RESOLUTION NO. 10748
WHEREAS, Resolution No. 10730, _entitled:“RULES AND
REGULATIONS IMPLEMENTING REPUBLIC ACT NO. 9006,
OTHERWISE KNOWN AS THE “FAIR ELECTION ACI”, IN
CONNECTION WITH THE MAY 9, 2022 NATIONAL AND LOCAL
ELECTIONS” was promulgated last November 17, 2021;
WHEREAS, Section 9 (c) Items 1 and 3 of COMELEC Resolution No.
10730 states that,
c. Internet, mobile and social media propaganda
The use of the internet, mobile platforms, and social media for
purposes of election propaganda shall be allowed subject to the
following guidelines:
1. Each registered political party/coalitions and candidate shall
register with the Education and Information Department of
the COMELEC, the website name and web address of all
platform-verified official accounts, websites, blogs and/or
‘other social media pages of such political party or candidate
within thirty (30) days from the last day of the period for the
Page 1of 3filing of the Certificates of Candidacy. Websites completing
the verification process after the said period and other social
media accounts established after the said period must be
registered with the COMELEC-EID within five (5) days from
its verification or registration.

3. Only verified accounts, websites, blogs, and/or social media
pages may run electoral ads, and boost or promote electoral
posts. XXxxx.
WHEREAS, there is a need to clarify certain items in Section 9c
considering the many inquiries received by the Education and
Information Department on this provision;
NOW THEREFORE, the Commission resolves as it hereby
RESOLVES to amend Section gc Items 1 and 3 of COMELEC
Resolution No. 10730 entitled: “RULES AND REGULATIONS
IMPLEMENTING REPUBLIC ACT NO. 9006, OTHERWISE KNOWN
AS THE “FAIR ELECTION ACT”, IN CONNECTION WITH THE MAY 9,
2022 NATIONAL AND LOCAL ELECTIONS” to now read as follows:
Section 9¢ (1):
“1, Each registered political party/coalitions and bona fide
candidate shall register with the Education and Information
Department (EID) of the COMELEC, the official accounts,
websites, blogs and/or other social media pages of political
parties/coalitions or candidates which are already verified upon
registration, and also those that will be verified subsequent to
registration, provided that the same are being or will be used for
the endorsement of his/her candidacy or candidacies of its
members.”
Registration shall be done on line through the following link:
https://bit.h 2 SocMed, not later than 31 January
2022.
Section 9¢ (3)
“3. Only verified accounts, websites, blogs, and/or social media
pages may run electoral ads, and boost or promote electoral

platform for running electoral ads and/or boosting or
promoting electoral posts.”
Let the Education and Information Department cause the publication of
this Resolution in at least two (2) newspapers of general circulation and
to immediately furnish copies to all field offices of the COMELEC. The
Information Technology Department shall post this resolution in the
COMELEC website.
