1 INTRODUCTION

The following is a compliance assessment of the Building Regulations 2010 Part L


Conservation of fuel and power for Ford Motor Company, Ford College Daventry. The
assessment was carried out using the latest IES Virtual Environment Software version
6.4.0.12.

The data input was undertaken by Low Carbon Energy Assessor Andrew Hanson, all
data was then checked and verified by Michael Mason, both of Royal Haskoning DHV.

In order to satisfy the Building Regulations for new buildings, the five criterion set out in
Part L2A 2010 must be conformed to.

2 CRITERION 1 – ACHIEVING THE BER

In order to conform to requirements of L2A the actual Buildings Emissions Rate (BER)
must be no greater than the Target Emissions Rate (TER). The BER must be derived
using the same approved calculation tool, for this instance IES Virtual Environment
software has been used.

Building Regulations requires a two staged approach for compliance with L2A, which
consists of an as designed and as built submission. The regulations state that before the
works starts a calculation shall be carried out that demonstrates that the BER of the
building as designed is no greater than the TER. This shall be accompanied with a list of
specifications for the building envelope and fixed building services. This document
satisfies these requirements.

The final as built calculation produced must be based on the building as constructed
incorporating any changes to performance specifications that have been made during
construction and the measured air permeability and fan performances as commissioned.

The software used to simulate the building in accordance with Part L uses certified
CIBSE NCM templates for each room type. This will calculate the CO2 emissions of the
building in order to conform to Part L2A of the Building Regulations 2010.

Results

The results for Ford College Daventry are as follows:

Notional Building: 30.4 kgCO2/m2

Target Emission Rate (TER): 30.4 kgCO2/m2

Building Emission Rate (BER): 29.1 kgCO2/m2

BER =< TER? Yes - Pass

As can be seen from the above results Ford College Daventry has a BER that passes
the Part L compliance check and therefore satisfies the requirements for criterion 1.

The compliance report output from IES has been appended to this report (BRUKL
Output document).

3 CRITERION 2 - LIMITS ON DESIGN FLEXIBILITY

The approach to complying with Criterion 1 allows considerable design flexibility, Part L
requires that reasonable provision should be taken in order to limit heat gains and
losses. These design limits consist of specified U-values for each element of the
buildings design i.e. walls, windows, floor, roof, doors etc. which must not be exceeded.
Criterion 2 also requires energy efficient fixed building services and effective controls
are provided.

Building Fabric

Actual U-values have been selected that are better than these in order to achieve
compliance and these are defined below.

The U-values for the construction makeup of this building are all less than the limiting
fabric U-values set down to comply with Part L2A of the Building Regulations and
therefore satisfies Criterion 2.

Fixed Building Services

Mechanical and electrical fixed building services have been selected with Building
Regulations Part L2A in mind ensuring efficiencies of the selected plant exceed the
minimum requirements of the regulations.

The below details the building services systems proposed for the project along with key
information required for compliance.

HVAC Systems

Circulation & WC Systems – circulation and WC systems are provided with background
heating provided by electric panel heaters with a heating seasonal efficiency of 1.

VRV Heat Pump System – air to air VRV heat pumps are the main systems providing
heating and cooling to the building by renewable means. The heating seasonal
efficiency is 3.8 and the cooling nominal efficiency is 3.2. Most of the areas served by
the VRV system also incorporate mechanical supply and extract ventilation fed from
centralised air handling units incorporation heat recovery via thermal wheel with an
efficiency of 75%.

Auditorium System – the auditorium is conditioned by a packaged central air handling
unit incorporating an integrated air to air heat pump providing heating and cooling to the
space. Heat recovery is achieved via a thermal wheel with an efficiency of 75%. The
heating seasonal efficiency is 6.16; the cooling nominal efficiency is 5.6.

The above systems are in-line with Part L2A of the Building Regulations and the Non
Domestic Building Services Compliance Guide.

Lighting & Power

The whole building electric power factor achieved by power factor correction is 0.9 to
0.95.

General lighting shall be provided by high efficient florescent luminaires enhanced in


high profile areas with LED fittings to achieve 10W/m2.

4 CRITERION 3 - LIMITING THE EFFECT OF SOLAR GAIN IN SUMMER

We have adopted the thermal modelling method for criterion 3 and will include it as a
separate submission.

5 CRITERION 4 - BUILDING PERFORMANCE CONSISTENT WITH BER

Criterion 4 addresses the quality of construction and commissioning, and requires the
following to be provided, this will be include in the final reports produced upon
completion of the project.

1. Results of air pressure testing, this must be equal or better than the assumptions
made when the initial preconstruction CO2 report was submitted.

2. Continuity of insulation needs to be confirmed by Architect and Main Contractor


either by adopting robust details or following guidance in BRE IP 1/06.

3. A revised building model incorporating test results and any changes during
construction is required to be submitted to building control at handover, to
demonstrate that the building as constructed remains compliant.

Note: If the building or ductwork fails its pressure test remedial works will have to
be undertaken to rectify this and ensure the building remains compliant.
Therefore detailing and construction of the building fabric needs to ensure
that stated air permeability will be achieved.

6 CRITERION 5 – PROVISION FOR ENERGY-EFFICIENT OPERATION OF THE
BUILDING

A building logbook will be provided by the Contractor at completion following the


guidance set out in CIBSE TM 31.

The logbook will be separate to the O & M manuals and will include the data used to
generate the TER and BER.
