American Approval of an American National Standard requires verification by ANSI that the require-
ments for due process, consensus, and other criteria for approval have been met by the

Foreword (This Foreword is not a part of American National Standard Z359.3-2007.)

This standard, national in scope, was developed by an Accredited Standards Committee functioning under
the procedures of the American National Standards Institute, with the American Society of Safety Engineers
(ASSE) as secretariat.

It is intended that every employer whose operations fall within the scope and purpose of the standard will
adopt the guidelines and requirements detailed in this standard.

The need for this standards activity grew out of the continuing development of a series of fall protection re-
lated standards. The focus is to tie the elements of those standards together and provide the tools with which
employers may develop the programs that incorporate those elements. This standard also brings together
the administrative requirements of those fall protection standards. It should be noted, as in all Z359-series
standards, that this standard applies to all occupational and non-occupational activities except those in SIC
Division C (construction). It also is not intended to apply to sports activities such as mountaineering.

Neither the standards committee, nor the secretariat, states that this standard is perfect or in its ultimate
form. It is recognized that new developments are to be expected, and that revisions of the standard will
be necessary as the state-of-the-art progresses and further experience is gained. It is felt, however, that
uniform guidelines for fall protection programs are very much needed and that the standard in its present
form provides for the minimum criteria necessary to develop and implement a comprehensive managed fall
protection program.

The Z359 Committee acknowledges the critical role of design in influencing the use of proper fall protection
equipment. Designs which eliminate fall hazards through the proper application of the hierarchy of safety
controls are the preferred method for fall protection. Design deficiencies often increase the risk for employ-
ees who may be exposed to fall hazards: examples are (1) lack of rail systems to prevent falls from machines,
equipment and structures; (2) failure to provide engineered anchorages where use of personal fall arrest
systems are anticipated; (3) no provision for safe access to elevated work areas; (4) installation of machines
or equipment at heights, rather than floor/ground level to preclude access to elevated areas; (5) failure to plan
for the use of travel restriction or work positioning devices. To that end, this series of standards also provides
guidance for design considerations for new buildings and facilities.

Basic fall safety principles have been incorporated into these standards, including hazard survey, hazard
elimination and control, and education and training. The primary intent is to ensure a proactive approach
to fall protection. However, the reactive process of accident investigation is also addressed to ensure that
adequate attention is given to causation of falls.

The Z359 Committee solicits public input that may suggest the need for revisions to this standard. Such input
should be sent to the Secretariat, ASC Z359, American Society of Safety Engineers, 1800 E. Oakton Street,

1. SCOPE, PURPOSE, APPLICATION, EXCEP-

1.2 Purpose and Application.

1.2.1 This standard addresses minimum guidelines


for the system design, manufacture, and testing of
personal work positioning and travel restraint equip-
ment.

1.2.2 This standard addresses positioning systems


and travel restraint systems. These systems shall
not be used as a primary fall arrest system. Posi-
tioning systems shall be supplemented with a sec-
ondary fall protection system.

1.2.3 Before any equipment shall bear the marking


“Z359.3” or be represented in any way as being in
compliance with this standard, the requirements of
this standard shall be met.

1.3.3 This standard does not address the lowering


function of any descent device or any motorized
means of accessing a work location.

1.4 Interpretations. Requests for interpretations of


this standard shall be in writing and addressed to
the Secretariat of this standard.

2. DEFINITIONS

Please refer to ANSI/ASSE Z359.0, Definitions and


Nomenclature Used for Fall Protection and Fall Ar-
rest, for definitions of terms used in this standard.

3. DESIGN REQUIREMENTS

3.1 Positioning Systems.

3.1.1 A Positioning System shall be used only if ap-


propriately attached to an anchorage that complies
with the requirements of this standard.

3.1.2 When subjected to tests outlined in Section 4


of this standard, a positioning system shall not re-
lease the test weight and shall retain the test weight
for one minute.

3.2 Travel Restraint Systems.

3.2.1 A Travel Restraint System shall be used


only if appropriately attached to an anchor-
age that complies with the requirements of this
standard.

3.2.2 The use of a travel restraint system is only


permitted on a walking/working surface that has a
slope between zero and 18.4 degrees.

3.2.3 When subjected to tests outlined in Section


4 of this standard, a travel restraint system shall
not release the test weight and shall retain the test
weight for one minute.

3.3 Rope Adjusters.

3.3.1 When tested in accordance with Section


4.2.1.1 the rope adjuster assembly shall not break
and shall retain the test weight.

3.3.2 Lanyards and positioning lines that incorpo-


rate a rope adjustor, shall maintain their adjusted
length (disregarding elastic stretch) up to a load
of 1,000 pounds (8.8kN) within three inches when
tested in accordance with section 4.2.1.2.

3.4 Positioning and Travel Restraint Lanyards.

3.4.1 Rope and webbing used in the construction of


lanyards shall be made of virgin synthetic material
having strength, aging, abrasion resistance, and
heat resistance equivalent or superior to polyam-
ides. Polypropylene is not permitted in load bearing
components.

3.4.2 Aircraft cable rope used in the construction


of lanyards shall be constructed in accordance with
Military Specification MIL-DTL-83420, Wire Rope,
Flexible, for Aircraft Control, as listed in Section
4.1.3 of this standard.

3.4.3 Chain used in the construction of lanyards E3.4.3 For more information, please refer to ANSI/

made in accordance with the rope manufacturer’s

properly sized thimble shall be part of the formed


eye termination. Terminations (including cut ends)
and splices shall be seized, whipped, or otherwise
integrally finished to prevent the termination or
splice from unraveling or unsplicing. Knots shall not
be used to form lanyard end terminations.

3.4.5 Stitched eye terminations on strap lanyards


shall be sewn using lock stitches. Thread shall
be of the same material type as the webbing and
shall be of a contrasting color to facilitate inspec-
tion. Webbing shall be protected from concentrated
wear at all interfaces with load-bearing connector
elements. Webbing ends shall be seared or other-
wise prevented from unraveling.

3.4.6 The following methods may be used for form-


ing eyes in wire rope: (a) spliced eye with one
swaged fitting, or (b) return eye with a minimum of
two swaged fittings. All formed eyes shall incorpo-
rate a properly sized thimble.

3.4.7 Hardware used in the manufacture of lan-


yards shall comply with Section 3.8.

3.4.8 Lanyards, when tested in accordance with


Section 4.2.2.2, shall have a minimum breaking
strength of 5,000 pounds (22.2kN).

3.4.9 Lanyards that incorporate a means for length


adjustment, shall maintain their adjusted length
within three inches (disregarding elastic stretch) up
to a load of 1,000 pounds (8.8kN) when tested in
accordance with section 4.2.2.2.

3.4.10 When tested in accordance with Section


4.2.2.3 the lanyard shall not break and shall retain
the test weight for one minute.

3.5 Full Body Harnesses.

3.5.1 All full body harnesses shall meet the require-


ments of ANSI/ASSE Z359.1.

3.5.2 Positioning and travel restraint attachments

tested in accordance with Section 4.2.3.

3.6 Positioning Harnesses.

3.6.1 Materials used in the construction of load-


bearing straps shall be made from virgin synthetic
materials having strength, aging, abrasion resis-
tance, and heat resistance characteristics equiva-
lent or superior to polyamides. Polypropylene is not
allowed. Load bearing straps shall have a minimum
width of 1-5/8 inches (41mm) and strap ends shall
be finished so as to prevent fraying. When tested in
accordance with Federal Standard 191A Test Meth-
od 4108, strap material shall develop a breaking
strength of not less than 5,000 pounds (22.2kN).

3.6.2 Stitched splices on load bearing strap lanyards


shall be sewn using lock stitches. Thread shall be
of the same material type as the webbing and of
contrasting color to facilitate inspection. Webbing
shall be protected from concentrated wear at all
interfaces with load bearing connector elements.
Webbing ends shall be finished in a manner to pre-
vent fraying or unraveling.

3.6.3 The positioning harness shall provide support


for the body around the abdomen and around the
thighs when a tensile load is applied to the work
positioning attachment elements.

3.6.4 Positioning harnesses when tested in accor-


dance with Section 4.2.3 shall not release the test
weight and shall retain the test weight for one min-
ute.

3.7 Hardware.

3.7.1 All hardware shall be in new and unused con-


dition when incorporated into new assemblies.

3.7.2 All buckles and adjusters used in load bear-


ing components shall be capable of withstanding
a 4,000-pound tensile force without breaking, as
specified in ANSI/ASSE Z359.1.

3.7.3 All D-Rings, O-Rings, and Oval Rings used


in load bearing components shall be capable of
withstanding a 5,000-pound tensile force without
breaking, as specified in ANSI/ASSE Z359.1.

chorage. As an example, when a snaphook is situ-
ated where the gate is serving as a pivot, the forces
applied can be increased by a factor of more than
two. In this situation, if a maximum arresting force
of 900 pounds is applied to the snaphook a force of
1,800 pounds will simultaneously be applied to the
snaphook’s gate. Many snaphooks and carabiners
are incapable of supporting this magnitude of load
and the gate would fail.

4.1 Test Equipment and Test Specimens.

4.1.1 Drop Test Structure. The drop test structure


shall have sufficient height and lateral clearance
within the drop zone beneath the test anchorage
or anchorage connector on the structure to per-
form the drop tests required by this standard with-
out members of the structure or its base interfering
with or obstructing the drops before termination of
the tests. The required minimum natural frequency
of the drop test structure shall be 200 Hz when
measured along the vertical axis through the point
on the test anchorage or anchorage connector to
which the test specimen is attached. The permitted
maximum elastic deformation of the test anchorage
and test anchorage connector at the point of at-
tachment of the test specimen shall be 0.04 inches
(1.0mm) when subjected to a vertical static load of
2,250 pounds (10kN).

4.1.2 Test Weight. The test weight shall be of rigid


steel construction in accordance with the dimen-
sions set forth in ANSI/ASSE Z359.1. The test
weight shall weigh 300 pounds +/- three pounds
(136kg +/- 1.4kg).

4.1.6 Test Instrumentation. The dynamic test in-


strumentation shall consist of a load cell (transduc-
er) and other amplification, filtration, and recording
equipment as necessary to meet the additional re-
quirements of this section. The load cell shall be
attached securely to the anchorage or anchorage
connector on the test structure. It shall be capable
of registering momentary peak loads up to 3,375
pounds (15kN). The recording data channel shall
have a minimum sampling rate of 1,000 samples
per second and an active frequency response band
up to a corner frequency of 100 Hz plus 1/2 dB mi-
nus 3 dB.

4.1.7 Quick Release Mechanism. This device is


required for all drop tests and shall be remotely op-
erated and release the test weight without impart-
ing any motion to it.

4.1.8 Static Tensile Test Equipment. The static


tensile test equipment shall pull at a uniform rate
of not greater than two inches per minute (51mm
per minute) and shall measure force within an ac-
curacy of plus or minus three percent of the speci-
fied load.

4.1.9 Test Specimens. Test specimens for quali-


fication testing shall be in new and unused condi-
tion selected randomly from the production lot of a
given model of equipment. They shall conform in
all respects to the manufacturer’s specifications for
the model to be tested.

4.2 Qualification Tests.

4.2.1 Rope Adjusters.

4.2.1.1 Dynamic Strength Test. The dynamic test


of the adjuster on rope or webbing shall consist of
a four-foot free fall with a 300 pound test weight
or torso. The requirements being that the weight
shall not be released nor shall there be any tearing
or distortion of any part of any component or ele-
ment.

4.2.1.2 Pull-Test on Rope (or Webbing). The ad-


justor shall be pull-tested in a straight-line pull with
a dynamometer or equivalent as outlined in Sec-
tion 4.1.6. Mark the position of the adjuster on the
rope or webbing. Load to 1,000 pounds (8.8kN).
Mark the new position of the adjuster. Measure
the slippage of the adjuster from the original mark
(disregard elongation of the rope or webbing by
unloading the set-up prior to making the slippage
measurement). Failure constitutes slippage greater
than three inches (76mm).

4.2.2 Positioning & Travel Restraint Lanyard.

4.2.2.1 Static Strength Testing of Fixed Length


Lanyards. Connect the lanyard test specimen be-
tween the jaws of the tensile test equipment speci-
fied in 4.1.6 by means of the connectors at each end
of the lanyard. If the test specimen is a constituent
of a subsystem or system and does not have an
integral connector at its end, simulate as exactly as
possible the intended means of assembling it into its
subsystem or system. Subject the lanyard to a force
of 5,000 pounds (22.2kN) for a period of two min-
utes. The time to reach this force shall be no less
than three minutes to avoid dynamic effects. Com-
pare the test results to the requirements set forth in
Section 3.4.8.

4.2.2.2 Static Strength Testing of Adjustable


Length Lanyards. Connect the test specimen lan-
yard between the jaws of the tensile test equipment
specified in Section 4.1.6 by means of the connec-
tors at each end of the lanyard. If the test specimen
is a constituent of a subsystem or system and does
not have an integral connector at its end, simulate as

exactly as possible the intended means of assem-


bling it into its subsystem or system. Mark the loca-
tion of the adjuster element on the lanyard. Subject
the lanyard to a force of 1,000 pounds (8.9kN) for a
period of one minute. Remove the force and record
any slippage that has occurred at the adjuster. Ad-
just the lanyard to its fully extended length. Reapply
the load of the tensile test equipment and subject
the lanyard to a force of 5,000 pounds (22.2kN)
for a period of one minute. The time to reach this
force shall be no less than three minutes to avoid
dynamic effects. Compare the test results set forth
in the requirements of Section 3.4.9.

4.2.2.3 Dynamic Strength of Lanyards. Attach


the lanyard to the 300-pound test weight outlined in
Section 4.1.2. Attach one end of the lanyard to the
anchor point attachment of the test structure and
the other end to the test weight. Attach the quick
release device to the upper attachment point of the
test weight and raise it to allow for a four feet free
fall. Release the test weight without initial velocity,
allow it to fall freely, and compare to the test results
requirements in Section 3.4.10.

A body belt, which meets the requirements of this


standard, may be used for attachment to the test
weight when a cable or chain lanyard is tested.

4.2.3 Positioning Harnesses.

4.2.3.1 Dynamic Strength Test. Samples of work


positioning harnesses of each specific design and
construction shall be tested in accordance with
Section 4.2.3.2. Samples shall include all hardware
and fittings intended to be attached to the commer-
cial product. If fitted with additional side attachment
elements, it shall also be tested in accordance with
ANSI/ASSE Z359.1.

5.1 General Marking Requirements.

5.1.1 Markings shall be in English.

5.1.2 The legibility and attachment of required


markings shall endure for the life of the component,
subsystem, or system being marked. When pres-
sure sensitive labels are used, they shall comply
with the applicable provisions of with UL 969, Mark-
ing and Labeling Systems.

5.1.3 Except for connectors, as set forth in Section


5.2.1, equipment shall be marked with the following:

• part number and model designation;


• year of manufacture;
• manufacturer’s name or logo;
• capacity;
• standard number (Z359.3);
• warning to follow the manufacturer’s instructions
included with the equipment at time of shipment
from the manufacturer;

5.2 Specific Marking Requirements.

5.2.1 Rope Adjustors. In addition to the require-


ments in 5.1, rope adjustors shall be marked
to identify:

• the direction of use of the rope adjustor on its lan-


yard or lifeline;
• warnings against use with incompatible lanyards
or lifelines;
• the proper size and type of lanyard or life-
line with which the rope adjustor is intended
to be used.

5.2.2 Lanyards. In addition to the requirements in


5.1, lanyards shall be marked to identify:

• the material of construction;

5.2.3 Positioning Harnesses. In addition to the

• criteria for discarding equipment which fails in-
spection;
• procedures for cleaning, maintenance, and storage;
• reference to meeting the Z359.3 standard and
applicable national regulations governing occu-
pational safety;
• instructions shall be marked “Do Not Remove
This Label”;
• maximum authorized person weight including tools;
• space for recording inspection dates and at least
ten spaces for dates and inspector’s initials sig-
nifying two annual inspections per year over five
years.

5.3.3 Instructions shall require that only the equip-


ment manufacturer or persons or entities authorized
in writing by the manufacturer shall make repairs to
the equipment.

5.3.4 Instructions shall require the authorized per-


son to remove equipment from field service if it has
been subjected to damage as described by the
manufacturer or has received a fall arrest force.

5.3.5 Instructions shall require the authorized per-


son to have a rescue plan and the means at hand
to implement it when using the equipment where a
suspension could occur.

5.3.6 Instructions shall provide warnings regarding:

• altering the equipment;


• misusing the equipment;
• using combinations of components or subsystems
or both which may affect or interfere with the safe
function of each other;
• exposing the equipment to chemicals which may
produce a harmful effect and to consult with the
manufacturer in cases of doubt;
• using the equipment around moving machinery
and electrical hazards;
• using the equipment near sharp edges and abra-
sive surfaces;
• reading instructions and labels before use.

5.4 Specific Instruction Requirements.
