1, PROJECT TITLE: ONLINE WATER BILLING SYSTEM FOR WOLSISO
WATER SUPPLY SERVICE OFFICE

1. Problem of existing system

The existing system faces the following problem like;

File control mechanism is very tedious and complicated: this means every activity done by paper
based like the customer comes to the office first will register on the paper and the same to that
payment system

The customer can be register in manually: the customer can be register by come to physically.

The customer can pay directly: this means the customer can be pay physically from the financial
office

Difficult to get right information on time: this means the organization system works manually so
that the customer information is not order at this time it is very ambiguous to get specific user
information

There is no transaction: the organization system cannot support online payment system but in our
system can be supported the transaction

There is wastage of time from customer size of file 

It takes time and it may not be easy to manage and analyses the monthly work

Documents are easily damaged.

2, Objective of the project

2.1 General objective

The general objective of our project is to develop online water billing system for woliso water
supply service office

2.2 Specific objectives

The specific goals of our project are mentioned below: -

 Register customer online and get response online.

  To handle data from the user
  To calculate Monthly customers water consumption and bill.
 To make the system active on transaction
  To make the system active on notification
 To User account control
 To give user-friendly easily

3, Functional requirement

Is concerned with actual performance of the system that is going to be developed. Also it does
describe the functionality or service provided by the new system. It also describes the
interactions between the system and the user.

 Customer, Account, and Location Management

This includes the creation, maintenance, and use of customer accounts.  

 . Rates and Fees Management

This includes the maintenance and application of all utility rates, miscellaneous charges, fees,
and taxes.  

 Meter Reading and Inventory Management

This includes meter inventory, reading, and consumption requirements.  

 Billing Management

This includes the preparation, calculation, printing, and mailing of bills.  

 Financial Management

This includes payments, adjustments, refunds, deposits, and accounting entries.  

 Delinquency Management

This includes penalties and interest, payment plans, shut offs, and collections.  

 . Service Order Management

This includes creating, completing, and managing service orders.  

 Reporting

This includes standard and user created reports to query data.

 We will use PHP (We use PHP language for the system development; to create user
interface and our system (software) will be compatible on all hardware).

2.1, Statement of the Problem


In many cases web based system has brought new opportunities to the government, non-
government organization, and even to individual person. Indeed to this, starting from mid of
1990’s a number of organizations began to publish their own web site on the network to offers
their services and to announce their products online to the customers. Moreover use it to
facilitate their activities that enhance to achieve mission and vision and become more competent
and profitable.

So, south West shewa Zone Agricultural Offices is far from these realities because of most of
their activities are enrolling manual through manpower. As a result some of the prominent
problems that the team focuses on to identifying and proposing solution are:

 Agricultural data about crop production report is not accurate.


 Manual collection of crop data is time consuming and tedious.
 Searching of data is very difficult.
 File mixed each other (misplaced file). .
 Persistent data storage and management is difficult.
 Decrease in data completeness.
 Allocate high budget for data organizer.
 Low security.

 Data loss.
 Wastages of resource like pen, paper, etc.
 Data redundancy and inconsistency happens.

2.2, Objective

2.2.1, General objective


The general objective of our project is to change the manual system collection of agricultural
data to automated web based agricultural data collection system.

2.2.2, Specific objective


The aim of this project is to develop a secured Web based system with the following specific
objectives:

 To avoid data redundancy and inconsistency.


 Develop user friendly and interactive system.
 Show the potential of the system for further application and scalability.
 Improve and facilitate the communication between the zones and woreda
agricultural offices.
 To make the system more effective and efficient of the system
 To give reliable data about crops production report.
 To record new crops production report.
 To exchange new information between offices.
 To update crops production report.
 To check filled form easily.
 To give reliable search facility.
 To make the system more secured.
 Easy to generate reports.

2.3, Functional requirements


Functional requirement defines a function of a system or its component. The system perform
register, update, save about crop production report, technical details (how they are used the

system), data manipulation, processing and other specific functionality that define what a system
is supposed to accomplish. .Generally, functional requirements are expressed in the form system
must do (requirement).

3.TITLE: -Web Based Customer Service Management for WOLISO Town Municipality
Water supply

3.1 Statement of the Problem


Woliso town is currently uses a semi-automated system. As it is semi-automated, it has its own
problems. Like;
 The data will loss and it takes time to recover lost data.
 During requesting complaints, the customers may spend unnecessarily expense and waste
their time.
 The customers may not get the chance to request service of the organization at anytime
and anywhere.
 Documents are easily damaged.
 It may be difficult for customers to get the phone number or the location of the
organization
 It takes time and it may not be easy to manage and analyses the monthly work due to
massive collection of data and the generated report may not be accurate.

3.2, Objective of the project

3.2.1, General Objective


Developing Web based Customer service management system for Ambo town Water supply
service office.

3.2.2, Specific objective
 Design a new proposed system to solve the existing problem

 Identify the problem of the existing system

 Analysing the generate information using software requirement specification document

 Design a user Interface for the proposed system


 Testing the proposed system using different testing mechanisms

3.3, Functional requirements


Functional requirement describes the interaction between the system and its environment

 Add customer: The system registers applicant’s First name, Last name, Kebele, Woreda,
House number, Telephone number and then save to the database.
 Add Employee: The system registers employee’s First name, Last name, position,
telephone number and then saves to the database.
 Customer Maintenance orders: customers get services online by filling his/her ID and
description about the service to be ordered.
 Display customer’s payment information: The system displays customers’ bill detail
when they enter their ID number.
 Display news about the organization: The system can provide different information to
customers and post notices like vacancy announcement.
 Receive maintenance order: The system receives complaintfrom customers.
 Receive meter reader information: The system receives monthly customers’ water
consumption and calculate the bill.
 setting privilege for employee: the system give different privilege for each actors

 Generate Report: the system generates different reports. Like payment report,
maintenance report.
