BARANGAY OF BARANGAY NO. 12 SAN BLAS, PAOAY, ILOCOS NORTE, HELD ON
JANUARY 19, 2020 AT TWO O’CLOCK IN THE AFTERNOON AT THE BARANGAY SESSION

MINUTES OF THE SESSION

A. CALL TO ORDER:

The meeting was called to order by Punong Barangay Hon. Clemence D. Pobre, at
2:00 in the afternoon who presided over the meeting.

B. ROLL CALL:

The presiding officer asked the barangay secretary to call the roll. Thereafter, a
quorum was declared.

C. APPROVAL OF MINUTES OF PREVIOUS SESSION:

The secretary read the previous minutes of meeting, after which the body has
approved the minutes of the last session.

PB Clemence D. Pobre, started the meeting with the discussion on Road

Clearing. Discussed to the members of the Council is the DILG MC 2019- 167,
DILG MC 2019-167 which mandates all Provincial Governors, City/ Municipal
Mayors, Punong Barangays including the Local Engineering Department Heads
to clear roads of illegal structures and constructions/obstructions and to reclaim
public roads that are being used for private ends. Further, Item III of DILG MC
2019-167 provides for the transfer of the responsibility to continue the
maintenance and sustainability of cleared roads to the concerned barangays. All
Punong Barangays on matters pertaining to the conduct of road clearing
operations within their respective jurisdiction will submit monthly reports on
road clearing operation to the office of the Mayor and DILG office; should
include pictures before, during and after the clearing operation. Therefore, she
asked
 the cooperation of the members of the council to regard this issue as a serious
matter. She asked Kag. D. P. Macalma, Comm. On Clean and Green to
immediately schedule a road clearing operation. Kag. D. P. Macalma scheduled
road clearing operation on January 25, 2020 starting from Washington to Young
St. She advised the members of the council to inform the constituents in their
respective sectors about the road clearing and its legal basis.

PB C. D. Pobre asked the secretariat about the progress of Annual Budget. She
said to finalized the Annual Budget so it will be submitted to the Sangguniang
Bayan for review and approval. She said to submit the budget until January 31,
2020 if possible.

On Peace and Order situation in the barangay, Kag. H. P. Bagasin, Comm. On

Peace and Order reported the incident of Akyat Bahay at the Oandasan
residence. He said that the Mr. Oandasan already went to blotter the incident at
the PNP station.

Next topic laid on the table is Barangay Fiesta 2020. It was finalized that fiesta
activities will be 1. Parade in honor of St. Blaise. Fiesta Games, and 3. Merienda
Cena and Ball. The Liturgical Mass is to be announced, as PB C. D. Pobre will still
look for the availability of priest. The funds to be used on barangay fiesta, will
come from solicited amounts from benevolent donors from friends and
relatives. Strictly no solicitation on business establishments since that they are
reserved for the Guling Guling Festival. Barangay fiesta will be on February 3,
2020. Solicitation letter is furnished by the secretary and distributed to the
members of the council.

Next topic laid on the table is the Guling Guling Festival 2020. PB C.D. Pobre
appealed to the members of the council to assist the Cluster dancers during
their practice at Barangay San Agustin. PB C. D. Pobre said that the
choreographer’s talent fee is amounting to P 20,000.00. There are other
expenditures but will need to thoroughly be discuss by the Punong Barangays
and the choreographers. PB C.D. Pobre suggested to solicit from the owners of
business establishment situated in the barangay for augmentation. All members
of the council agreed to this suggestion.

E. OTHER MATTER

A suggestion was raised by Kag. H. P. Bagasin. He said that it is the best time to
dredge the San Blas Creek. PB C. D. Pobre said that she will request from the
Office of the Mayor and the Municipal Engineering Office the use of Backhoe,
dump trucks and its operators.

F. ADJOURNMENT

Having no other matters to discuss, on motion of Kag. E. S. Raquino, duly

seconded, the meeting was adjourned at four o`clock in the afternoon.
