Ferryhills Consulting Limited is a Nigerian based company established in 2009 specializing in the
provision of complete Project Management, M&E, and Information Systems Services to diverse
organizations. Selected assignments & Consultancy include:
1) March - August 2011: Lead Project Management Consultant for Mapping and
codification of IAR Agricultural land assets. Institute of Agricultural Research, Zaria,
Federal Ministry of Agriculture, Nigeria.
● The Agricultural lands to be mapped were properly defined in conjunction with the Advisory
Committee of IAR and the total area was calculated using web based QGIS software to be 268.67
square km.
● Developed mapping methodology through workshop with the advisory committee and further
tested and refined by the consultant via mapping analysis to ensure desired outcomes were being
achieved.
● Used the selected web based QGIS software to map the lands. Created land lots and reorganized lot
boundaries using spatial identification schemes. The land lots were disaggregated into Potential
access to water for irrigation. Also, distance from water source, elevation difference between the
land and water source and the quantity of water available were hugely captured.
● Planned and supervised the mapping and capturing of the land assets of the Institute using GIS
equipment. The acquired data was formatted and cleaned up for transfer to a robust Information
system. Successfully designed and implemented a robust GIS-based Agricultural System and
subsystems for the organization running on an Information system. The new system made storage
and retrieval of Agricultural data much easier and faster. Planned and facilitated training of IAR
staff to run the newly installed system after hand-over.

2) April – June, 2011. Project Consultant, Advocacy for the state wide water reticulation
Programme. Ministry of Public Utilities + Ministry of Local Government, Ebonyi State
● Collated and analyzed opinions and concerns of the stakeholders and communicated same to the
government. Planned and facilitated a streamlined engagement between government and critical
stakeholders where negotiations and agreements were made.
● Led the development of advocacy strategies and activities in line with the state wide water
reticulation programme. Provided policy research and analysis in support of the programme’s
advocacy and campaigning work.
● Led the development of work-plans, targets, outcomes, indicators and means of verifications for
the advocacy segment of the programme. Developed survey tools and methods for monitoring and
assessment of the advocacy project.
● Planned and hosted several workshops, facilitated and monitored debates by programme key
stakeholders and identified opportunities for further engagements. Engaged in appropriate
consultations with key stakeholders to communicate the long-term benefits of the program to them

and determine their critical priorities.
● Collated and analyzed opinions and concerns of the stakeholders and communicated same to the
government. Planned and facilitated a streamlined engagement between government and critical
stakeholders where negotiations and agreements were made.
● The advocacy project helped to record above 85% buy-in by the critical stakeholders.

(3) March-August 2012. M&E consultant, National Auto Technician Association skill up-
gradation programme. National Automotive Council, federal Ministry of Industry, Abuja.
 Developed the M&E plan for several NAC funded programmes being implemented in Nigeria
including Auto parts Import deletion programme, National Auto Technician Association (NATA)
database development and NATA skill upgradation.
 Developed M&E training materials and conducted customized trainings for selected staff of the
council involved in programme monitoring in the areas of project design, M&E plans development
& Logical Framework Analysis.
 Planned and developed M&E framework for the council. Assisted in the M&E system
implementation.
 Assessed to what extent have the outcome of the NATA trainings been achieved in regard of
reaching the target population, notably with regard to catering for the disadvanged people, women,
girls and ethnic minorities.
 Measured the extent the outcomes of NATA capacity building interventions have been achieved in
regard of providing beneficiaries with skills currently required to service and maintain fast
changing technologies in recent Automotive products (cars, trucks, motorcycles, speedboats etc) in
the Nigerian markets. Measured to what extent access to the intervention increased the income of
the target beneficiaries.

4] February, 2008 – May 2010: Project Support Officer, RT Executive Services, UK.
● Supported Project Managers and Project Team managers in the co-ordination, planning and control
of projects. Ensured that agreed project management methods, standards and processes are
maintained throughout the project lifecycle and among projects.
● Strongly assisted Project Managers and Team Managers to produce and maintain project plans
using MS Projects and Primavera application packages. Developed and maintained project library,
filing, recording and reporting systems and implemented appropriate configuration management
procedures.
● Developed project schedules and circulated project documents to the team members, clients and
other project/program stakeholders. Created and maintained risk, quality, issue logs and change
control records across projects under my care.
● Collected project data, compared actual with planned targets to monitor progress and keep the
project on track. Conducted baseline and endline surveys using company- wide M&E framework to
measure process efficiency and effectiveness and achievement of planned outcomes.

5] May- October, 2006: Trainee RF Engineer (EMC Measurement), SGS UK Limited,


Durham, UK.
● Provided Engineering support for EMC/RF compliance and certification of Electrical/Electronic
products and recorded data while working with Compliance Engineers to fulfill testing needs of the
clients.
● Worked all facets of the regulatory approvals process, including design reviews, test plan

preparation, testing and EMC troubleshooting/mitigation.
● Successfully planned and managed the installation and calibration of a Gigahertz Transverse
Electromagnetic Cell (GTEM Cells) type 750 GHz in a commercial EMC test house.

6] April 2000 –August, 2007: Industrial Officer II, I & Senior Industrial Officer (Policy
& Planning Department), National Automotive Council, Abuja.
● Implemented quarterly, annual and periodic monitoring and evaluation of projects and programs.
Conducted research, analysis and review of national automotive policies, issues, identifying
emerging issues, develop evidence based options, and recommended solutions to resolve problems.
Use cost-benefit analysis tools to assess requests from the National Auto development fund to likely
impact of investment and return to the Nation.
● Monitored and guided younger policy officers and support staff, ensuring compliance with
governance and quality requirements, to successfully deliver policy priorities and initiatives.
Provided high standard evidence-based advice and guidance to practitioners operating within
Nigerian auto subsector to ensure that statutory obligation in terms of policy matters and
compliance to legislative
frameworks are met and to deliver quality outcomes.
● Led the design and implementation of a council-wide monitoring and reporting system to provide
semi-annual and annual reports to Ministry of Industry on Nigerian automotive sector performance
and spending.
● Developed the M&E Plan for several NAC funded programmes being implemented including Auto
parts Import deletion programme, National Auto Technician database development and National
auto technician skills up-gradation programme.
● Appointed the Head of the Project Management Unit for the delivery of National Auto Test Centers
and Auto Fund Programmes in Nigeria. Successfully organized and led key internal projects by
developing an in-house project management approach, which resulted in major improvements in
operational processes. Accountable for the operations of the PMU and responsible for managing all
stages of projects, from inception to closure, simultaneously monitoring project schedules for 4-8
projects at a time; tracking and managing interdependencies between projects, mitigating resourcing
pressures.
● Collated, analyzed and produced annual and periodic reports on the performance of auto parts
import deletion programme. Actively participated in the co- ordination and production of strategic
National Auto development plans (Rolling, medium and perspective). Performed technical
evaluation during the inter-agency appraisal and evaluation of Auto fund requests by automotive
