Topic/ Title: A Quantitative Analysis of Construction Workers’ Attitude towards Labour Safety at Construction
Projects in Naga City, Camarines Sur

A. Description of the Program/Project:

1. Rationale
The environment of construction jobs is considered as one among the most dangerous
workplaces and exposes construction workers at greater risk in developing certain illnesses than workers
from different fields (Khan, Mir, 2021). Human resources in the construction industry is an important asset
due to high labor needed while experiencing a constant change in the working environment on site
while a variety of work is implemented at the same time thus increasing the risks, the overall productivity
of the construction project will be affected when the workforce is diminished (Thang Nguyen, 2018).
The attitude towards risk-taking behavior may vary from different factors depending on the approach
of the workers towards domain-related situations (Johnson, Wilke, & Weber, 2004 as cited by Low,
Chan. 2017).
According to the report of Philippine Statistics Authority, construction casualties recorded from
2015 shows that there were 2,115 cases where 1,339 casualties were classified as without workdays lost,
689 cases were temporarily incapacitated, and the rest or 13 cases were fatal cases. The Philippine
government estimates that there are 2.2 million Filipino workers from medium and large enterprises that
have access to occupational safety and health (OSH) protection and services out of the 38.8 million
workforce which do not benefit from proper working conditions, in other words, there is only 1 out of
every 18 workers that is entitled to OSH protection and services (International Labour Organization).
The attitude towards abiding and implementing construction safety protocols contributes a
huge part towards the risks of unsafe labour practices. Construction accidents mostly occur due to
laxity of following labor safety measures by the workers (Kohen et al., 1995; Zakaria et al., 2010, as cited
by Udawatta, Rameezdeen, 2012). This affects the behavior in terms of safety and may end up
causing labor accidents. To further understand the elements that affects the workers’ behavior for labor
safety, this paper aims to present factors that influence the attitudes of construction workers from Naga
City towards labor safety measures in the construction industry,

2. Objectives
The objective of this study is to gather, analyze, and assess data of different factors that affect
the attitude of construction workers from Naga City, Camarines Sur towards construction safety.
specifically;
a. Identify the different factors that can affect the approach of construction workers from Naga
City, Camarines Sur towards labor safety.
b. Conduct data gathering from construction workers at construction projects regarding the
workers opinion on different variables that might affect the manner towards labor safety.
c. Interpret and organize the data of workers’ opinion on their attitude towards labor safety.

3. Methodology
A questionnaire-survey with quantitative approach will be used in this research to study the
construction workers’ attitude towards risk taking behavior. A five-point Likert scale will be used from 1
to 5 with 1 being the lowest, and 5 being the highest for all of the factors, except the demographic
variables will be distributed in a convenient approach for the employees working in the construction
sector. The factors which will be considered will be based on previous research.
