Inspection Route

I. Context Building & Initial Prep -


A. Watching Videos on youtube of activists sharing their experience of doing audits
and inspections.
B. Collect essential info of where the ward office is and the corporator (Name, age,
term, the political party they belong to if at all, etc)
C. Go through the Govt GR about the Monday inspection between 03:00 pm to
05:00 pm with BMC’s circular and prepare a letter requesting to inspect the files
under RTI Inspection, RTI act.
D. Go through sample drafts of documents to know beforehand what to look for
during inspections.

II. Visits to the Ward Office -
A. Reach at least 30 min prior to the ward office on Monday i.e. 2:30 pm. To get the
permission of relevant officers.
B. Go to the Maintenance Department and meet the Assistant Engineer (A.E.) who
overlooks the ward/beat under inspection. Show them the letter requesting to
inspect files attached with the Govt GR and BMC circular & take their signature
as proof of approval.
C. Next, go to the Expenditure Department, ask for the head clerk, and show them
the letter with A.E.’s signature. Explain to them the files and documents you’re
looking for and that you want to take pictures/want copies of certain pages.
D. Taking copies of the front page of the file, the doc mentioning which funds were
used, the entire work order & all the pictures of the work in each file would be
sufficient.

III. Pre-audit Work -


A. Create a database to input all the important information collected from
documents in the last step. E.g.
PO number of Date / Duration of the Category of work Address of the Cost of
the work work (garbage, road, work the work
order garden, etc)

B. Select a team/s for an on-ground audit of the work and assign areas to them.

IV. Audit -
A. Find & Visit the locations where the work was done.
B. Review & document the current state of the work.

V. Post-Audit Work -
A. Consolidate all the data into a single database and decide the key parameters to
evaluate the overall work.

B. Create a comprehensive report per year, per corporator keeping in mind various
parameters from the last step.
