1.0 Title
2.0 Purpose
The purpose of this manual is to appraise the user to refer and efficiently use the Fire Detection and
Fire Protection System designed, installed and commissioned for JSWJPL LNG berth.
3.0 Scope
This procedure is limited to the Jetty and its fire detection, protection and control equipment.

PPE shall be worn as per Terminal PPE matrix while performing any activity ashore at
LNG Jetty and Terminal
Job specific or equipment specific PPE were mentioned in the concerned equipment
PPE requirement.
FSRU and LNGC crew shall comply with their PPE matrix while performing any activity
on board
Life vest shall be donned in areas close to edges of structures located near to water and
which do not have any fall protection arrangements such as railings, retaining or
boundary wall, etc.
Fire is an external sign of chemical action, usually the combination of Carbon and Hydrogen with
Oxygen, resulting in the release of Heat Energy. Fire is a necessary evil. When fire is under human
control, it is a great asset. If human is under fire’s control, fire is a devastating foe. If fire occurs, we
must know how quickly and best way to extinguish and control it.
With knowledge and ability, a fire fighter can attack a fire in the right manner, extinguish it in a short
time. Fire, which starts unseen as a small flicker or flame, may grow at such a pace that it can
quickly get out of control. Once found, it must be extinguished with all the speed and means
available or it will destroy those who seek to restrain it. Fire, when apparently extinguished, some
untrained person may assume that because the flame has gone, the danger is passed, but it may
not be so in actual.
Secondly, by considering each fire as an individual occurrence, the correct action in each case will
depend on the position of the fire, the combustibles involved and the combustibles which are in
danger of becoming involved. There is no hard and fast rule; one who has the knowledge and
training can only assert the correct action.
Thirdly, by ensuring that properly maintained appliances are available for personnel to use and that
all firefighting, fire detection and alarm systems are in fully operational order.
Due to the complex and fast processes involved in this terminal, fire hazards pose risk to the life,
property and environment. Though considerable attention has been paid by the regulatory
authorities towards fire prevention and fire protection, a possible outbreak of fire cannot be detected
and forestalled without an Automatic Fire Alarm System.

In the absence of such a system, it is also not possible to ensure (a) an immediate transmission of
call on the fire brigade in the event of an outbreak of fire in any premises during silent hours, and
(b) an Effective control in the incipient stage of fire, with the help of first aid fire appliances.
An automatic Fire Alarm and Extinguishing System functions through different type of detectors
located on the LNG jetty based on risk assessment, which cause the alarm to be actuated
automatically, whenever there is possibility of a fire breaking out or immediately upon the outbreak
of fire. The system will help us evacuate and extinguishes the fire as quickly as possible.
JSWJPL LNG Jetty is equipped with state of the art Jetty Monitoring Room. Equipment installed at
this jetty are Marine Loading Arms (MLAs), Quick Release Mooring Hooks (QRMHs), Shore
Gangway Tower, Docking Aid System (DAS), Environment monitoring system (EMS) and Fire
Water Pump House are fully automated to carry out the respective operation and in case of
emergency all the systems are designed for fail safe operation.
LNG Jetty gets main power supply feed from MSEB of 11 KVA. Back-up power of 900 KVA BY D.G.
Set (1+1) provides power supply to UPS(Having 1hour back up) for providing secondary source of
power in an emergency to identified essential equipment including lightings, MOVs and fire pump
house in case of main power failure.
The Fire Control System at JSWJPL LNG Jetty consists of the following systems:

All the systems are designed and installed as per the DBR(Design Basis Report) specification in
conformation with the rules and regulations of Oil Industry Safety Directorate, Tariff Advisory
Committee and National Fire Protection Association. The system shall be operated and maintained
by trained personnel as per guidelines given in this document.
This Plant is classified under “High Hazard” occupancy as per OISD 156. The entire fire protection
system for Jetty are designed to meet the requirements of OISD Std-156 with respect to the rules
applicable to High Hazard Occupancy.

On the jetty at BD1 there are 4 gas detectors installed of Honeywell Searchline Excel Open Path
Gas Detector. The gas detectors will be detecting the Methane & Ethane gases at LEL (%V/ V in
Air) 4.34 - 4.96 with an operating range of 0 to 5. There will be an alarm at 20% LEL and 40% LEL.
All the gas detectors are Infrared Open Path Type Gas Detectors.
On the jetty at BD1 there are 3 flame detectors installed of Honeywell FS20X Flame Detector. The
detector is installed with a view of 90° horizontal cone vision and having a response time of 3‐5
Seconds to 0.1 m2 (1 sq. ft.) n‐Heptane fire at 30 m (100 ft.) and spectral sensitivity of Ultraviolet:
185 ‐ 260 nanometers, Visible: 400 – 700 nanometers, IR Band: 0.7 – 3.5 microns.
If in case any gas or flame is detected, then there will be a hooter along with beacon activated at
Jetty BD1 and an alarm will come in F&G panel at JCR..
All pumps shall have manual starting in addition to auto start of fire water pumps.
The recommended fire water flow is 685 m3/hr.(As per OISD 156)
Jetty’s header design flow is 1440m3/hr
Jockey pump flow rate is 72m3/hr and fire engine pump flowrate is 720m3/hr each

The firewater package is located centrally in the Fire Water Pump House (FWPH). The package
consists of 2 sets of diesel engine driven Main water pumps and 2 sets of electrically driven Jockey
pumps supplying firewater to the fire mains running at the jetty including ULP and berth’s dolphins
BD1, BD2, BD3 & BD4 in a ring main.
The 2 Jockey pumps are used to maintain a pressure between 12 - 13 Kg per cm2 in the header,
with the diesel engine driven pumps ready to supply large quantities of firewater should the need
arise. If small leakage occurs, or the firewater is used for other purposes, then the electric Jockey
pump cuts in, to maintain the set pressure. In the event of the pressure dropping to 11.5 kg/cm2 bar,
caused by the opening of a hydrant or any other, line equipment, the main diesel engine driven
pumps will automatically cut in and provide firewater to maintain the pressure. 2 nd Main diesel
engine driven pump will cut in in the event of pressure dropping to 11.0 kg/cm2.
In the event of failure of the first pump for any reason, or if one pump not able to maintain required
pressure then the second pump will automatically cut in.
Each of the diesel engines is protected from fire. Flame detectors are provided on each side of the
compartment, linked into the main surveillance system located in the JMR.
Flame detectors are provided inside the FWPH which gives alarm in F & G system panel on voting
and on getting the alarm.
It is recommended to carryout “wet-drill” once in a week at different hydrant points and monitor. This
will have a check on all sections and will prevent settling of mud at valve seats and in pipes. It will
also confirm that sectionalizing sluice valves are all open. It is very much essential that the fire
water network system is periodically tested and maintained properly.
As per OISD STD-156, Fire water pumps should be periodically tested for proper functioning and
logged for record: -
i) Every pump should be in test run for at least half an hour minimum two times a week.
ii) Once a month each pump should be checked and tested and the shut off pressure observed
and logged.
iii) Once in six months each pump should be checked for performance. This may be done by
opening required number of hydrants/monitors depending on the capacity of the pump and by
verifying that the discharge pressure and the motor load are in conformance with the design
parameters.
Fire Hydrant System (mild steel material) is vital for Fire Protection System on our jetty. It is
connected to a pressurized water network emanating from the FWPH. When the fire is detected,
immediately the fire hydrant system is directed towards the fire and water with strong force
extinguishes the fire. The Double Headed Hydrants are sturdy and can be used for medium or large
sized fire. Since the system is flexible, it surrounds the fire from all angles and reach. Low
maintenance is required and there is no leakage of water.

Open the nearest hose box with the key provided. If the key is missing, then break the glass
door.
Take the hose with coupling and branch pipes with nozzle from the hose box. connect two
hoses using hose coupling.
Connect the branch pipe with nozzle to one end of hose having female coupling.
Connect the other end of hose with male coupling to the hydrant valve.
Hold the hosepipe with branch pipe and nozzle properly.
Open the hydrant valve gradually.
Play the water jet towards the seat of fire.
Release the lock nut for vertical movement of the monitor nozzle.
Adjust the jet towards the fire vertically and lock it.
Release the horizontal movement lock nut if required.
Adjust the jet towards the fire horizontally and lock it.
Open the Isolation valve provided in the monitor gradually.
After the valve is opened, if the water is not playing on the seat of fire, adjust the horizontal
and vertical locks to direct the water towards the seat of fire.
Local Operating Panels are flameproof enclosures housing the controls of Monitor and the
MOVs in the hazardous area.
All the functions of Monitor and MOVs is housed in Enclosure with all the features and
feedbacks.
Enclosure is the control panel which is housed to control and which is located in JMR and at
the service platform.
The system is designed in such a way that both the panels have an automatic override
function in which it would be possible to operate either panel by switching ON the selector
switch. There shall be no pre-requisites to switch ON either of them.
Selector Switch on desired panel needs to ON for controlling the Monitor and MOV.

The name itself defines, if forms a curtain to prevent spread of smoke / heat / flame
from fire captured area to no fire area. It forms a water curtain that produces flat water
curtain projecting upwards between the ship and shore facilities. Water curtain nozzles are
designed to quickly release a large waterfall to provide protection.
There are 2 water curtains provided on the BD1, which are isolated by individual MOV’s.
The MOV’s can be remotely operated from JMR and Jetty Main service platform. In addition
they can be operated locally also
In the event of a fire, the fusible plugs will melt and diaphragm deluge valve will get activated
allowing fire water from the header to flowing to the sprinkler’s. Water pressure will get
released above the diaphragm and the fire water header will cater to the water deluge
system provided for HPNG line. If required, the deluge can be operated using manual
bypass valve provided at the BD2 .and also by means of opening diaphragm drain valve. .
As per International maritime requirements all marine terminals and berths with a Fire water
system should have at least one International Shore Fire Connection through which water
could be supplied to a tanker fire main if required for shipboard fire fighting. The purpose of
the International Shore Fire Connection is to connect the fire water supply from shore to the
ship fire main or to interconnect the fire mains of two ships. The shore fire connection
provides a standardised joint between two systems where each might otherwise have
couplings or connections that do not match.
The international shore connection is a universal hose connection that is to be provided on
all ships as per the OISD requirement. The purpose of the International Shore Connection is
to keep a standby hose attachment to get a connection from shore or from other ships in
case there is a total failure of pumps on board.
While using International Shore Connection the sea water is supplied at a pre-decided
pressure and is connected to ship’s fire main. This coupling is generally kept on the
designated place like bridge of a ship so that in case of an emergency it is readily available
and used.
The connection should be made up of steel or other suitable material. The flange should
have flat surface on one side and other side should be permanently connected or attached
to a coupling which can be easily fitted to ships hydrant and hose connection.
The connection should be kept readily available together with a gasket of any material
suitable for 1.0 N/mm 2 services, and with four 16 mm bolts, 50 mm in length, and eight
washers.
Fire hose having a shore fire connection on the end is led to its counterpart and the flange
joints are bolted together. If the shore fire connection is permanently fixed to a hydrant or

pipe, then a portable connection for use on a hose must be available in case the opposite
fire main has only a fixed connection.
On every vessel, the connection is accessible from either side of the vessel and should be
plainly marked. The shore fire connection shall be ready for use when a ship is in port.
The location of ISC on this berth is at BD#4 and the associated line size is 12 inch.
There are a total 15 MCP (Manual Call Points) available at Jetty. All these MCP’s are connected
with Fire alarm main panel at JCR .The JCR main panel is connected with repeater alarm panel in
JMR. In case of activation of alarm, the location will be displayed in Main fire alarm panel at JCR
which will subsequently relay the same information at JMR repeater panel.
In JGR, JMR and FWPH there are smoke detectors installed and in case any smoke is detected
then there will be an alarm in the building and same will be repeated in the JCR and JMR Fire alarm
control panel showing the location of the smoke .
The JMR console room and UPS room, both rooms are protected with Clean Agent System and
their details are as follows--
Gas suppression system is installed at JMR and is made up of gasses present in the air we
breathe. It extinguishes the fire by diluting the oxygen concentration (Smothering) to lower down to
12%. Also, it’s one of the ingredient Argon has a high specific gravity, it brings the density of gas
close to that of air, so that gas does not tend to leak from a room and easily maintains an
extinguishing concentration for minimum 10 minutes. All the gasses are naturally present in air and
hence has no environmental impact.
Based on single largest risk, largest protected area is 711m 3. 9 nos. of 140 litre water capacity
cylinders are installed. There are 2 cylinder banks comprising of 9 cylinders each, one is main and

the other is reserve. In JMR there are 2 zones protected in IG541 system one is console room and
another is UPS room.
In case of any fire in console room required 9 nos. of cylinders will be discharged from main or
reserve bank through directional valve DV-1 to the hazard.
In case of any fire in UPS room required 1 no. of cylinders will be discharged from main or reserve
bank through directional valve DV-2 to the hazard.
A typical Clean agent system, located in the Electrical Substation at JMR, consists of:
a) Two banks of high pressure cylinders to hold the gas, main bank and reserve bank
consisting of 9 cylinders in each bank.
b) An automated Fire Detection and Alarm System
c) Gas Release Panel cum Annunciation Panel, Gas Release Module.
d) A high pressure manifold to collect the gas from the cylinders.
e) A high pressure reducing unit to limit the pressure in the piping network
f) A network of pipes and nozzles to distribute the gas quickly and evenly to all parts of the
risk.
g) All cylinders are proving with the bursting disc to safe guard the cylinder against excessive
pressure. Set point: 405bar +/-20bar at 70oc

Another method of activating the Discharge is by pulling down the manual lever provided on the
master cylinder. By pulling down the lever, gas is released from the master cylinder and is routed to
the room on “Fire” through the specific solenoid valve meant for that room.
Incase if all the directional valve is closed due to any reason and the system is activated then the
safety valve provided will be burst and prevent the manifold from pressure and avoid accident.
NOTE: Incase when the audio / visual hooter is activated then with in 30sec the gas will be
discharged, then either the gas release should be aborted or the personal should evacuate from the
room and keep the door closed.
The portable firefighting equipment is designed to control/extinguish fires at their incipient stage.
They are intended as a first line of defense and are named as first-aid firefighting equipment.
Considering the nature of fire hazards and criticality of equipment in the complex, the following
basis is considered for providing the portable firefighting equipment.
For hydrocarbon liquid & gas fires at Jetty areas, dry chemical powder type fire
extinguishers are provided.
For electrical/electronic panels and equipment in process control rooms, plant interface
buildings, sub-stations, etc. Carbon Dioxide type fire extinguishers are provided.
For fires on ordinary combustibles in stores etc., Water (CO2 cartridge) type fire
extinguishers are provided.
The extinguishers are distributed in the process area in such a way that the travel distance
from any point in plant is not exceeding 15 meters and placed at conspicuous locations with
ease of accessibility to cover the risk.

Below are the type and nos. of portable fire extinguishers provided on the LNG Jetty:

The Dry Chemical Powder Type Fire Extinguishers provided in the Jetty Area are of two capacities.
These are 9 Kg. and 75 Kg. capacities. Mono Ammonium Phosphate (MAP-40) base dry chemical
powder is filled in the DCP fire extinguishers. These extinguishers are suitable for hydrocarbon
liquid/gas fires. They are also suitable for fires in outdoor electrical equipment and cable cellars
fires.
9 Kgs. Capacity DCP fire extinguishers – 17 Nos.
75 Kgs. Capacity DCP fire extinguishers – 2 Nos.
DCP Extinguisher 9 Kg
The Dry Chemical Powder Type Fire Extinguisher 9 Kg, Mono Ammonium Phosphate (MAP-90)
base dry chemical powder is filled in the DCP fire extinguishers. These extinguishers are suitable
for hydrocarbon liquid / gas fires. They are also suitable for fires in outdoor electrical equipment and
cable cellars fires.
The 9-Kg capacity extinguisher are consisting of a cylindrical container, a valve assembly consisting
of operating lever, carrying handle, pressure gauge and discharge hose. Nitrogen is used as a
propellant. An operating instruction label is pasted on the outer container, which shows the
operation and suitability of the extinguisher.

Mobile foam equipment which are also called as foam trolleys. These are portable foam tanks
mounted on a chassis with wheel base. These trolleys are meant for easy and rapid deployment of
foam extinguishing agent to fires and oil spills. It requires only a suitable water connection.
Mobile foam trolley units are mobile foam compound tanks fitted with foam branches and inductors,
and having arrangement to carry hoses. Ideal for quick mobilization of foam equipment and
application of foam.
Mobile Foam Trolley Unit, consisting of SS304 tank (200 Liters capacity), mounted on sturdy
chassis/frame for easy maneuverability. The trolley unit has arrangements provided to mount High
low/medium expansion foam branch and matching Inline Inductor of 225/450 lpm capacity, as well
as two nos. 15 Meters long Firefighting Delivery hoses.

In lightning protection system there is a single component i.e lightning rod in the system. The
Lightning rod is made of conductive material copper and it is structured as solid pointed, which is
fixed on the top surface of JMR building at the jetty. The lightning rod is connected directly to sea
with a flat GI earth strip & a cable for performing its protective function.
JSWJPL being a prudent port operator and as per Port Services Agreement shall provide the
firefighting aid to us. JSWJPL will keep the following firefighting aids in the state of readiness at all
times for attending to an emergency: -

Foam Water Tender - 1
The DCP fire tender capex was shared keeping in mind the requirement of DCP in abundance
suitable for controlling fire caught on LNG and/or HPNG. The fire tenders shall be able to reach
LNG berth within maximum 5 minutes after receiving the notice to attend from WCPL.
Besides the above, their all 4 tugs are fitted with firefighting arrangements of FIFI Class 1 (IRS
AGNI-1). The tugs are JSW BHIM, JSW BALRAM, JSW BAJRANG and Brahmani.
One of these tugs shall be required to stand by in close vicinity (berth 4A) during STS operations.
