Introduction

In this assignment we will explore a rationale of planning a public rations programme


or campaign. We will learn about different models and approaches to public relations
planning and each and every step in planning public relations campaigns.

1.5 Unemployment rate has risen since the pandemic coved 19, because companies
where closed and was not making revenue as per usual they ended up
retrenching some of their employees and other companies where closed up
many people ended up with no job due to the pandemic covid 19. The number of
unemployment rate increase day by day because since the pandemic has started
things where not going well for many companies, some companies ended up
selling their properties and having their employees work from home to avoid
paying rent when the company is struggling to make much revenue as per
usual.

1. Defining the problem.


Theory
The problem has to be defined. The problem is defined through formative
research has been carried out. Research helps identify the underlying
problem and issue which necessitate a public relation campaign. Defining a
problem involves a situational analysis. The organisation has to analyse both
its internal and external environments.an organisation needs to analyse its
internal structures to identify key aspects of the internal environment which
are relevant to the current situation or problem.

Application
In this case the problem is Covid 19. The pandemic is affecting people of all
ages in most countries around Africa.
Strength: Providing people with cloth mask and distributing sanitizers. The
campaign will have lot of people educated more about the pandemic that have
aroused around the parts of Africa and the nearing countries, having to host
such campaign about the pandemic the country is facing right now will benefit
the country and people very well because many people will be well educated
and will not listen to fake social news that people are spreading online.

Weakness: having to host such a big campaign in the country that is


struggling with the huge pandemic covid 19, the president has announced that
the social gathering must not be of more than 50 people. So it will be so
difficult for the campaign to reach its highest attendance due to the rule the
president has set, the organisation has to set a number restriction when
planning an organisation due to the pandemic issues and must make sure
that people are giving each other a distance and all the roles are been taken
into full consideration, sanitation of the place and wearing of musk to be taken
into full consideration.

Opportunities: many people will have more information regarding the issues,
because the are many false news spreading around .many job opportunities
will be taken into place to avoid the unemployment rate increasing.

Threats: due to the covid 19 the unemployment rate and crime rate has risen
because the are many people that has lost their jobs since the pandemic has
started, and many people have gone hungry even the crime rate has also
been increasing because they are no other plan that people are supposed to
do instead they end up robbing bank and mugging people for a living.

Planning and programming

Theory

The overall plan of action and communication for achieving the campaign goals and
objectives is referred to as strategy. The strategic plan identifies the main objectives
of the campaign based on adequate situational analysis done during the first step.
Policies and guidelines must be composed to give direction to the strategic plan;
budget is another important element of planning and programming.

Application

In this case planning and programming job opportunities for unemployed people
during the pandemic covid 19, R20 million for 5 provinces can create more job
opportunities that can last for over 3 months, buying of uniforms, materials and office
properties. The creation of job opportunities will lead to a country having great tax
revenue that may lead to employing of more and more people. The 20 million will be
divided amongst the 5 provinces into 4 million each province to create job
opportunities.

Taking action and communicating

Theory

All the plans and strategies formulated during the planning and programming are put
into operation. Strategies outlined in planning and programming is implemented to
communicate specific messages to targeted audiences or publics. If the objective of
an organisation is to build a strong brand or organisational image, not only should
the organisation communicate this commitment through a public relations campaign
but it should also act on it. During action and communicating, time charts are
compiled indicating specific activities to be carried out, the people tasked with
carrying out specified activities and the deadlines by when the activities must be
completed.

Application

In this case we aim to create job opportunities for unemployed youth during the
difficult times in the world, to reduce the rate of unemployment and crime. If the
campaign plan goes accordingly then most youth in five chosen provinces will have
access to have job and be able to help their families in this time of need and struggle
due to Covid 19. The more job opportunities are created the more the tax revenue
received by the country which the government will use to create other job
opportunities so in that way the unemployment rate will decrease and the country will
go back at its normal state.

Evaluating the campaign

Evaluating the results of public relations campaign is the last step. Outcomes of the
campaign are evaluated against the objectives set out during the planning and
programming. Evaluation can also be in form of monitoring the campaign helps
encounter problems that might be encountered during the campaign. Internal
changes or uncontrollable, external environmental factors might cause a change in
the objectives or strategy direction of the campaign. There are also questions that
need to be asked during the evaluation of the step and there are also question that
needs to be asked after monitoring and evaluating a campaign.

Application

In this case the campaign will be run very smooth and the youth will be so happy and
will have so much interest in having to apply for those jobs that have been created
for because they have been given another chance to support and provide for their
loved ones during this big crisis that has aroused around the country.

Conclusion

In this assignment we have learnt more about the four steps formula and how to
apply them relating to the socio economic issues caused by the pandemic covid 19.
