Brief description about the company

The information communication Technology Agency (ICTA) began in 2003 to


facilitate the implementation of strategies and programs for ICT development in Sri Lanka.
They aspire to build the necessary connectivity infrastructure throughout the country to
connect villages and towns to the world.

This company depends on the World Bank fund and wholly owned by the government
of Sri Lanka. ICTA is rapidly powerful tool to maintain global markets, promoting political
accountability, improving the delivery of basic services and enhancing local development
opportunities. Almost two hundreds working staff members of this company and there is no
any turnover because it controls by the government sector.

All of the companies have their own visions. The vision of the ICTA Company is,

“To harness ICT as a lever for economic and social Advancement by taking the dividends of
ICT to every village, to every citizen, to every business and to re-engineer the way
government thinks and works.”

Description of the Processes, design and environmental focus

Developing ICT Infrastructure

This program grants vast opportunity to citizens to access, modern communication and
electronic services at any time, from anywhere, enabling them to be a part of the global
community. They handle some few of projects based on this.

 Nenasala (Knowledge Centre)

These centers supply the services of high speed internet to access national, email,
computer training classes and ICT related facilities for rural and semi-urban
communities of Sri Lanka. Increase in the IT literacy rate, knowledge sharing, easy and
affordable access to citizen services are the benefits of this project.

 Lanka Gate (country Portal)


This is the most recent project they handle now. This project will develop into a
country portal where citizens, the general public, businesses and government can
access and obtain information and integrated government services on-line from a
single portal conveniently, consistently, securely and quickly, irrespective of their
physical location.
 Lanka Government Network (LGN)

Network all the organizations of the government of Sri Lanka. This will provide the
basic infrastructure across which all government information will flow. LGN will
design and implement the required network infrastructure the LGN project will deliver
the required portal to take the governmental services to the citizen.

E-Lows

This project is projected to create the enabling  legal environment for the development of
ICT  in Sri Lanka, through the endorsement of the required laws by Parliament in order to
smooth the progress of e-Government, e-Business as well as to attract ICT related foreign
direct investment

ICT Human Resource Development

An ICT knowledgeable society and an ICT skilled workforce that will be the building blocks
for an e-Sri Lanka and leading to an improved quality of life for all its citizens.

Re-Engineering government

Creation of the enabling environment in government for a successful e-Governance


programme, Collaborate with the administrative reforms regime and bring about a new
governance framework that is enabled by ICT, Ensure public service personnel are imparted
with appropriate ICT skills required for an efficient and effective e-Government, Ensure that
the stock of ICT equipment required for an efficient and effective e-government programme
is upgraded, Interconnect government agencies to achieve a higher level of productivity
through improved interaction, Making public services “truly citizen centric”: ensuring
geographically non-discriminate delivery.

ICT investment and private sector Development

In this project they provide ICT solutions and services to government to create rapid
development of the private sector. It gives the creation of centers of excellence for emerging
technologies, and increases the opportunities for local entrepreneurs to play a key part in
global markets.

E-Society

The main target of this programme is to promote the innovative use of ICT to meet the social
and economic needs of the most vulnerable communities in Sri Lanka. Major outcomes of
this project is increased awareness among disadvantaged group on how ICT can benefit lives,
increased participation at the grass roots level in developing villages and rural localities,
Development of partnerships between communities, civil society, public and private sector.

Recent Achievements of the Company

1. GovSMS Launch in December 2nd, 2009.


2. Lanka Gate was launched in December 30th , 2009.
3. Launch of first government transactional eService – Vehicle Revenue License Online
Issuance service.
4. Financial Regulations reforms for acceptance of money through electronic payment
cards by the Government Institutions.
5. Lanka Gate Project Steering Committee, comprising of major policy level
stakeholders, having perused the existing policies, procedures and guidelines related

to the payments to the government, drafted the financial regulations (FR) and has
submitted to the Secretary to  the Treasury for it to be issued as a FR circular to
Government Organizations.
6. Concurrence from Telecom Regulatory Commission (TRC) and telecom service
providers to use existing ‘1919’ to be used as the common short code number for
SMS related services delivered via Lanka Gate.
7. Performance Monitoring System won ‘eSwabhimani’ Award under ‘e-Government’
category.
