doubts, In the light of above considerations we request you submit our letter to the Team Leader at the earliest for approval of the mix design submitted as it has a huge financial impact on us which may be please noted. As desired please find below the point wise reply of the same. 1, The JMF has been designed al 4% air voids in accordance with IRC 111: 2009 the value slated in paragragh 5.0 conforms fo IRC & MORTH requirement as per Clause 3.1 & Table | of IS 2:1940 RA 2016. The value 4.03 is read as 4.0 as per Rule II & 4 as per Rule | of rounding off values. 2, the criteria mentioned in Table 11.3 of MS-2is applicable to a different design methodology where virgin (fresh) binder grade is not finalized. This methodology was not adopted by the laboratory far IMF design as the contractor has decided to use VG-40 as binder for DBM works. The design methodology for JMFis per Clause 11.4.2 of MS-2 where Ihe RTFO aged recovered binder is evaluated by DSR test. Please refer page 76/88 of TC No, 016-4901-89402 dated 10.08.2019. 3, The Table 11.1 of MS-2 clearly specifies the disadvantages of Methods 2 that it increases the \VMA giving incorrect design. This was the reason Method 2 & 2a were not used. Whereas the specific gravity-G,, of RAP was determined by Method 1 on the sample recovered after Binder Content Tes! by Ignition Method whose resulls are given is clause |.7 as per ASTM D6307-19. The other physical properties on milled RBM aggregates were conducted on the aggregate recovered by solvent extraction method as specified in Clause 11.3.1 of MS-2& Clause 519.2.4 of MORTH V" Rev. 2013. 4, The combined flakiness & elongation index mentioned in Clause 1,2 of JMF like all the other tests mentioned in the tablo of Clause 1.2 of JMF was conducted on milled RBM material, The individual test report of recovered aggregale evaluation No. 016-4901-89 402 dated 10.08.2019 also states the same ast was necessary to establish the suitability of the aggregate for DBM works as per Clause 519.2.4, MORTH V" Rev. 2013. The Clause 1.0 on page 4/88 of JMF has (*) marked after RBM. The foot note cleary shows that aggregate in RAP was used aller sieving R8M Ihrough 6.3 mm IS sieve, Nowever In the IMF (Clause 1,2) o in the lest report {TC 89402] laboratory has claimed conducting these tests on 6.3 mm passing material. The copy of same can also be found on individual test report of RBM page 10/15 of TC O16- 4910-89407 dated 10.08.2019. having code no. 8740-11 6. The performance tess specified in MORTH V"" Rey. 2013 for Moisture Sensetity as per AASHTO 7983-14 has been conducted on the final mix & it has conformed fo the minimum requirement of 80%. The test was conducled at 7% voids as per specification 8 subject fo freeze & than cycles of -18°C & 60°C, the same can be verified on DBM core samples also. The other performance test mentioned in IRC 37-2018is [he resilient modulus tes! on bituminous mixes at 35°C, commanly known as M, value. The M, value of the designed JMF should be 3000 N/mm? for VG 40. The result of our JMF mix is 4094 N/mm? when conducted on 19 test specimens at all 3 test frequencies and all 5 load % as per IRC 37-2018 & ASTM D41 23. Please refer page 9/88 JMF for the acceptance criteria and page 48 to 63/88 of JMF to verity the haversine loading pattern of test by CONTROLS- IPC Global, Italy instrument, the same can bbe verified on D&M core samples also. There are only two performance criteria mentioned in clause 519, MORTH V" Rev. 2013 for which the designed mix is to be tested & both have been performed by the laboratory on DBM Gr. 2 mix. 7. The evaluation of recovered binder was conducted in accordance with clause 519.2.5 of MORTH VP Rev. 2013 [as the RAP contents were greater than 10%) and results of the same were given in clause 1.7; SI. No. 3 & 4 of on page 6/88 of the JMF, The recovered binder from RAP [RBM passing 6.3 mm) and recovered binder after JMF blend were evaluated for penetration value & the results were conforming to the requirements of Table 500-48 MORTH Ym Rev. 2013. The target value of bitumen penetration after blending is achieved that fultills the acceptance criteria of Clause 519.6.3 MORTH VP Rev, 2013, hence the use of reluvinator Is not required, the unwanted use of rejuninator can cause rutting as i will soften the binder, reducing stability of the mix The design methodology has been clearly given in our JMF. The blended binder in the final IMF has been evaluated for the complex Modulus- DSR (G*/sinB) as pet AASHTO T315-17 BI conforms to the requirement of 2.2 kPa on RIFO aged samples as per ASTM D2872-19- Thanking You, With Regards.
