FOREWORD
The J&K Public Works Department Schedule of Rates was first compiled
in the year 1971. Thereafter in 1981, it was revised based on the National Building
Organization's Analysis of Rates and Specifications. In order to bring it at par with the
development activities and ever increasing market rates, it went for revision five times
since 1981 i.e. in the year 1992, 1997, 2004, 2008 and latest 2012
The last Sanctioned Schedule of Rates was printed in 2008. The prices of
labour and materials have registered substantial increase from time to time since then.
Besides the cost, there has been spurt of new construction materials and introduction of
mechanized construction techniques for speedier construction. This has necessitated
revision of existing Sanctioned Schedule of Rates -2008 to include the above changes.
Accordingly, this Schedule of Rates, 2012 has been pr.epared incorporating element of
machinery and equipments, tools and plants and prefabricated building components,
wherever applicable.
This needs to be placed on record that the technical input and work
accomplished by Shri H.C. Jerath, the Chief Engineer Designs, Inspections & Quality
Control Department, J&K, Jammu and active coordination of team of officers with whose
active co-operation, sincere efforts and full dedication made it possible to prepare the
Schedule ofRates of2012 at an earliest.~ithin the stipuJated time period.
I am of the opinion that this Schedule of Rates of 2012 will be very useful
for the Public Works Department of J&K in particular and civil engineering construction
and the building industry in general.

J&K SCHEDULE OF RATES-2012
!PREFACE'
1. J&K Schedule of Rates-2012 is the revised edition of J&K Sanctioned Schedule of rates-2008.
2. Sanctioned Schedule of Rates is a key document for all Engineering Departments and provide
basic input for cost estimation, tender evaluation and fixation of contracts categorized into 31
chapters. Higher degree of accuracy has been observed in this document which helps avoid
ing disputes which otherwise results in wastage of time as well as cost over runs in imple-
mentation of projects for exercising better financial control and timely completion works.
3. This new J&K Schedule of Rates-2012 incorporates most of the items of J&K Sanctioned
Schedule of Rates-2008 with all correction slips upto date and will replace J&K Sanctioned
Schedule of Rates-2008. The nomenclature of many items have been improved by making
it more generic and comprehensive. Many new items using new materials and latest
technology have also been included.
4. Brand names of materials have also been deleted wherever possible from nomenclature of
items to make them generic in nature ..
5. While working out rates of various items of work, CPWD analysis· of rates and specifications
have been followed, except for the items of work in the Irrigation and Flood Control sector,
which are not covered in CPWD book of analysis, these items have now been worked out on
the basis of analysis corresponding to J&K PWD (R&B) analysis of rates 1997 and included
accordingly in the schedule.
6. Efforts have been made to introduce items pertaining to execution of different works by using
various electrical and mechanical equipments.
7. The Labour rates have been observed to vary from district to district and also from seasoA to
season in the State. The quantum of work/project magnitude also controls the labour rates at
the time of execution. In view ofthe above facts the rates generally vary from Rs. 250 toRs.
350 and as such an average rate of Rs. 300/- per mazdoor has been adopted for preparation
of revised schedule of rates-2012.
8. The labour output coefficients as per IS 7272 (2001) applicable for Northerc India has been
adopted for analysis.
9. This schedule of rates is intended for adoption in all departments, autonomous or non-au~ono
mous bodies, executing civil engineering works throughout the State of J&K. The rates
in the schedule are intended to apply to every description of work that may be required in con-
struction and maintenance and periodical repairs of buildings of all kinds belonging to, or
acquired, or hired, or occupied by the government of J&K or for any work carried out under the
agency of the department.

10. All the head of Departments were communicated vide this office circular No: CE/DIQC/J/
2264-99 dated :17-02-2012 for furnishing their views/suggestions to be incorporated in S.O.R.
2012. Accordingly their suggestions have been taken care of:
11. All the Chief Engineers have been forwaded the copy of S.O.R 2012 for furnishing valuable
comments/suggestions before the final printing of the said schedule.
The basic approach adopted to prepare the schedule is as under: -
i. This schedule of rates is based on study of market rates of material and labour prevalent upto
ending Dec.,2012. These rates have been collected by consulting local market as well as
national market where ever necessary.
ii. This schedule will be read alongwith the CPWD specifications with upto date corrections
which are available with Jain Book Agency, C-9, Con naught Place, New Delhi-11 0001 and
Nabhi Publications N-1 01A Connaught Place, New Delhi-11 0001.
iii. Contractors profit and over heads @ 15% has been adopted as is prevalent in the latest
CPWD Schedule of Rates, 2012 edition.
iv. S.O.R. -2012 has been prepared on the basis ofprevelentmarket rates ofthe basic items and
cost index of Jammu district. Similarly the rates can be analysed for other districts of the J&K
state in comparison to the cost infliation index issued by the Govt. of India.
The following are the salient features of J&K Schedule of Rates- 2012:-
i) The cement and bitumen consumption coefficients of various items have been compiled in
this volume as usual.
ii) In addition to existing, some new items have been introduced in respective subheads of the
schedule and are as under: -
Brick work: Masonary with cement concrete bricks/blocks has been included in addition to the
existing traditional clay burnt brick masonry
Dismantling and-Demolishing: New items of dismantling of Gl./ C.l. pipes without earth work i.e.
earth work seperated from the main item.

Addition of New Chapters: Two new chapters has been added as in D.S.R- 2012
Despite due care taken in the preparation of error free revised SOR-2012, still
some errors may have crept in inadvertently. However if any error or omissions are noticed the
same may be brought to the notice of the Chief Engineer, Designs, Inspections & Quality Control
(J&K), Jammu.
