Dear Ms. Howard and Mayor Neeley:

The undersigned is Director of Human Resource for Penske Logistics LLC (“Penske”). This
letter constitutes written notice to you pursuant to the notice requirements of the WARN Act.

Penske maintains a terminal at G-5120 W. Bristol Rd., Flint, MI 48507. At present, Penske
employs approximately 141 individuals at this location. Many affected individuals employed by
Penske at this location are represented for purposes of collective bargaining by Teamsters Local
332, affiliated with the International Brotherhood of Teamsters (“Union”). The contact
information for the elected officer of this Union is: Mr. Mark Barnhart, Secretary/Treasurer,
Teamsters Local 332, 1502 S. Dort Hwy., Flint, MI 48503.

Penske will permanently cease operations at the G-5120 W. Bristol Rd., Flint, MI terminal
effective with the close of business on March 26, 2022 and all affected employees will be laid off
on that date, or during the 14-day period commencing on that date. Although this was a very
difficult decision, given the dynamic customer service needs at this terminal, at a time when
continuing to reliably meet those needs has been regularly compromised by challenges largely
beyond Penske’s control, sustaining an effective and efficient ongoing logistics operation
presents continued operating conditions at this terminal that do not align strategically for Penske.
The closure of this terminal will result in the permanent layoff of all of the individuals identified
on the attached Exhibit A. Penske does not have a job bumping system, that is, employees will
not be able to displace more junior employees out of their job positions as a result of this closure.
