LGV CONSTRUCTION SAFETY GUIDELINES


DURING THE COVID-19 PANDEMIC

A SUPPLEMENTAL ON SAFETY AND SECURITY PROTOCOLS FOR NEW


CONSTRUCTION AND RENOVATION RESIDENTIAL PROJECTS IN LGV

PURPOSE:

The following guidelines aim to preserve and maintain LGV as a virus-free community,
to ensure that construction workers are safe during the Covid-19 Pandemic, and to
maintain the Village and all its residents safe from the spread of the SARS-Covid2 virus.
These guidelines are subject to revisions or improvements whenever the National or
Local Governments publish new ordinances or guidelines.

All other rules and regulations relating to Construction and Renovations shall remain.

EFFECTIVITY:

Resumption of construction shall be allowed starting June 8, 2020 to allow the LGVHAI
Admin and its security force to prepare for the influx of workers to their respective job
sites.

HOMEOWNER’S & CONTRACTOR’S REPONSIBILITIES

As every construction project is different, the most practical and appropriate health and
safety precautionary measures must be formulated and strictly implemented by the
homeowner and contractor as may be required or appropriate for the project.

The homeowner shall provide handwashing stations within the project site and
encourage frequent hand washing by the workers.

The homeowner/contractor shall provide sanitary washrooms and shower facilities for
the workers in the project site and these must be sanitized regularly.

The homeowner/contractor must also provide the workers with personal protective
equipment, tools and eating utensils and prohibit sharing of these by the workers.
These must also be sanitized regularly.

The homeowner/contractor must post signages on proper handwashing techniques and


reminders to sanitize tools and working areas.

The homeowner/contractor must provide waste bins and garbage receptacles which
must be are emptied regularly and safely.

GENERAL SAFETY POLICIES AND GUIDELINES

The homeowner or the contractor with the conformity of the homeowner, shall submit
to the LGVHAI’s office the following documentary requirements before resuming
construction activities:
a. Project owner and location
b. Brief project description and location
c. List of workers with their respective personal data sheets which must include
their telephone numbers and home addresses and copy of 1 government I.D.
d. COVID-19 test results

It is recommended that submissions to the LGVHAI of documentary requirements must


be sent via email. For a quick processing of a request, please ensure that any and all
emailed documents are clear and readable. Large documents such as blueprints and
plans may be submitted in hard copies in sealed wrapping or container.

All workers must undergo a valid Covid-19 test from a reputable testing center, the cost
of which shall be shouldered by the homeowner/contractor. Only an
employee/worker with a valid Covid-19 test showing a NEGATIVE test result
shall be allowed entry into the Village.

Any employee/worker who shows a POSITIVE test result shall be automatically barred
from entering the Village and must follow the guidelines set by the IATF/DOH on self-
isolation/home quarantine/contact-tracing.

Homeowner/contractor shall certify the submitted documentary requirement to be true


and correct. Any false statement or document shall be considered a violation and valid
cause to stop the construction activities.

ENTRY AND STAY-IN RULES FOR WORKERS

All construction workers must wear face mask before entering any of the gates and will
be individually thermo-scanned by the guard on duty. Anyone who displays a
temperature of 37.7deg or above, or is not wearing a face mask, will not be allowed to
enter.

Homeowners/contractors shall provide a suitable vehicle to transport their


employees/workers from the Gate to the Project Site. To ensure that the residents who
are on the streets – engaged in outdoor activities - are not unnecessarily exposed, NO
employee/worker will be permitted to walk or bike to and from the gate to the Project
site.

A maximum of 15 employees/workers will be allowed at the job site at any given time.

Until further notice, all construction workers must remain as stay-ins for the duration of
their employment. Once inside the job site, NO worker will be allowed to leave the
premises of the project site. Roaming around, socializing, loitering outside the job site
premises are strictly prohibited. An infringement will be valid cause for automatic
removal from the village.

Any employee/worker who leave the Project site may be allowed to re-enter the Village
provided a new Covid-19 test certificate, showing a NEGATIVE test result, is submitted
prior to his return.

The homeowner/contractor must provide for the food and other necessities of the
construction workers, including power, clean water personal hygiene items. Unless on
an emergency situation, NO one will be allowed to leave the Project site for re-
provisioning. Such provisions shall be provided by the homeowner/contractor.

Workers must observe physical distancing even inside the project site at all times,
including during breaks and mealtimes.
Anyone with symptoms or feeling sick or who has been exposed to the virus should
immediately alert his supervisor, and shall be removed from the job site for self-
isolation, and undergo a Covid-19 re-testing. Only with a negative test result shall the
employee/worker be allowed to resubmit his documents and report back to the job site.

If a worker test positive for COVID-19, work shall immediately be suspended. All other
employees/workers must undergo a new Covid-19 test. If more than one is found
positive for COVID-19, work shall be stopped and all the other workers shall be turned
over to the local government for quarantine.

JOB SITE VISITORS

The number of visitors to the job site will be limited to only those necessary for the
work. Homeowner/contractor must inform the LGVHAI office or the guards in advance
of any expected visitor.

Every person attempting entry to the site is to be stopped and questioned to determine
if site access can be permitted. Salesmen shall not be entertained.

Deliveries will be permitted but should be properly coordinated in line with the minimal
contact and cleaning protocols. Delivery personnel should remain in their vehicles if at
all possible.

Drivers should remain in their vehicles if the load will allow it and must wash or clean
their hands before unloading goods and materials.

All visitors must be registered in a logbook the names, addresses and telephone
numbers of all the visitors and the time they came and left. Entries in the logbook must
be made by the foreman or designated worker.

Visitors must wear face mask and maintain physical distancing while in the job site.

PENALTIES

Violation of any of the foregoing guidelines will be considered an offense subject to


penalty. If committed by an employee, it may result in the confiscation of his I.D. and
eviction from the Village. If the violation is committed with the knowledge or tolerance
of the homeowner/contractor, the appropriate fine will be imposed. Repeated violation
may result in stoppage of work on the project.
